b. Entry Process
It was February 3, 2023 when the Social Work students passed a courtesy call letter addressed to
the Barangay Chairman of Barangay Assumption, Koronadal City, South Cotabato to formally inform the
officials as well as the Sitio leader of the Purok that has been chosen about the intention to conduct a
community organizing in their community. The students were thankful that the Barangay official
acknowledged them and willingly signed the letter allowing them to proceed with their plans in the Purok that
he was in charge of.
On Feb 4-5, 2023 the students went to Purok Lower Ladol to conduct a house-to-house survey in
order to identify the needs and problems of the community. In accordance with the survey, the students
consolidated the problems identified and presented it during the General Assembly on February 12, 2023. It
was March 6, 2023 when the students had attended the Barangay session and presented the top five
problems that the community has been identified. The officials especially the Purok leaders actively
supported the communal activities namely, the general assembly and Purok meeting and also prompt in
giving assistance.
As the Social Work students were able to seek the assistance and support of the Barangay officials
and Purok leaders, the activities that have been conducted has been successful and organized. Thus, the
success of this community organizing in Purok Lower Ladol, Barangay Assumption, Koronadal City, South
Cotabato was mainly attributed to the support of the council, the facilitators which are the Social Work
students and more importantly, the community.
c. Demographic Data
The Social Work students had inquired the Barangay officials with any available data and information
namely, the demographic profile of Purok Lower Ladol, as the chosen community for community organizing
on February 3,2023. On the next day, the barangay clerk in the person of Ma’am Jerry Mae M. Dondoy had
provided information regarding the data needed about the community.
On the other hand, the students had also conducted a house-to-house survey on February 4-5, 2023
and covered 50% of the total number of households on which their needs and problems were also identified.
After the survey results were consolidated, it was presented to the community during the General Assembly
on February 12, 2023. With this, the community’s demographic data came from the existing data provided
by the Barangay Clerk, while the identification of the needs and problems in the community were coming
from the consolidated results of the household survey as well as the voted outcome during the General
Assembly. Hence, the various data were presented in the following charts.

The charts represent that the greatest number of individuals by sex is male 52% (51) which
is most dominant than female with 48% (48) individuals.
As shown in chart of Number of individuals by population distribution by Civil status the highest level,

percentage was elementary level, with 10 and equal to 43%, high school level 4 and equal to 17%, elementary

vocational 0 and equal to 0%.

Chart above shows the family composition. As can be seen in the chart presented above, 4-6
members has the highest frequency of 11 50% of the Population. This only implies that majority of the family
were composed of 4-6 members.

The materials used to build the houses of the community members are depicted in the chart above.
Wood has the highest percentage of 45%, as shown in the graph above. The Bamboo Kalakat comes in
second with 32%, followed by the Half Concrete/Brick stone with 23%, and there are no concrete houses.
This simply means that the majority of the house materials used in the community were made of wood.

The chart shows that the participants who identifies housekeeping as their occupation 18
which is equivalent in 46 %, Driving has 4 which is equivalent to 10%, Self-employed is 8 and is equivalent
to 21% and Farmer is 9 and is equivalent to 23%. Thus, the data shows that housekeeping as an occupation
has the highest number in the survey.

The chart shows that the most common household convenience/ device that the participants use is
the Cellphone with the total of 51%, followed by the Television with the total of 21%, then the motorcycle with
16%, and the Radio with a total percentage of 12%. There is no response gathered for the telephone and
car. Thus, majority of the participants uses Cellphones as their household convenience.

The chart above shows that 59% of the household residents is using charcoal as their fuel for cooking. 19%
are using LPG, 12% is using wood and 10% is using electricity. Thus, majority of the household residents
are using charcoal as their fuel for cooking.
The chart above shows the percentage on the usual manner of garbage disposal. The data
shows that there are 56% on the burning of garbage, 32% on the Burying, 12% on the Composting, and none
on the dumping and Pick-up. Therefore, this data shows that majority of the residents are onto the burning
of their garbage as a usual manner of garbage disposal.

