Dear Sir,

With utmost respect, I would like to bring to your attention on certain irregularities occurring in the Pharmacy
Department at BBAU, Lucknow, and their correlation with other authorities within the university. It has come to my
notice that there have been irregularities in appointments, where officials from the pharmacy department get involve
with higher authorities. To provide a comprehensive understanding of the situation, I would like to present the case of
Mrs. Poonam Parashar. For your convenience, the undersigned has marked the page number at the top right, and
relevant details have been highlighted in my Annexure. The details of the case are outlined below:

1. It is well known to you that the Pharmacy Council of India (PCI) is a constitutional institution under the
Central Government, and it seeks reports from various institutions in India to fulfill the prescribed standards by
the Council. This is done through the submission of an SIF (Staff Inspection Format) report by the respective
institution, which is an online process. Based on this report, approval for the recognition of the pharmacy
course is granted to the institution. This process plays a crucial role in the approval process.
2. Sir, as indicated by the submitted documents, please refer to page No-02, it is evident that Mrs. Poonam
Parashar received the Rajiv Gandhi National Fellowship for SC/ST (RGNF) during her Ph.D. tenure. This
fellowship was granted in accordance with regulations up to the academic year 2019-2020, and she also
completed her PhD in the academic year 2019-2020. Before this period, she presented various research papers
and participated in conference presentations under the banner of BBAU, Lucknow, in association with her
subject supervisor Prof. Shubhini A Saraf. (Document attached)
3. Sir, I have attached the SIF (Staff Inspection Format) report of the Pharmacy department of BBAU,
Lucknow. Please refer to Page Number- 24 & 28, in the attached document. As per this report, in the year
2019, Mrs. Poonam Parashar was appointed on a contractual basis at the institution and was rendering her
services to the said department under the full-time process. (Document Attached)
4. Sir, I kindly request your thorough examination of the attached documents, specifically on page number-
76 &77, submitted to the National Institutional Ranking Framework (NIRF), Ministry of Education,
Government of India. According to these records, Mrs. Poonam Parashar's appointment date is mentioned as
19-09-2019, thereby affirming the accuracy of the stated date. It is essential to emphasize that the Ministry of
Education is a prestigious constitutional institution of the Indian government. Based on this information, one

