PCC AMSC 2024: JAPAN

(Pre-Conference Competition Asian Medical Students’ Conference)

Topic:
Disaster Medicine

THEME OVERVIEW

Disasters are abrupt occurrences that generate a profound impact on the

community, including the healthcare system. Japan, in particular, suffers
from many natural disasters such as the 2011 Tohoku Earthquake and
Tsunami, the 1923 Great Kanto Earthquake, and the 1828 Siebold Typhoon.

However, disasters are progressively becoming more frequent and powerful

on a global scale, which will undoubtedly place a huge burden on the
healthcare system, as demonstrated by the most recent COVID-19 global
pandemic.

Disaster Medicine refers to the study and management of major incidents

and disasters, and to plan and prepare ahead for such circumstances.

Objectives:
1. Explore the responses during a disaster at a personal, local, national, and
global level
2. Explore the morbidity, mortality, public health, and mental health effects
of disasters
5

3. Explore the healthcare management of disasters

Through the above objectives, we hope to provide a platform at AMSC 2024

to raise awareness, discuss, and explore possible solutions to these issues,
allowing us to tackle such unpredictability as future medical practitioners.

Natural Disasters: Geographical and Biological

Man-made Disasters: Chemical and Industrial Accidents
6

Subtheme 1: Prevalent health conditions in disaster medicine

Understanding the prevalent health conditions and management in disaster
medicine is crucial for healthcare professionals and students. Disasters can
lead to unique injury and disease patterns that require specialized care and
attention. Trauma, PTSD, and infections are some of the most common
conditions that arise during a disaster. Learning about these conditions is
essential for better triage, preparedness, prioritization, detection,
assessment, and treatment during a disaster, ultimately leading to better
health outcomes.

It is also crucial to explore the various consequences that disasters bring,

both in terms of physical and psychological impacts. Moreover, the
management of health conditions in disaster medicine may extend beyond
the immediate aftermath of a disaster. Healthcare providers need to be
prepared to address the immediate and long-term health needs of affected
populations, including mental health support, rehabilitation, and ongoing
medical care.

Subtheme 2: Management during emergencies

The management of life-threatening conditions involves prompt and
appropriate medical interventions to stabilize patients, avoid further harm,
and ensure recovery. This encompasses various measures, including triage,
basic life support, administration of necessary medications, performing
emergency procedures, coordination with other healthcare providers, and
appropriate use of resources to ensure comprehensive care.
7

The utilization of simple life-saving interventions such as opening airways,

needle decompression, and auto-injector administrations play a crucial role
in preventing casualties, demonstrating the need for continuous exploration
and integration of advanced medical interventions are essential for
improving the management of life-threatening conditions during disasters,
ultimately leading to enhanced patient outcomes and increased survival
rates.

Subtheme 3: Disaster impact on the population and public health

involvement during disasters
Disasters can have catastrophic effects on communities, leaving lasting
impacts on individuals, communities, and even nations. As physicians, it is
crucial to explore the public health system and interventions during a
disaster to achieve a healthcare system that would be resistant to collapse
amidst a disaster. By understanding and addressing these impacts, we can
better support and aid the affected individuals and communities in their
recovery.

Delegates may explore public health assessment of emergency

preparedness and responsiveness, which involves critically appraising the
planning, coordination, surveillance systems, capacity, training,
communication, and evaluation mechanisms that are all essential
components to effectively respond to emergencies. Through these
assessments, areas for improvement can be identified, response capabilities
can be strengthened, and the safety and well-being of the population can be
maximized in future emergencies.
8

Subtheme 4: Novel technology integration into disaster medicine

New technology advances, such as artificial intelligence, machine learning,
and automation, offer immense potential for improving disaster medicine
and response. During disasters, patients may face challenges in accessing
medications or treatment facilities, while victims may also experience food
shortages, contaminated water, and property loss.

Integrating novel technology into the field of disaster medicine can

significantly enhance outcomes and provide maximum benefits to affected
individuals and communities. Key areas of integration include the use of
drones for the distribution of food and medication to affected areas, virtual
consultations for patients, and the use of artificial intelligence and big data
analyses for preparation for future disasters such as creating simulations or
early warning systems.

Topics:
1. Medical Care (e.g. emergency medicine / pediatric perinatal medicine /
psychiatric)
2. Public Health (e.g. infrastructure / diverse and inclusive care)
3. Management (e.g. multi-disciplinary collaboration / supply)
4. Preparation (e.g. evacuation / training and education for citizens,
doctors, and politicians)
5. Pandemic (e.g. public health / risk communication / microbiology /
screening)
9

COMPETITION AND GENERAL MECHANISM AND INFORMATION

A. Competition
There are a total of 3 (three) competitions for this year’s AMSC 2024:
