RATIONALE OF AMULUNG NAISALSALUMINA

The 2022 National and Local Elections have posed a greater


challenge not only to local chief executives but also to the members of the
Sanggunian in terms of aligning local developments with the national and
regional thrusts. With the current leadership putting more value on the
promotion of good governance, it is imperative that local programs support
national policies to empower local communities for effective governance
and self-reliant development.

The Executive Legislative Agenda (ELA) is an enhancement to


existing local planning processes and structures as mandated by the Local
Government Code. It provides strategies that are intended for Local Chief
Executives (LCEs), Sanggunian members, the Local Development Council,
local government unit (LGU) personnel and local planning professionals in
charting a common future for their localities. The formulation of ELA will
utilize participatory and consultative approaches, and offers mechanisms
that facilitate convergent planning and decision making processes between
the executive and legislative departments of the LGU.

The emphasis on the ELA is crystal clear as it gave birth to the


concept of Amulung Naisalsalumina, rooted from an Iloco word “salumina”
which means unique or different from the rest. This only means that the
path we will be taking is one that is unusual but will certainly give premium
to the welfare of our people and the advancement of the living conditions.
We have identified Salumina Innovations under Institutional Sector in
the ELA. The flagship project is a Smart City Complex to be called as the
SALUMINA Trade and Events Center (STEC). The Salumina Complex will
include Amulung Command Center, Amulung Digital Library and Education
Hub, Amulung Innovation Hub, Amulung Museum, Pasillo De
Tourismo/Tourism Product Bazaar, Salumina Inn, Local Product Stalls for
Lease, and Amulung Farmers Training Center.

On top of these, of course, is our desire to improve the living


condition of our people— the Amulungeños, seeing to it that they get the
best out of the services we provide. All of these boil down to our vision that
Amulung will transform into an Agro-Tourism City in 2040.
LITERATURE OF AMULUNG NAISALSALUMINA
INSIGNIA

The Amulung Naisalsalumina embraces a unique way of progressing as


the municipality envisages to transform into an Agro-Tourism City by 2040.
Naisalsalumina is a coined Iloco term which means unique, a step that the
municipality undertakes under the banner of its novel vision statement.

The municipality flaunts its agricultural products— rice, corn, and tobacco,
with a remarkable production area or more than half of the total land area
of the municipality.

The colors green, brown, and blue emblazoned at the back of the letterings
are representation of the natural ecosystem— forest, land, and water, an
inspiration of sustainable development in harmony with the rhythm of
nature.

The sun is an illumination of the vision of the municipality, a task-filled and


daring dream, taking into account the different pillars of development—
social, economic, infrastructure, environment, and institutional.

The classic heart is a representation of the flagship program of the


administration— Serbisyong may PUSO, a leadership approach spawned
from empathy, equity, and social justice.
The accord of agriculture and natural resources gives birth to the
comparative advantage of Amulung, making it different from the rest of the
country.

Finally, the word Amulung boasts the significant style of the local textiles
and the colorful and rich festivities in the country, patterned after the
Department of Tourism’s branding— LOVE THE PHILIPPINES. This is an
embodiment of the warmth to embrace our own culture, our own traditions,
and our own story.
