WHEREAS, Republic Act. No. 7160 otherwise known as the Local Government Code of 1991
provides the organization in every local government unit of the Barangay Based Institutions;
WHEREAS, the Barangay Health Board is a special body created to guarantee equitable,
sustainable and quality health for all, especially the needy constituents;

1. To propose to the Sangguniang Barangay concerned, in accordance with standards and criteria
set by the Department of Health, annual budgetary allocations for the operation and
maintenance of health facilities and services within the Barangay;
2. To serve as advisory committee to the Sangguniang concerned on health matters such as, but
not limited to, the necessity for, and application of, local appropriations for public health
purposes;
3. Consistent with the technical and administrative standards of the Department of Health, create
committees which shall advise local health agencies on matters such as, but not limited to
personnel selection and promotion, bids and awards, grievance and complaints, personnel
discipline, budget review, operations review and similar functions.
4. Perform such other functions and duties related to health plans, programs and activities

BARANGAY LIPAY-DINGIN-PANIBUATAN
WHEREAS, Republic Act. No. 7610 otherwise known as Special Protection of Children Against
Child Abuse, Exploitation and Discrimination Act provides for stronger deterrence and special protection
against child abuse, exploitation and discrimination, and its corresponding penalties.
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that “the
government shall establish Councils for the Protection of Children.”
WHEREAS, Article 87 of Presidential Decree 603 (Children and Youth Welfare Code) states that,
“every barangay council shall encourage the organization of a Local Council for the Protection of
Children and shall coordinate with the Council for the Welfare of Children (CWC) in drawing and
implementing plans for the promotion of child and youth welfare.”

11. Advocate for the passage of barangay resolutions/ordinances responsive to child-related issues and
concerns and ensure the inclusion of children’s program in the executive agenda;
12. Protect and assist children in need of special protection (e.g. abandoned, maltreated & dependents)
and refer cases filed against child abusers to proper agencies/institutions;
13. Monitoring situational reports on children and prepare quarterly updates including the
implementation of children’s programs and make recommendations to the Municipal CPC for
consideration and nationwide application;
14. Perform such other functions and other child related laws especially in matters of child and parent
education, health, entertainment, etc.

WHEREAS, The State condemns discrimination against women in all forms and pursues
by all appropriate means and without delay the policy of eliminating discrimination against
women in keeping with the Convention on the Elimination of All Forms of Discrimination Against
Women (DECAW) and other international instruments consistent with the Philippine law. The
State shall accord women the rights, protection and opportunities available to every member of
society;
WHEREAS, The Magna Carta of Women (RA 9710) enacted on August 14, 2009 is a
comprehensive women’s human rights law the seeks to eliminate discrimination against women
by recognizing, protecting, fulfilling and promoting the rights of Filipino women, especially those
in the marginalized sectors;
WHERAS, Chapter IV, Section 9. Protection from Violence of the same Act provides for
the establishment of a Violence Against Women (VAW) Desk in every barangay to ensure that
violence against women cases are fully addressed in a gender-responsive manner;
WHEREAS, Joint Memorandum Circular No. 2010-2 of DILG, DSWD, Dep ED, DOH
and Philippine Commission on Women provides the guidelines and procedures pursuant to
provision of the Implementing Rules and Regulations of RA 9710 that there is a need to
establish a Violence Against Women (VAW) Desk in every barangay and designating officer
thereat.
SECTION 3. Effectivity. This Executive Order shall take effect immediately and any other prior
issuances is hereby repealed, modified and amended accordingly.

WHEREAS, the Constitution mandates the government shall promote the quality of life of people.
Corollary to this, Section 16 of the Local Government Code of 1991 provides that the local
government units shall pursue undertaking to improve public morals and maintain peace and
order, among other equally significant concerns.
WHEREAS,the increasing use of illegal drugs has significantly contributed to the incidence of
heinous crime. The problem of illegal drugs has to be addressed much more effectively to help
ensure community peace and order community peace and harmony;

1. Plans strategize, implement and evaluate programs and projects on drug abuse prevention
in the Barangay;
2. Coordinate and collaborate with other institutions implementing programs and projects on
drug abuse of Barangay level;
3. Continuously gather and update data on drug abuse and its effect on the peace and order
situation in the Barangay including listing of drug users and pushers;
4. Submit a monthly report to Municipal Anti-Drug Abuse Council thru the Municipal DILG;
5. Provide users and pushers to the police and other institution for the corresponding sanction,
rehabilitation and/or counseling;

WHEREAS, the vision of the National and Local Government on Nutrition Program is to
achieve a nutritional adequacy for all to strengthen the country’ Human Resources;
WHEREAS, DILG Memorandum Circular No. 96-03 date May 31, 1996 requiring the
activation / reactivation of Nutrition Committee at the barangay level in order to be viable
functional and effective in the integration/implementation of nutrition programs and activities into
barangay development plan;
The Barangay Nutrition Committee shall immediately meet to map out plans and
strategies in response to the task and functions assigned to them. They shall submit
accomplishment reports and feedbacks to the undersigned as often as necessary.