The graph above shows the distribution of the Top 5 Community Problems and needs identified
during the general assembly which is participated by the community members together with their Sitio Leader.
As shown on the graph presented above, the Insufficient Supply of Clean Water has the highest vote of 10
followed by the Improper Solid Waste Management with 8 votes. On the other hand, the Lack of Proper toilet
Facilities has 7 votes, the Relocation Site with 5 votes and the Day Care Center with 4 votes. This implies
that the Top 1 identified problem of Sitio Lower Ladol is the Insufficient Supply of Clean water as identified
by the community.
Sitio Lower Ladol, before its creation as regular Sitio being separated from its Mother Sitio, Sitio
upper Ladol Bore had so many significant native titles such as; starapol a fruit tree, boniga a storage room
building. Tuna Kyol a pond where an edible animal use to take a bath, Alfo Talambo, a coconut tree owned
by Talambo Imba, Tana Kabenta, a land owned by Mr. Gregorio Macabenta Sr., a settler from Koronadal
City, Balmabed, a twisted forest tree and KLEB, a sandy portion of an area where birds and wild animals
used to find food and drinking water. The area was inhibited by a few tribal families and non-tribal settlers.
Most notable among them were; Lanang Sel, Casi Danial, Pandiok Gnano, Vicente Armada, Isidro Armada
and Ceaser Balagon. In 1988 the Community Agrarian Reform Program as formally implemented thru the
Certificate of Land Transfer Scheme. An estimated 24 hectares of land lawfully owned beneficiaries coming
from the different areas with reason of land ownership and intermarriages. These areas include Sitio Olo
mlao of Brgy. Assumption, Brgy Kalcam of Tupi, Lamba and Elnonok of Banga. Other relatives and families
from these areas also flocks to the area to avail residential lots. Upon land distribution the following families
availed the program as beneficiaries namely: Mr. Casi Danial as head beneficiary, Abido Dao, Gimbin Kiru,
Crispin Casi, Junior Casi, Lauro Casi, Tony Kiru, Juanito Malayang, Porferio Erana, Prudencia Erana and
Mario Malayang.
In 1992, Districting under the Administration of former Brgy. Captain. Geronimo S. Nelmida, Sr. were
assigned to the following members of Sangguniang Barangay of Brgy. Assumption, City of Koronadal. 1992-
1995 by Hon. Placido A. Sanang., 1995-1998 Hon. Rosela B. Hollero, 1998-2001 Hon. Emmanuel T. Lawi-
an and during the term of Hon. Sagin P. Monday as Brgy Captain 2001-2004, Hon. Alejandro C. Bento and
2004 Hon. Dolphing S. Dati and Hon. Juanito C. Cebel assumed the same past on July 1, 2018 up to the
present.
In May 18, 2003, under the Administration of Hon. Sagin P. Monday, Sitio Lower Ladol was separated
from its Mother Sitio, Sitio Upper Ladol and declared and approved by the Sangguniang Barangay as the
new 7th regular Sitio of Barangay Assumption, City of Koronadal with Hon. Alejandro C. Bento as the 1 st
Kagawad assigned as District in charge. The area is composed of 24,00 sq. Meters or 24 hectares and
inhibited by 46 families or 230 people more or less to date.