can reasonably deduce that Mrs. Poonam Parashar held a contractual/ad hoc position in the Department of
Pharmacy at BBAU University from the academic year 2019 to 2023. An interesting observation is that Mrs.
Poonam is the only candidate who is a student of Prof Shubhini A Saraf and has been working in the Pharmacy
Department on a contractual/ad hoc basis, indicating a significant association with Prof Saraf. (Document
Attached)
5. Sir, please examine the Staff Inspection Format (SIF) report of Amity University, Lucknow, specifically on
page number- 85 & 88, where it states that Mrs. Poonam Parashar's appointment date as regular faculty is 19-
09-2019. According to this report, she has been serving as regular faculty since 2019 to the present date, which
aligns with the information presented in various SIF reports over the years. (Document Attached)
6. Sir, Please refer the Page Number- 110, upon examining Mrs. Poonam Parashar's LinkedIn profile, it is
evident that she has held the position of Scientific Officer at NIPER Raebareli, since November 2018, and
subsequently, she joined Amity University in July 2021. This information suggests potential discrepancies in
the timeline of Mrs. Parashar's employment history, which may have implications for her appointments and
affiliations. It is important to investigate and reconcile these details to ensure accuracy and compliance with
relevant regulations and employment laws. (Document Attached)
7. Currently, Mrs. Prof. Shubhini A Saraf serves as the Director at NIPER Raebareli. The undersigned had
sought information/documents through RTI (Right to Information). However, it appears that due to pressure
from the Director, the responses received from the CPIO (Central Public Information Officer) and FAA (First
Appellate Authority) contained misleading information. This suggests a possible intention to withhold
information, raising concerns about their adherence to legal obligations.
8. The provided information clarifies that Mrs. Poonam Parashar has been associated with NIPER Raebareli
since November 2018. However, she obtained her Ph.D. degree during the academic year 2019-2020.
Moreover, she was granted the Rajiv Gandhi National Fellowship for her Ph.D. course. This circumstance
necessitates a thorough investigation, as it raises concerns about availing the fellowship while concurrently
being in regular employment. The receipt of the fellowship, coupled with sustained regular employment,
implies the possible involvement of higher authorities at both BBAU and NIPER Raebareli. It is essential to
note that such an arrangement would likely not be feasible without the support of the subject supervisor and
the head of the pharmacy department at BBAU. This situation hints at an inappropriate process and falls within
the category of a punishable offense.
9. It is imperative to bring to your attention that, approximately since the year 2015, the fellowship amount
has been directly transferred to the student's bank account through the Direct Benefit Transfer (DBT) initiated
by the University Grants Commission (UGC). This procedural provision, established by the UGC, necessitates
the submission of documents to the designated bank every six months. The supervision of this process is
crucial, and it falls under the responsibility of both the subject supervisor and the head of the Pharmacy
Department at BBAU. This meticulous procedure continued until July 2019, coinciding with Mrs. Poonam
Parashar's completion of her Ph.D. It is essential to highlight that during this period, Professor Shubhini A.
Sarraf concurrently held the roles of subject supervisor and department head. The acquisition of the UGC
fellowship would not have been possible without Professor Shubhini A. Sarraf's endorsement.
10. Sir, please review Page number- 33, of BBAU's SIF (Staff Inspection Format) report, where salary
revenue expenditure of Rs. 332,236,298 (thirty-three crore twenty-two lakh thirty-six thousand two hundred
ninety-eight) is indicated. The above expenses were likely audited by the Account and Finance Officer of
BBAU, and it is entirely credible that Mrs. Poonam Parashar's monthly income was also included. In this
context, it is the responsibility of the department head to issue the Income Tax Form 16 in a timely manner, but
it has not been filed. (Document Attached)
11. Additionally, kindly scrutinize Page number- 85 & 89 of the SIF report from the Pharmacy Department at
Amity University, Lucknow, A private institution. On this page, Mrs. Poonam Parashar is listed as an Assistant
Professor (Regular), providing her contact details as Mobile No: 9415302867 and Email:
poonamparashar79@gmail.com. She is associated with the Department of Pharmaceutics at Amity
University, Lucknow. It is notable that Mrs. Poonam Parashar is seemingly the same individual affiliated with
BBAU Ambedkar University Lucknow and NIPER Raebareli. The reported annual expenses on salary amount
to Rs. 17,229,804 (one crore seventy two lakh twenty nine thousand eight hundred four), presumably
encompassing Mrs. Poonam Parashar's monthly income. It is crucial to highlight that the department head has
not fulfilled the responsibility of issuing the Income Tax Form 16 in a timely manner. (Document Attached)

Based on the information/ Documents provided, there are several potential irregularities that could be considered
as per the Indian constitution and the laws of the University Grants Commission (UGC) are as follows:

