My summary :
This piece of article is about a massive flood which flooded many shacks along the
bank of the river Dios Et Fiel,in Guatemala.13 people,including 8 children,were
still went missing after mighty water rushed down in the early hours.Hundreds of
fireman,police officers,soldiers and volunteers are taking part in the rescue
now.The shacks along the river bank,are found to be a prohibition from the local
government,because of containing residential waste water.In the
moments,thousands of people have no place to live,as a large part of their
population who live in precarious housing,due to a low income level and a low
level of development.However,the rents are high,resulting in poor people taking
risks to build precarious and dangerous houses there. (132 words)

Mt reflection/comments
I think this is a tragedy,showing the power of nature and the difficulty in poor and
less developed areas.In these poor African countries,many people cannot afford
rent because of high fees but a low income level.As a result,people take risks to
build precarious houses near the river bank,which is very dangerous and may
result in punishments as this type of housing is strictly prohibited by the
government . Actually,in many poor countries around the world,this problem is
also very serious as it affects the daily lives and the safety of the people there.As
the time passes on ,the disparity between the rich and the poor is getting
wider.This is already a serious worldwide problem that is needed to be fixed as
soon as possible.Although some countries has already based strong and heavy
policies and taxes,they have ignored the policies of reducing the gap between the
rich and the poor.The world has to treat this problem serious or the balance will
collapse. (173 words)