Not long after the Barangay installed water pipelines in the Purok in order for the people to access
clean water, they eventually cut off the pipes thus, limiting the flow of water to the other households. Also,
since they are prone to flash floods, their water became polluted, which caused them another problem.
Based on the consolidated household survey, the people expressed a problem with the
inconsistent waste collection in Sitio Ladol. In which, the majority presented that the scheduled waste
collection by the barangay was not fully implemented and the garbage of other households in the said
Purok was not able to be collected during the routing of waste. For the waste disposal needs of the
community, it was discovered that there was already an existing MRF that had been established.
However, due to some reason, the Material Recovery Facility (MRF) was no longer maintained by
the residents. As a result, the MRF was damaged and not usable. According to the Purok President, he
added that some residents are not following their instructions and do not cooperate with them, which is
why they are only throwing their garbage in the river or burning it.
3. No Proper Toilet Facilities
During the house-to-house survey, it was found out that the majority of households didn’t own toilets.
According to the Sitio President, it was confirmed that they have been given materials including toilet
bowls, cement and fillets by the government, but the problem is that the people gave little interest to even
build it. They used the toilets bowls for their chickens to breed instead. They are only dumping their
human urine and feces in the river, with the result that their water will be contaminated by their waste.
Having no proper toilet facility may indicate that open defecation still exists in the area, which can
make the environment one in which the transmission of disease is easy to occur. And to add to the
problem, only few of the total households have private toilet facilities.
4. Relocation Site
The results of the consolidated household survey showed that the majority expressed their concerns
about the relocation site. According to the constituents, the land on which their houses are built is not
theirs, and the area is especially unsafe for them since it is prone to floods and landslides since they are
on the side of a creek and a mountain.
5. Daycare Center
During our household survey and the conduct of general assembly in the community, they told us
that their community is in dire need of a day care center, as it was their most pressing concern to the
barangay since their children are complaining that they are tired of their everyday routine going to school
since their school is far away from their house.
Also, they said that their children are afraid to go to school, especially when it is raining, since it is
dangerous since their community is prone to flash floods and landslides. Also, most of them said that
they couldn't send their child to school because they didn't have enough money for their everyday
expenses, especially for habal-habal fees or buying fuel for their motorcycles.
The community is experiencing insufficient supply of clean water due to broken pipelines because of
the mismanagement of the residents. Thus, they need in-kind provision that will help them realize their
responsibilities and acquire both knowledge and skills in taking care of their environment.
IV. ASSESSMENT STATEMENT
The community, Purok Lower Ladol is a peaceful neighborhood situated in a distant area located at
Barangay Assumption, Koronadal City, South Cotabato. It is populated by indigenous group namely, the
B’laan tribe that is rich in culture and tradition. The people have presented five (5) main problems: Relocation
site, daycare center, no proper toilet facilities, and improper solid waste management but their major problem
is the insufficient supply of clean water. Based on the consolidated results of the household survey,
community general assembly, barangay session, and purok meeting, it was confirmed and agreed that this
problem occurred due to their mismanagement of resources provided to them and also the poor orientation
on how to use properly the given intervention. It was said that after they passed a resolution to the barangay
requesting water pipelines, it was immediately addressed and installed. Long before they knew it, the people
started to cut the pipes and distorted the flow of water, and even worse, contaminated it which also affects
their living conditions in terms of having not enough clean supply of water for their daily consumption.
In concordance to the problem tree analysis, it showed that the mismanagement of resources causes
their water insufficiency and also their need of education of the community in keeping their water clean and
safe. This behavior of the people does not only concern this problem but also the reason of the succeeding
issues such as their solid waste and sanitation, and them not having comfort rooms in spite of the fact that
they were also given provisions for it. Although it can be traced down to the weak implementation of the
officials such as regular evaluation and monitoring, it seems that the people were deviant and not following
the authority. The problem regarding their garbage is attributed to their improper water disposal as they only
throw their trashes anywhere and sadly, most of it were disposed on the river which worsen the situation
when there’s a flood. The officials provided them a Materials Recovery Facilities (MRF) but it was reported
that not a single trash bag has been put there instead, they used it as a stall for their goats. In relation to this,
another interrelated problem was identified that has been causing trouble to the community’ river is not having
a proper toilet facility. This problem has also been resolved by the barangay by giving them toilet bowls,
cement and fillets but then the people did not implement it instead, they used it as a chicken brooder. This
situation led them to dump their waste in the river and thus contaminated the water even more adding up to
the garbage that was dumped there. Furthermore, they have also identified that one of their concerns is
finding a relocation site because they don’t own the land as it was a private property and they are still waiting
