GUIDE IN EXAMINATION ADMINISTRATION


- Pen & Paper Test -

Note: This Guide should remain with the CSCRO.

GENERAL INSTRUCTIONS

Dear Room Examiner/Proctor:

This Guide in Examination Administration was prepared to walk you through in the smooth
administration of examinations being conducted by the Civil Service Commission. It comprises of a “To-
Do-List” for the Room Examiner and the Proctor that will serve as reminders to avoid committing deviations
from the standard operating procedures and policies in test administration.

Thank you for providing continued support to the programs of the Commission.

Instructions on How to Use the Guide

1. Familiarize yourself with the contents of this Guide.


2. For specific instructions, refer to the Manual on Administering the Examination to be provided by
the Civil Service Commission Regional Office.
3. For easy reference, the following are the abbreviations used in this Guide: AS-Answer Sheets;
TB- Test Booklets; EAS- Examinee Attendance Sheet; PSP- Picture Seat Plan; RER-Room
Examiner’s Report; EN- Examinee Number; SE- Supervising Examiner; CE-Chief Examiner

IMPORTANT REMINDERS

Do’s
1. Wear proper attire on examination day (i.e. NOT in sleeveless shirt/blouse, or shorts/short pants, or tokong
pants, or ripped jeans, or slippers).
2. Be prompt.
3. Familiarize yourself with and FOLLOW STRICTLY the Directions for Administering the examination
(Manual on administering the examination).
4. ALWAYS KEEP CLOSE WATCH OF THE EXAMINEES particularly those not answering the test at all but
are merely reading the test items. Such examinees might only be intentionally reading the test items to
memorize them. In any such case, immediately call the attention of the examinee/s concerned. Be also
watchful of examinees cheating by looking at others’ answer sheet and copying answers, using crib
sheets, and such other unusual actuations.
5. Be vigilant and exercise utmost diligence to safeguard the integrity of the examination. Report any
untoward (unusual) incident/irregularity to the Supervising Examiner (SE), and write/document the same,
including any change, particular instance or action taken relating to the conduct of the examination, in the
Examinee Attendance Sheet and Room Examiner’s Report. (Note: SE should report any incident to the
Chief Examiner (CE), the CE to the Regional/Local Examination Committee, and the REC to ERPO, CSC.)
6. Instruct examinees to use BLACK BALLPEN only for all entries (written and shaded); pencils are not
allowed.

Don’ts
1. DO NOT USE CELLULAR PHONES AND TABLETS (for personal purposes such as texting, browsing,
making and receiving calls, surfing the internet, taking pictures/video, doing selfie, etc.), image capturing
devices, earphones, or any other similar gadgets during the examination. Any such devices should be
turned off, or in silent mode, and kept inside one’s bag.
2. DO NOT TAKE PHOTO/PICTURE/VIDEO of any part/section of the Test Booklet, Answer Sheet, or any
examination related forms/materials (such as but not limited to Picture-Seat Plan, Examinee Attendance
Sheet, Room Examiner’s Report, Manual/Guide on administering the examination) regardless of whatever
circumstance or purpose, and/or of examinees and testing venue/room, and/or of “selfie”, before, during,
or after the examination and posting them in the social media.
3. DO NOT READ THE TEST BOOKLET, OR ANY OTHER READING MATERIALS (e.g. newspapers,
magazines, pocketbooks and the like) during the examination.
4. DO NOT ENGAGE IN UNNECESSARY TALK (i.e. chat) with your room co-examiner, or with examiners
from other rooms during the examination.
5. DO NOT ENTERTAIN any questions from or give comments/interpretations to examinees that relate to
the test questions or any parts of the test booklet, including test proper directions/instructions.

BEFORE THE TEST PROPER
PREPARATORY; CHECKING OF ASSIGNED TESTING ROOM

6:00 a.m. Arrive at the Testing Venue, report to the Supervising Examiner for room assignment.

