WIDA (World-class Instructional
Design and Assessment)

ABSTRACT
This study examined Korean 5-year-olds' overall English proficiency and their level
of listening, speaking, reading, and writing skills. Participants of this study were a total
of 91 children who received English lessons on a regular basis attending three private
kindergartens in Seoul. The children’s ability to speak, listen, read, and write in English
was measured using World-class Instructional Design and Assessment (WIDA), which
aims to assess English proficiency in children whose mother tongue is not English based
on their developmental stage. The results suggest that the children's overall English
proficiency was Level 1, in which children are aware of the name of familiar objects in
English and they can repeat words or simple phrases. In addition, it was found that their
literacy proficiency (reading and writing ability) was one-level higher than their oral
proficiency (listening and speaking ability). These findings were discussed in terms of
low and unbalanced 5-year-olds' English proficiency, yielding insights on English
programs in kindergartens.
