Funding Plan for Participation in the 2024 Cluster Level Press Conference

I- BACKGROUND/ SCENARIO

Campus journalism stands as an indispensable pillar, granting students a vital


platform to articulate their perspectives on issues crucial to both their peers and the
broader school community.
Enshrined in Republic Act No. 7079, the Campus Journalism Act of 1991, is a
cornerstone legislation enacted on July 5, 1991, aimed at fortifying and safeguarding
press freedom within educational institutions, while fostering the advancement and
nurturing of campus journalism. The legislation explicitly delineates the fundamental role
of campus journalism, as articulated in Section 2, which is to foster the cultivation of
ethical values, stimulate critical and inventive thinking, and cultivate moral fortitude and
personal discipline among Filipino youth.
Preceding the enactment of RA 7079, competitions existed, but to bolster the
practice of campus journalism among students, the Division Schools Press Conference
(DSPC), Regional Schools Press Conference (RSPC), and National Schools Press
Conference (NSPC) were instituted, as mandated in Section 8.
The statute mandates the Department of Education, or DepEd, to sponsor periodic
competitions, press conferences, and training seminars, providing a platform for writers
and teacher-advisers of student publications in elementary and secondary schools to
engage (Regional Memo 174 s. 2014).
Despite the considerable challenges posed by limited financial resources within
schools, we earnestly seek the institution's support, recognizing that such backing
affords student journalists invaluable experiential learning opportunities that can
potentially pave the way for future careers in journalism. Furthermore, this support
serves to foster the growth and vitality of campus journalism, serving as a conduit for
reinforcing ethical principles, nurturing critical and innovative thought, and cultivating the
moral character and personal discipline of Filipino youth.

1. To develop students' journalistic skills and passion, as well as their ability


to express themselves on issues that are important to students and the
school as a whole.
2. To raise awareness about the importance of the freedom of the press at
the school level.
3. To further strengthen campus journalism practice among the students.
4. To contribute to the growth and development of campus journalism.