Proceed to the assigned room and do, as follows:
- Inspect the cleanliness and readiness of the room (ensure that windows are open; Room
lights are functioning and turned on including electric fans, if any). Examiner/Proctor
- Ensure that a table with one (1) chair for the proctor and two (2) chairs for the
examinees are placed in front of the room for the accomplishing of forms, the set-up
of which should be at a reasonable distance from the first row of examinees’ seats.
- Check and ensure arrangement of chairs (as far as practicable, excess chairs should
be placed outside the room) according to the room layout, with at least arm’s length Room Examiner
distance in between.
- Ensure that the chairs have stable stands, and have arms suitable for convenient

writing (replace defective chair/s with extra ones as applicable).
- Number the chairs in a “snake-like” manner, with “1” always at the left side. Room Examiner
- Post/Write on the board relevant exam information as well as illustrations on filling out

the exam forms (AS,PSP,EAS).
RECEIPT OF NON-CONFIDENTIAL TEST MATERIALS
6:10 a.m. Receive the following non-confidential materials from the Supervising Examiner: Room Examiner
1. 25 pcs AS (or depending on number of assigned materials for the room)
2. 25 pcs Application Form (CS Form 100, or as applicable)
Note: The number of Application Forms depends on the number of examinees in
the room assigned
3. 2 pcs PSP (for examination using PSP)
4. 2 pcs EAS (one copy to be accomplished; the other copy for reference purposes
only)
5. 1 pc RER
6. 1 pc Report of Untoward Incidents (to be accomplished only when applicable)
7. 2 pcs I.D. card (one each for the Room Examiner and the Proctor)
8. 1 pc Guide in Examination Administration-Room Examiner & Proctor
9. 1 pc Manual on Administering the Examination
10. 1 pc stamp pad
11. 1 bottle alcohol
12. 1 pc rag For examination using PSP

19. Pair of scissors, or cutter (for unsealing of plastic bags of AS/TB)
20. Sufficient amount of masking tape, or scotch tape, or double adhesive tape (for
posting of pre-printed illustration materials on the board, if any)
21. White board marker, or chalk (for writing relevant information on the board, as
applicable)
22. Staple wire remover (for detaching of 2 extra photos from the Application Form, or
as applicable)

Number the AS from 1-25 (or depending on the number of AS assigned for the room) on
the upper right-hand corner using pencil. The numbers will correspond to the sequence
or seat number of the examinees in the EAS. Proctor

Number the PSP in a spiral manner, similar to the room layout (as applicable).
INGRESS OF EXAMINEES AT THE MAIN ENTRANCE/GATE
Examinees shall be required to wear proper attire on examination day. For this matter,
SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED
JEANS, and SLIPPERS ARE NOT ALLOWED. Long hair (for both male and female)
must be tied in “ponytail”.

Wearing of FACE MASKS shall be OPTIONAL/VOLUNTARY.

6:15 a.m. ADMITTING THE EXAMINEES


Note: The Room Examiner starts admitting examinees as soon as non-confidential
materials have been received from the SE, provided that the chairs have been
properly arranged and numbered. This is to minimize instance of examinees
loitering along the corridors outside their respective rooms while waiting to be
admitted. The Preliminary Activities (Documentation) should start by 6:40 a.m.
(refer to the applicable edition of the Manual on administering the exam and
READ ALOUD appropriate scripts inside boxes).

GATES SHALL BE CLOSED TO EXAMINEES AT 7:45 A.M. Examinees that


arrive later than 7:45 a.m. shall NOT be admitted.
Stay at the back door of the room to admit examinees with the copy of the EAS (without

examinee number) and Application Forms (as applicable).
Require each examinee to present the following: (To be RETURNED to examinees)
a. Original I.D. card/document (preferably the same I.D. card/document submitted during
filing of application); and Room Examiner
b. Original Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil
Registry (only if I.D. card has no date of birth).
Note: 1. In case of loss or unavailability of the I.D. card presented during filing of application,
the examinee must present any of the other accepted I.D. cards for civil service
exam (refer to attached list of accepted I.D. cards/documents for civil service
exam), which is preferably valid (not expired).
2. The NO I.D., NO EXAM policy still stands. As such, examinees shall still present
I.D. card/document for admission on exam day. However, on a case-by-case basis
and subject to the sound discretion of the REC/LEC/CE, examinees without I.D.
card/document on exam day but with application receipt may be admitted, provided
that, the examinee's identity can be established through the photocopy of the I.D.
attached to application form, the photos, and the application receipt.
3. Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
4. All other I.D. cards not included in the list (of accepted I.D. cards) shall not be
accepted.
5. As a last resort, expired I.D. card may be presented for admission on examination
day, provided that, the expiry date of the I.D. card is within the preceding months
of the year reckoning the date of examination.

