SUBJECT: Authority for Selected Department of Health Personnel to Attend

the Medical Certification on the Cause of Death and the Smart
Verbal Autopsy (MCCOD-SVA) Training for the Doctors to the
Barrios (Batch 2) on April 22-26, 2024 in Rizal

The Department of Health (DOH) Doctors to the Barrios (DTTB) Program under the
National Health Workforce Support System deploys physicians to serve in priority municipalities
to ensure the delivery of quality healthcare services in marginalized and underserved areas. A DTTB
serves as the Municipal Health Officer (MHO) in a doctorless area and is responsible for
developing, implementing, monitoring, and evaluating plans, programs, and projects for the
effective and efficient delivery of healthcare services in the community. Additionally, the MHO is
responsible for issuing medical certification on the cause of death and performing an autopsy when
requested. The DTTBs shall have the competencies as described in the DOH Competency Catalog
for Local Government Units.

Thus, the DOH Health Human Resource Development Bureau, in partnership with the
Knowledge Management and Information Technology Services (KMITS), developed this Medical
Certification on the Cause of Death (MCCOD) and Smart Verbal Autopsy (SVA) Training to
capacitate the DTTBs acting as MHOs
proper and complete filling-up of the “Medical
or
Rural Health Physicians (RHPs) on the mastery of the
Certificate” portion on the Death Certificate (DC).

In view hereof, authority is hereby given to the following personnel to attend the
aforementioned activity on April 22-26, 2024 in Rizal (exclusive of travel time):

Under this order, payment of hotel accommodation, meals, use of the venue, the honorarium
of resource persons and process facilitators, transportation (van/bus rental, diesel/gasoline, and toll
fees) from DOH Central Office to the venue, and vice versa and other incidental expenses, shall be
chargeable against the funds of HRH Institutional Capacity Management Line Item subject to the
usual accounting and auditing rules and regulations. The per diem, land/air/sea transportation (van
rental and bus, taxi, plane, and boat fares) including gasoline and toll fees, terminal fees, and
baggage fees incurred during the participants’ travel from the place of assignment to DOH Central
Office and vice versa shall be borne by their respective sending offices subject to usual accounting
and auditing rules and regulations.

Furthermore, participants are allowed to check in on April 22, 2024, at 2:00 and check out
on April 26, 2024 at 12:00NN.
