CHAPTER I

INTRODUCTION

Backround of the Study

High school students are expected to follow a set of rules and regulations that are

established by their school administration. School rules and regulations represent

important control mechanisms to which students conform to (Babasa, 2018). These

rules and regulations are put in place to ensure the safety and well-being of all students,

as well as to create a positive learning environment.

According to the research conducted by Fekadu in the year 2019 around 33.1% of the

students had a negative perception of school rules and regulations about promoting

good behavior, whereas 66.9% of them had a positive perception. In fact here in Bo.

Obrero National High School an initial survey shows that 12 out 20 are aware about

engaging in discrimination, or leading a group of pupils or students to discriminate

another, with reference to one’s physical appearance, weaknesses and status of any sort

is strictly prohibited according to the memo of DepEd Order No. 40, s. 2012. In essence

learners shall have the duties and responsibilities However, the effectiveness of these

rules and regulations largely depends on the level of awareness and understanding that

students have about them. It is important for students to be aware of the rules and

regulations in order to avoid disciplinary action, as well as to promote a culture of

respect and responsibility within the school community. Despite the importance of being

aware of school rules and regulations, studies have shown that many high school

learners are not fully aware of the rules and regulations that apply to them. This lack of

awareness can lead to unintentional violations of school policies, as well as more serious

infractions that can result in disciplinary action.

Therefore, it is important to conduct this research to determine the level of awareness

on school rules and regulations among learners.

Statement of the Problem

This study aims to determine the level of awareness on school rules and regulations

among learners. Specifically, it aims to answer the following questions:

1. What is the demographics profile of respondents in terms of sex and age?

2. What is the level of awareness on school rules and regulations among learners?

When grouped according to age and sex?

3. Is there a significant difference between the level of awareness on school rules

and regulations when grouped according to age and sex?

Hypothesis

There is no significant difference between the level of awareness on school rules

and regulations among learners when grouped according to age and sex.

Significance of the study

School rules and regulations is necessary for the students to follow the rules and

regulations for them to learn how to be obedient, responsible, honest and be

disciplined even if it’s the not in the school premises.

Therefore, this study is seen significant to the following:

Learners. In a particular, a learner can be more discipline and responsible of

their action. And be more aware on rules that may affect the learners within the

school community.

Teachers. This study will be conducted to teachers since it will help educators

and school administrators identify potential areas for improvement in

communication, enforcement, discipline and education regarding school rules

and regulations.

Future Researchers. The findings of this study will be guide as reference for

future studies and can be utilized as an empirical basis on foundation of their

respective studies.

Parents and Guardians. This could help them to understand the level of

awareness on school rules and regulation of their children.

Scope and Limitation of the study

The respondents in this study will be the randomly 50 selected students of Bo.

Obrero National High School who are enrolled in School Year 2023- 2024. The

researcher will use a Descriptive-survey research design. This design will be use

when the study wants to know the present phenomena in terms of conditions,

practices, beliefs, processes, ralationships, or trends Descriptive-survey research

uses survey to gather data about the varying subjects. According to Dr. Y.P

Aggarwal (2008) descriptive research is devoted to the gathering of information

about prevailing conditons or situation for the purpose of description and

interpretation to gather the specified data and the researcher will use a

researcher-made questionnare will undergo validation and pilot-testing. This

research will only be limited and conducted at Bo. Obrero National High School.

Furthermore, this study can be a great help to the future researchers to improve

their own study.

Review of Related Literature

FOREIGN STUDIES

This chapter present the RRL studies which have being on the present

studies.

In the study conducted by Kwayu, (2014), they recommend that school rules and

regulations need to be emphasized. Additionally, the study findings revealed that most

of students were aware that school rules and regulations encouraged cooperation and

harmony in school. Others studies conducted by Atenya and Wekesa, (2020), shows

that the most violated school rules and regulations were theft, fighting, quarelling and

destruction of school property. This is because some school rules and regulations are

not clear to the students while others are rigid. The study equally revealed that

disciplinary measures conditioned students to behave in a certain manner without

molding their character given the high number of repeated mistakes after punishment.

The study recommends that school rules and regulations be reviewed to accommodate

disciplinary measures such as suspension and replacement of stolen items be repealed

and that students be involved at formulation level. In addition study conducted by

Sichon and Guhao, (2020), suggests that parental involvement is essential to student

discipline; schools should be steadfast in the implementation; be positive and

constructive; teachers need understanding and support; and discipline should be

relevant and pertinent.