Note: Allow a female examinee wearing Muslim covering/clothing, e.g. Hijab, Abaya or Niqab to
take the test.

(Hijab is a head covering worn in public by some Muslim women. Abaya is a full-length,
sleeveless outer garment worn by some Muslim women. Niqab is a veil worn by some
Muslim women in public, covering all of the face apart from the eyes).

Check and ensure that the names of the examinees are included in the EAS. Room Examiner

Establish the identity of the examinee; Compare the examinee’s actual face against the
photographs in the I.D. card presented and the Application Form. Make sure that the
examinee is the same person as the one appearing in the photographs affixed in the
documents. (If you doubt the identity of the examinee, proceed with the next step but
report the matter later to the Supervising Examiner.)

Note: Examinees who still opt to wear face mask should be required to remove temporarily their face
mask to establish their identity. Once identity is established/ensured, concerned examinees may
wear back their face mask.

For female examinees wearing Muslim covering/clothing, when in doubt, assign a female CSC Room Examiner
staff or a female Room Examiner/Proctor to verify the identity of the examinee in a designated
area/room where the covering may be removed or at least enable the female CSC staff or the
Room Examiner/Proctor to verify the facial features of the examinee.
After the identity has been duly established, return to the examinee the appropriate
documents as listed in Item 1 above.
Detach the 2 extra pictures from the Application Form and give them to the examinee (as
applicable).

Direct the examinee to the Proctor.

Upon entering the testing room, INSTRUCT the examinees to do the following before

occupying their assigned seats:

a. Put all their personal belongings, including mobile phones (turned off or in silent
mode), timepieces that are smart phone/with camera and/or calculator, all other
gadgets/electronic devices, including I.D. cards/documents, inside their bags and
place their bags in front of the room, or in the designated area. Hats/caps/
headgears (except the hijab/niqab), sunglasses, jackets, sweat shirts, and other
similar clothing/accessories must also be set aside. (In cool places, examinees need not
remove their jackets/sweat shirts but shall be required to roll the sleeves up to their elbow.)

Note: Firearms of examinees (if any), and any other harmful/pointed/sharp objects,
should have already been surrendered to the security guard/designated
firearm custodian at the main entrance/gate of the testing venue. If there are
examinees still in possession of such items, require them to surrender the
items to the security guard/designated firearm custodian.

b. Surrender the mobile phone/s, including timepieces that are smart phones, with camera
or calculator, and the like (in case the examinee does not have a bag).
Note: Place surrendered phones/gadgets inside the plastic bag with zip lock together
with the examinee’s ID card for proper identification in claiming after the
examination. The surrendered phones must be placed inside the drawer of the
Proctor’s table for temporary safekeeping and must be returned to the
examinees after they finish the test.

c. Present, for inspection, water or beverage container and biscuit or candy wrappers.
Note: Ensure that the water/beverage container and biscuit/candy wrappers are free
from any attached/affixed crib sheet or any dubious stuff.

d. POCKET OUT [Note: Ensure that all pockets are empty of any pieces of paper and all
other similar materials/items, including cellphones (examinees are not allowed to keep
their cellphones in their pockets during examination) and any electronic
devices/gadgets.]

e. Roll sleeves up to elbow level, as applicable. (Check and ensure that there are no
other materials or electronic devices attached to examinees’ sleeves, arms, or
wrists.)
Note: Require female examinees wearing any Muslim clothing which covers the
whole body (Abaya) to show their arms up to elbow level. In case the
examinee refuses to do so on the basis of religious belief, refer the examinee
concerned to the female CSC employee assigned (not the Room
Examiner/Proctor) for verification procedure so as not to disrupt the ongoing
admitting procedure. In this instance, a room shall have been identified for
the purpose.

Guide the examinees to their assigned seats based on the EAS.

Note: The ONLY ITEMS that examinees shall bring with them in their seat are:
 Black ballpen/s;
 Two extra pictures (only for exams with PSP);
 Alcohol/hand sanitizer (not more than 100 ml.); and
 Transparent water bottle/container, and/or biscuits/candies.

In addition to the above-listed items, examinees of BCLTE / ICLTE are allowed


to bring in their seat, and use, STAND-ALONE NON-GRAPHING, NON-
PROGRAMMABLE, NON-SCIENTIFIC 4-FUNCTION OR 5-FUNCTION
calculator.