for it to be owned by the government so that it can be given to them. Another reason for this is, it is a flood
prone area. Meanwhile, the community had also identified the need for a daycare center for their children
that is near to them. The only daycare center that was available in the place is located in the barangay proper
which is far from the Purok Lower Ladol. They complained about their children walking far from home to
school because there’s no vehicle available to use to the extent that other children don’t want to go to school
anymore.
It has been identified during the assessment of the problem that one major cause of the problems
namely, insufficient clean water, solid waste disposal and not having comfort rooms was the attitude and
behavior of the people towards the provisions given to them. Hence, lacking of resources are not quite the
problem but how the community manage it. It was assented by the stakeholders and the social work students
to address this concern first through orientation and reeducation coming from the experts to make them fully
understand their responsibilities as a community. On the other hand, there were already initial plans about
their problem with the relocation site as affirmed by the barangay and they will keep up to date. Days after
the barangay session, the chairman sent materials to the Purok officials in order to build their new daycare
center even though it’s temporary, but it will surely help them especially with their children to continually study
in convenience.
Regardless of the identified needs and gaps of the community, the people show willingness and
active participation in involving themselves with communal activities that concerns their development. As they
are small in population, they are easily convened although some of them can’t attend because of work-related
reasons. One of the things that stands out of the community is their active Purok and Barangay officials who
are most interested for their betterment. They immediately respond to the needs of the people and always
listen to their pleas even though some of their helps aren’t appreciated. The people also were kind hearted
to welcome the students and coordinated with them. They were being honest and real about their problems
and causes of it that the students did not have a hard time dealing with them. Despite the fact that they were
struggling financially due to limited sources of income, their efforts and persistence help them to strive and
thrive to earn a living and provide the basic needs of their family.
In line with this, community resources are also available in the community. Electricity is already
available although internet access is slow and some areas do not have a signal. Most of them owned a native
house composed of light materials and few residents had cemented houses. Their place is located near a
stream under the shades of tall trees which gives off a cool atmosphere. Their major source of livelihood is
agriculture as the people are mostly land owners and esteemed by their corn crop production. Apart from
agriculture, they are also known for stick making and has been supplying barbeque sticks to vendors of
Koronadal City and others were delivered to Tacurong City as well. To earn a living, other families have
owned sari-sari stores to help with their expenses. The people are also beneficiaries of government social
services and programs like social pensions for senior citizens, PhilHealth, 4Ps and other assistance. Health
services are also available in their barangay health center.
In relation to Jack Rothman’s Locality Development, the community plays a prominent role in order
to effect change. It believes that change efforts are most achievable when individuals join together in a shared
effort to identify and address common concerns. According to Kramer and Specht, community development
as a community organizing model refers to efforts to mobilize the people and enable them to act on these
social problems and issues which affect them. The goal is the solution of specific community problems and
needs for the development for the community and the benefit of its people with the participation of the target
beneficiaries themselves. Whatever form it takes, the process is meant to build the community and make it
stronger, to help its members see that they need to work together toward common purposes, and to motivate
them to create ways to make that happen.
In conclusion, if the problem of the people with regards to their insufficient supply of clean water will
not be addressed, their health will be compromised and subject to complications in the long run. As for the
problems with their garbage, sanitation, and comfort rooms, if actions will not be taken, it will also affect their
health and aggravate their poor living conditions. The river would be polluted to the extent that it will cause
diseases and afflict not only the Purok but the neighboring residence as well. Meanwhile, if they will not be
resettled to a safe location, they will still suffer the impact of impending flashflood. Lastly, if their concern
regarding the daycare center will not be resolved, most likely, children are not motivated to study and parents
will not send their children to school because of its distance and inconvenience. Consequently, to mitigate
any possible consequences on the community and ensure the welfare of the residents, their needs and
problems must be given a solution.
V. COMMUNITY ACTION PLAN AND ANNUAL DEVELOPMENT PLAN

XI. TERMINATION

X. RECOMMENDATION
With the presented data and plans, the Social Work students are highly recommending that;
• The City Environment of Natural Resources Office shall carry on with the programs and services
that they have undertaken in dealing with the community’s problems in light of monitoring and
evaluation,
• The Barangay Council shall continue to actively support and be involved in the activities of the
Purok Lower Ladol in addressing their needs and problems,
• The Purok Lower Ladol Officials shall ensure to facilitate, regulate and guide the community
members in resolving their problems as well as improving their living conditions,
• The Purok Lower Ladol community shall actively engage and cooperate in the activities in solving
their concerns as well as in their annual programs that will help them with their problems and make
them a self-managed community.
