SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

That I, PAT KARL F. FLORES, of legal age, married, Filipino citizen and a
resident of Curuan, Zamboanga City, Philippines, do hereby name, appoint and
constitute P03 LEOPOLDO L. CONCEPCION, of legal age, Filipino citizen and a
resident of NAIA Complex, Pasay City, Philippines to be my true and lawful Attorney-In-
Fact for me and in my name, place and stead, for my own benefit and use to do and
perform any of the following acts and things to wit:

1. To get, claim and receive my Hazardous Duty Pay (HDP) with Special
Operations Unit AvseGroup at NAIA Complex, Pasay City, Philippines;

2. To sign, process and facilitate documents pertaining to my Hazardous Duty Pay

(HDP);

3. To perform all other acts necessary to accomplish the above-mentioned

purposes.

HEREBY GIVING AND GRANTING unto my Attorney-in-Fact full power and

authority to do and perform all and every act and thing whatsoever requisite, necessary
or proper to be done and about the premises as fully to all intents and purposes as I
might or could do if personally present, and acting in person; and

HEREBY RATIFYING AND CONFIRMING all that my said Attorney-in-Fact shall

lawfully do or cause to be done under and by virtue of these presents.
