Overall Purpose of Role:

To provide decisive and effective leadership to team(s) in line with the council’s ‘Vision & Values’ and
‘Leadership Qualities’ that enables them to do their best work resulting in high levels of people and
organisational performance.
To support the Public Health Department’s improved health outcomes by leading on the development and
management of its business functions and divisional governance. To put in place and maintain systems and
processes to manage divisional business management, including divisional finances, performance &
business planning, and management and direction of the public health admin pool.

Supporting the Director and Divisional Management team by developing and overseeing an annual

business plan for the division.

Supporting the Director with divisional financial planning, including developing short, medium and

long-term financial plans and overseeing and monitoring divisional budgets.

Working with the Divisional Management team to develop and monitor a divisional performance
plan and to ensure that this is communicated to relevant internal and external audiences including 5%
Scrutiny, the Executive etc.

Working with partners including local, regional and national NHS, and other funders to identify

alternative funding sources to support the delivery of public health objectives in the city.

Oversight and accountability for divisional risk management quality, submission to corporate risk

management, and reporting to Divisional Management Team.

Overseeing the implementation of programme and project management techniques across the

division and to ensure that key programmes and projects are delivered in a timely way.

Undertaking business planning, business continuity and generalist HR processes across the division. 10%

Supporting and developing administrative functions for the division. Touchpoint for all queries
throughout the division including response, investigation, and resolution to a wide range of unique 10 %

Managing, supporting and developing an establishment of up to 5 staff, including voluntary and

To produce & present regular financial and performance reports on behalf of the divisional management
team and others, working across the division and with finance.

To produce and update an annual business plan, working across the division, reporting this regularly to the
divisional management team and other key audiences.

To identify risks to divisional performance and ensure mitigations are put in place to address these.
Ownership of the divisions risk register and responsibility for collating, submitting, and reporting to DMT.

To identify and implement project and programme management techniques across the division, making sure
that key staff in the division are trained and support to use these effectively.

Creation and maintenance of frameworks and processes to facilitate smooth operations within the division.

To ensure that the divisions staff establishment is well mapped, articulated, understood, and equipped.

To work with finance and across the Division to produce plans for the short, medium and long-term financial
management of the division, including identifying and implementing savings plans as required.

Liaise daily with the staff within the division to resolve any sporadic technical or complex blockers to delivery
of public health functions at short notice allowing the core Public Health staff to work on their areas of
speciality with less interruption and distraction.

To be the service area contact for all corporate process within the authority and with other service areas,
working autonomously to resolve issues and facilitate smooth operations

To undertake recruitment, deployment, supervision and development of staff.

Must follow, implement and promote the council's policies and procedures relating to all areas of
employment and service delivery.