WHEREAS, Section 12 D.2 of the Implementing Rules and Regulations of Republic Act No. 9710, otherwise known
as the Magna Carta of Women directs the establishment of a Violence Against Women (VAW) desk in every
barangay to ensure that cases on violence against women are fully addressed in a gender-responsive manner;
WHEREAS, Department of the Interior and Local Government (DILG), Department of Social Welfare and
Development (DSWD), Department of Education, Department of Education, Department of Health (DOH), Philippine
Commission on Women issued Joint Memorandum Circular No. 2010-02 dated December 9, 2010 providing
guidelines and procedures on the establishment of _________________;
WHEREAS, the Punong Barangay is mandated to set up VAW Desk and shall designate a VAW Desk person who is
trained in gender sensitivity in handling of cases;
Section I. Functions of the Barangay VAW Desk. – The VAW Desk shall perform the following tasks:
Republic Act No. 9262 otherwise known as Anti-Violence Against Women and Their Children (VAWC) Act
mandates the Punong Barangay or in his/her absence the barangay kagawad concerned or on duty to take
immediate action upon being informed of a violent incident and is mandated to issue a Barangay Protection Order
(BPO) on the date of filling after ex partedetermination of the basis of application. All forms of amicable settlement
under the Katarungang Pambarangay such as mediation, conciliation, arbitration shall not apply to cases of VAWC.
The following protocols shall be observed by the Barangay VAW Desk Person when responding to VAW
situations:
2.1 A VAWC (RA 9262) victim-survivor is accompanied by someone to the barangay or the victim herself goes to the
barangay.
2.1.1. Make the woman (and children, if applicable) comfortable in a safe and private room giving her
water and other immediate needs, if any;
2.1.2. Assess the situation and get initial information to determine the risks on hand and if immediate
medical attention is needed. If so, facilitate referral to the nearest medical facility;
2.1.3. After the victim-survivor has stabilized, assist the punong barangay/kagawad in the conduct of an
investigation in a gender-sensitive and non-judgmental manner in a language understood by her;
2.1.4. Inform her of her rights and the remedies available and the processes involved particularly in
relation to the BPO. Assist her to file application, if she decides to have a BPO;
2.1.5. Record the incident using the National VAW Documentation System barangay form;
2.1.6. If victim-survivor desires to be in a safe shelter, seek the assistance of the other barangay officials,
barangay tanod or the police in getting her belongings and refer to a shelter/women’s center or to
the CSWDO;
2.1.7. Assist the victim-survivor to file for a temporary protection order (TPO) or permanent protection
order (PPO) with the nearest family Court within 24 hours after issuance of BPO, if the victim-
survivor so desires or she applies directly for a TPO/PPO instead of a BPO;
2.1.8. Report the incident within four hours to the PNP and the C/MSWDO.
2.2.1. Verify the information and if needed, seek assistance from the PNP;
2.2.2. Assess the situation and facilitate the rescue of the victim-survivor when necessary to ensure her
safety, and when applicable the safety of her children;
2.2.3. Inform the victim-survivor about her rights and remedies available particularly the BPO and its
processes. Assist her to apply for a BPO, if she so desires;
2.2.4. Refer victim-survivor for medical care and temporary shelter and other needs when needed based
on the assessment done;
2.2.5. Record the incident using the National VAW Documentation System barangay form;
2.2.6. If not done earlier, report the incident within four hours to the PNP and the C/MSWDO.
2.3. For rape, trafficking in persons and other cases which do not fall under the jurisdiction of the barangay, assist
the victim-survivor to file a complaint at the PNP Women and Children Protection Center or the National Bureau of
Investigation (NBI).
Section III. The designated VAW Desk Person shall give report to the punong barangay all the cases referred and
filed before him/her every end of the month.

WHEREAS, Republic Act. No. 9482 otherwise known as the Anti Rabies Act declared policy of
the state to protect and promote the right to health of the people. Towards this end, a system for the
control, prevention of the spread, and eventual eradication of human and animal Rabies shall be provided
and the need for responsible pet ownership established;
WHEREAS, the Barangay Rabies Control Consultative Committee is a special body created to
represent the community in working together towards the control and prevention of rabies;
Composition:
1. To prepare intervention plans along the various component of rabies prevention and control such
as disease monitoring and surveillance, request for the municipal program for dog vaccination,
dog control measures and information and education campaign;
2. To serve as advisory committee to the Sangguniang concerned on health rabies control matters
such as, but not limited to, the necessity for, and application of, local appropriations for public
health rabies control purposes;
3. To have regular quarterly meetings or as often as maybe necessary to implement the program;
4. To identify activities, projects and priority areas for rabies elimination,monitor and evaluate
implementation of the program;
5. Established a database system for registered and vaccinated dogs as depository of records and
should be submitted to the LGU Veterinary Services;
6. To implement the standards/guidelines for the impounding, field control and disposition of
unregistered, stray, unvaccinateddogs;
7. To conduct of information and education campaign on the prevention and control of rabies;
8. To implement program that shall undertake activities in promoting Responsible Pet Ownership;
10. To submit to the local chief executive quarterly status report on a regular basis;
11. Perform such other functions and duties related to health plans, programs and activities

WHEREAS, the Constitution mandates that the government shall promote the quality of
life of people. Corollary to this, section 16 of the Local Government Code of 1991 provides that
local government units shall pursue undertaking to improve public morals and maintain peace
and order, among other equally significant concerns.
WHEREAS, the Barangay Anti Drugs Abuse Auxiliary Team supports the intensifying
campaign of the President of the Philippines Hon. Rodrigo Duterte to combat the proliferation of
illegal drugs in the smallest unit of the local government unit the barangays;
WHEREAS, in response to the “OplanTokhang”, the barangay trough the active support,
participation and cooperation of the community, public sectors and other government agencies
conducted series of activities to eradicate or if not at least to minimize the illegal activities of
identified users/pushers in the barangay;
WHEREAS, there is a need to organize and strengthen the BARANGAY ANTI DRUG
AUXILIARY TEAM as support team for the Barangay Anti Drug Abuse Council to cope with
its expanded functions and membership;