Appointment Irregularities: The documents suggest irregularities in the appointment process within the
pharmacy department, where certain officials collaborated with higher authorities to irregularly appoint other
officials. This violates principles of fair and transparent recruitment as mandated by the constitution.
Rajiv Gandhi National Fellowship (RGNF) during Regular Employment: Mrs. Poonam Parashar allegedly
received the Rajiv Gandhi National Fellowship (RGNF) for SC/ST during her Ph.D. tenure while being employed
on a regular basis. Availing fellowship benefits while in regular employment raises questions about eligibility
criteria and may constitute misuse of funds. Mrs. Poonam Parashar received the Ph.D. degree during the academic
year 2019-2020 while being associated with NIPER Raebareli since November 2018.
University Grants Commission (UGC) Fellowship Irregularities: The UGC's Direct Benefit Transfer (DBT)
system, designed for the precise disbursement of fellowship funds, demands stringent supervision to ensure
adherence to prescribed regulations. However, Mrs. Poonam Parashar allegedly received fellowship funds during
her tenure of regular employment without the necessary oversight, suggesting a violation of UGC guidelines. The
fellowship amount was purportedly directly transferred to Mrs. Poonam Parashar's bank account through DBT
since 2015, with the stipulation of strong supervision by the subject supervisor. This practice persisted until 2019,
coinciding with her Ph.D. completion. Professor Shubhini A. Sarraf, holding dual roles as the subject supervisor
and department head, is noted to have played a pivotal role in this process.
National Institutional Ranking Framework (NIRF) Documents: The documents sent to NIRF indicate that
Mrs. Parashaer's appointment date was 19-09-2019, which appears correct. However, there are discrepancies in the
information provided to different institutions, suggesting she may not have actually started working at BBAU from
the date mentioned in the NIRF records. This raises concerns about the accuracy of information submitted to the
central government, potentially violating CCS & CCA Rules 1965 for central government employees. At this point,
it seems that the subject supervisor and head of the Pharmacy department at BBAU are fully responsible for this
discrepancy.
Absurdity in SIF Reports: Inconsistencies have been identified in the SIF reports submitted by various
institutions, specifically concerning Mrs. Poonam Parashar's employment status, appointment dates, and the nature
of her positions. These disparities raise questions about the accuracy and coherence of the information provided
across different platforms. The need for clarification and validation of Mrs. Parashar's professional history
becomes crucial to ensure transparency and adherence to established standards.
Income Tax Form 16 and Salary Expenditure irregularities: The responsibility for submitting Income Tax
Form 16 rests squarely with the department head. The failure to submit this form promptly not only indicates
negligence but also raises concerns about non-compliance with tax regulations. It is crucial to address the fact that
Mrs. Poonam Parashar is concurrently employed in three different organizations – BBAU, NIPER, and Amity
University. This raises questions about proper guidelines for management of her employment across multiple
institutions. The inclusion of Mrs. Poonam Parashar's monthly income in the overall salary expenditure, without
clear delineation for each organization, may suggest financial irregularities. It is imperative to emphasize the
importance of submitting Form 16 separately for each organization to ensure transparency and adherence to tax
regulations at each employment entity.
Misleading Information in RTI Responses: The provision of misleading information in response to RTI requests,
possibly under pressure from higher authorities, undermines the principles of transparency and accountability
mandated by the constitution of India. Allegations that information/documents requested through RTI were not
provided transparently by the NIPER, raising concerns about the motives of the CPIO and FAA.
Possible Misuse of Funds: The inclusion of Mrs. Poonam Parashar's monthly income in the revenue expenditure
of BBAU and other organizations without proper justification raises concerns about the misuse of funds and lack
of financial oversight.
Duplicate Employment: Mrs. Poonam Parashar is mentioned as holding positions at both NIPER Raebareli, and
Amity University, Lucknow. Holding multiple full-time positions concurrently may violate employment
regulations and raise questions about commitment and conflict of interest. These irregularities, substantiated, could
result in disciplinary action and legal consequences under relevant laws and regulations governing education and
employment in India.

The motive for this Discrepancy:


