SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

That I, PHOEBE E. ORTEGA, of legal age and a resident of Toribio Drive,

Pasonanca, Zamboanga City, Philippines, do hereby name, appoint and constitute my
sister KATHERINE E. ORTEGA, of legal age, single, Filipino citizen and a resident of
Toribio Drive, Pasonanca, Zamboanga City, Philippines to be my true and lawful
Attorney-In-Fact for me and in my name, place and stead, for my own benefit and use to
do and perform any of the following acts and things to wit:

1. To get, claim and receive my RSBS and Terminal Leave Pay benefits at the
Philippine Air Force Headquarters with office address at Villamor Air Base, Pasay
City;

2. To withdraw and encash my check with the Philippine Air Force;

3. To sign, process and facilitate documents pertaining to the above-mentioned

claims and other legal documents with the Philippine Air Force;

4. To perform all other acts necessary to accomplish the above-mentioned

purposes.

HEREBY GIVING AND GRANTING unto my Attorney-in-Fact full power and

authority to do and perform all and every act and thing whatsoever requisite, necessary
or proper to be done and about the premises as fully to all intents and purposes as I
might or could do if personally present, and acting in person; and

HEREBY RATIFYING AND CONFIRMING all that my said Attorney-in-Fact shall

lawfully do or cause to be done under and by virtue of these presents.