As applicable, the RP shall closely inspect examinees’ face masks and alcohol
bottle/container, making sure that the items are completely free of any
dubious/suspicious markings/inscriptions.

Establish the identity of examinees with possible multiple applications. (Refer to the
Room Examiner
WATCH LIST provided by the CSC, as applicable.)
Seat far apart examinees who are relatives, as applicable. (Refer to the List of
Room Examiner/
Examinees with the Same Personal Data provided by the CSC, however, they will still

use their original examinee numbers.)

Report to the Supervising Examiner in case any of the examinees in the room is a
relative.

Note: - The adjustment in room assignment (if any) must be reflected in the EAS, PSP
(as applicable) and Room Examiner’s Report.

PRELIMINARY ACTIVITIES (Documentation)


Preliminary activities, which should be started not later than 6:40 a.m., involve the
accomplishing/filling out of the EAS, PSP, and Answer Sheet (AS). In accomplishing
these documents, the examinees shall use ONLY BLACK BALLPEN for ALL ENTRIES,
both written and shaded.

As soon as the examinees are already settled in their assigned seats, including those
who have exchanged seats due to similar names and other circumstances, preliminary
activities may be commenced. Do not wait for all examinees to arrive before starting the
preliminary activities.
Introduce yourself and your Proctor, and give instructions to examinees in filling-out the
6:40 a.m. AS, EAS and PSP as appropriate (refer to the applicable edition of the Manual on Room Examiner
administering the exam and READ ALOUD appropriate scripts inside boxes).

Distribute Answer Sheets to the examinees, ensuring that the number on the upper right-
hand corner of the AS corresponds to the seat number of the examinee indicated in the Proctor
EAS.
Instruct examinees to fill-out the Title, Date and Place of Examination and Birthdate
Room Examiner
using BLACK BALLPEN (refer to the illustration posted on the board).
Note: In case any examinee arrives while the Preliminary Activities are already going on, the
RE shall attend to admitting the examinee and have the examinee comply with the
procedural requirements to include depositing of personal belongings in front of the
room.

Call 2 examinees at a time to approach the seats in front of the Proctor’s table bringing
with them the AS, black ballpen/s, and 2 extra pictures (for examination using PSP).
Note: Examinees will take turns in accomplishing the Examinee Number portion (of the AS), the Proctor
EAS, and the PSP (as applicable) at the Proctor’s table.

Advise the examinee to copy the EN as indicated on the EAS on own AS.
Oversee and check if the examinee is properly accomplishing the PSP, EAS and EN
portion of the AS (Examinee should use black ballpen to write own EN and to shade the
Room Examiner
corresponding circle for each digit of the EN). Require examinees to immediately
make necessary correction, if any.
After accomplishing the forms, instruct examinees to return to their respective seats,
making sure that they are bringing with them ONLY their accomplished AS, and black Proctor
ballpen/s.

7:30 a.m. Receive Test Booklets from the Supervising Examiner.

ORIENTING THE EXAMINEES
READ ALOUD to the examinees the (i) Test Proper Rules, (ii) Marking Answers and
Shading the Answer Sheet; and (iii) Release of Test Results. (refer to the applicable

DISTRIBUTION & SYNCHRONIZED CHECKING OF TEST BOOKLETS

Distribute TBs ONLY to examinees who are present. (The TBs should be distributed
7:40 a.m.

Retain in your possession the TBs allotted for absent examinees.
Lead the examinees in synchronized checking of their TBs as to misprints or missing
pages (refer to the applicable edition of the Manual on administering the examination

and READ ALOUD appropriate scripts inside boxes). Look for raised hands, if any, and
assess their concern.
Replace defective TBs, if any, with unused or extra ones. Proctor

Record the replacement of TB/s or any noted misprint or missing pages in the PSP (as

Instruct the examinees to write their Examinee Number on the space provided on the
cover of the Test Booklet. Also, allot 15-20 seconds of silence for offering of a Prayer.