In the introductory segment of my communication, I underscored the choice of Mrs. Poonam Parasher as a
representative example to shed light on the irregularities prevalent within the Pharmacy Department at BBAU. This
deliberate and consistent action appears to be directed against marginalized students. This was not an accidental
occurrence but a result of intentional actions by the accused. Specifically, I would like to draw your attention to the
recurring pattern orchestrated by Prof. Shubhini A Saraf. Prof. Saraf seems to target meritorious students belonging to
the scheduled caste category, manipulating their documents to serve personal interests. I kindly request your attention
to Page number-111 of the attachment included in my earlier communication addressed to the Chancellor of BBAU,

dated 10-12-2021. In that letter, I explicitly highlighted and urged for a legitimate action against the clandestine group
operating within your organization, aiming to jeopardize the future of meritorious & Dalit students. (Attached
herewith) Taking prompt action in this regard would not only curb such illicit activities within your institution
but also safeguard the future of students like Mrs. Poonam Parasher. Your proactive measures can play a
pivotal role in putting an end to such practices and securing the educational prospects of deserving individuals.
Upon reviewing Mrs. Poonam Parashaer's research profile; I noticed that she has published numerous research articles
solely under the affiliation of BBAU, Lucknow. This raises concerns as she also has associations with other
organizations, creating a potential conflict of interest. The situation puts Mrs. Parashaer in a challenging position due
to the conflicting affiliations in her research publications.
Sir, As the information I gathered from the RTI from the UGC which would like to draw your attention on recent
directives issued by the University Grants Commission (UGC), New Delhi, which emphasize the prevention of
harassment and caste-based discrimination in all universities. The UGC has taken a proactive approach by providing
clear guidelines to ensure sensitivity and inclusivity within educational institutions. Specifically, I refer to the letter No:
D.O No. F. 1-7/2011 (SCT) dated 19-06-2023, a copy of which is attached for your perusal (please refer to page no:
113). These guidelines serve as a reminder of our collective responsibility to foster a safe and equitable environment
for all members of the university community, as exemplified in this letter. (Document attached)

Prayer:
The detailed examination of the provided information reveals a series of potential irregularities within the Pharmacy
Department at BBAU, Lucknow, involving the appointment process, alleged misuse of funds, and possible
discrimination against marginalized students. The intricate web of discrepancies, as highlighted in the case of Mrs.
Poonam Parashar, indicates a need for a thorough investigation and corrective action. The evidence presented raises
serious concerns about the adherence to constitutional principles, UGC guidelines, and employment laws. Appointment
irregularities, potential misuse of funds, and misleading information in various reports underscore the urgency of
addressing these issues.
The intentional targeting of meritorious students belonging to the scheduled caste category, as alleged against
Prof. Shubhini A Saraf, demands immediate attention and decisive action. This deliberate pattern, substantiated,
represents a grave violation of ethical standards and poses a threat to the academic integrity of the institution. I
earnestly request the initiation of a comprehensive inquiry into the matters raised, including a thorough examination of
the appointments, adherence to UGC guidelines, potential discrimination, and the veracity of information submitted to
various authorities. Mrs. Poonam Parashar is not the sole individual impacted by these irregularities. I urge that
the inquiry should encompass all students who might be affected by these discrepancies.
Furthermore, given the serious nature of the allegations brought forth, I strongly advise a prompt response within 07
(seven) days to the forthcoming email communication. This communication will be directed not only to the official
university channels but also to Prof. Shubhini A Saraf's personal email address (shubhini.saraf@gmail.com). It is my
belief that your office will respond within this stipulated timeframe, adhering to the predetermined course of action. In
the event of a failure to respond within this timeframe, it is assumed that the allegations outlined in the application are
accepted. Subsequently, the application will be escalated to higher authorities within the Government of India.
Concurrently, it will be forwarded to relevant authorities at NIPER Raebareli. This collective email aims to ensure the
matter is appropriately brought to the attention of individuals responsible for addressing such concerns within NIPER,
as the undersigned has faced challenges in garnering attention through the RTI process from the CPIO & FAA of
NIPER.
I also request to the addressee if you find anything wrong in my representation at any stage let me inform me
the undersigned is ready to correct. I trust that your proactive measures will not only rectify the existing
irregularities but also contribute to fostering a healthy and unbiased educational environment at BBAU, Lucknow and
The Central government standards and guidelines should be strictly adhered to in the screening and evaluation of
students to ensure transparency and fairness in the educational system.