TEST PROPER
The Test Proper should only be started upon completion of the preliminary
activities but not earlier than 8 a.m.
Give the go signal to examinees to begin answering the test (refer to the applicable
8 a.m. edition of the Manual on administering the examination and READ ALOUD appropriate Room Examiner
scripts inside boxes).
Record time started, and keep a time check (“Time Left”) on the board. Room Examiner
REITERATION OF PROHIBITIONS DURING THE ENTIRE CONDUCT OF THE
EXAMINATION:

of examinees and testing venue/room, and/or of “selfie”, before, during, or after the Room Examiner
examination and posting them in the social media. & Proctor

DO NOT ENTERTAIN any questions from or give comments/interpretations to

proper directions/instructions. Any question of an examinee on any test item should not
be entertained; the Room Examiner (RE) and the Proctor are prohibited from reading the
test item. However, the RE/Proctor should ask the item number and note the same in
the RER.
TAKE TURNS IN KEEPING WATCH OF EXAMINEES WHILE DOING THE Room Examiner/
SUCCEEDING ACTIVITIES. Proctor
ACCOUNTING OF AND SUBMITTING UNUSED TEST MATERIALS

Account the following test materials and place them separately in envelopes provided:
a. Unused AS; and
b. Unused TB

Note: Ensure that the total of unused AS/TB and the distributed AS/TB tally. For any
unaccounted AS/TB, double check distributed AS/TB to examinees until the used and
unused AS/TB tally. Indicate in RER any discrepancy and report the same to the SE.

Between Submit to the Supervising Examiner (SE) the 2 envelopes respectively containing the
8:05 & 8:30 Unused AS and Unused TB.
Witness the SE account the Unused AS/TB and seal the same in their corresponding
envelopes. Room Examiner

Counter sign on the seal of the envelopes, extending to a portion of the envelopes.
Have the SE sign on appropriate space at the lower portion of the RER.

ACCOMPLISHING AND REVIEW OF EXAMINATION FORMS
On the EAS, circle the sequence number of absent examinees and write “ABSENT”
under the remarks column opposite their names.

For examination with PSP, mark “ABSENT” the box of the PSP corresponding to absent
examinees and mark “NOTHING FOLLOWS” in the subsequent box following the last
entry in the PSP (if applicable).

Accompany examinees who would use the rest room/toilet. Require them to “pocket out.”

For examinees who finish the test ahead of time:

- Approach the examinees at their seats, bringing the RER.


Note: Examinees should NOT STAND to submit their AS and TB.

- Require them to accomplish the “Time Finished” portion on the AS.

- Collect their AS and TB. (Inspect the pages of the test booklets if there are missing or
torn pages.)

- Require them to sign in appropriate column of the RER.

- Instruct them to get their bags/personal belongings deposited in front of the room. (As
applicable, return their cellphone, together with the ID card attached to the cellphone.)

- Instruct them to quietly leave the room, reminding them of the following: (i) they are
not allowed to stay/loiter/wait at the corridors while the examination proper is still in
progress; (ii) immediately leave the premises through the designated exit gate; and
(iii) strictly no loitering / no hanging around in the school/venue premises.

3. Second copy of PSP (for exam with PSP); and
4. Other non-confidential materials (if any).

Stay in the room, together with the remaining examinees, and wait for the Room
Examiner to return.

Note: Examinees in emergency cases/situations (e.g. pregnant having pains or cramps;


lactating mothers; those experiencing nausea and other medical conditions, or are Proctor
already in indisposed state; and other analogous situations) may be exempted/excused
from this procedure and dismissed accordingly, provided the test materials (used AS
and TB) have already been submitted to and properly accounted for by the Room
Examiner.

At the SE work station, submit the used AS and TB and other test materials.
Note: While awaiting turn to submit test materials to the SE, the Room Examiner should

unattended.
Upon submission of test materials, witness the SE account the same, particularly the
Used AS/TB.
Have the SE sign on appropriate space at the lower portion of the RER.

Witness the SE seal the corresponding plastic bags containing the USED AS and TB,
using adhesive tape.
Counter sign on the seal, extending to a portion of the plastic bags.

Based on Republic Act No. 11055 (An Act Establishing the Philippine Identification System) and Executive Order No.
162 dated 14 February 2022 (Institutionalizing the Acceptance of the Philippine Identification or Philippine
Identification System Number as Sufficient Proof of Identity and Age in All Government and Private Transactions),
the Philippine Identification (PhilID) card issued by the Philippine Statistics Authority shall be accepted as valid I.D.
card for civil service exams. It shall include both formats of (i) ePhilID which is paper-printed and may or may not be
laminated, and (ii) PVC card-printed.
