wit:

The DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT, a national

government agency with principal address at DILG NAPOLCOM Center, Edsa cor.
Quezon Avenue. West Triangle, Quezon City, Philippines, herein represented by
Secretary Benjamin Abalos Jr. herein after referred to as "DILG";

The CITY GOVERNMENT OF DIGOS, a local government unit duly organized under
the laws of the Republic of the Philippines, with principal office at the City Hall, J. Abad
Santos St., Digos City, represented by its Honorable City Mayor Josef F. Cagas, duly
authorized by the Sangguniang Panlungsod through Resolution No. dated
hereinafter referred to as "LGU";

WITNESSETH

WHEREAS, the DILG in the exercise of its mandate to reduce the high incidences
of rape, and other related crimes, where the safety and dignity of girls/women are at

Regional Directorthe implementation of halfway houses in select LGU's all over the country,
known as "Bahay ni Neneng" and "Kwarto ni Neneng" projects;

WHEREAS, in the implementation of the said projects, the DILG shall download
to the LGU, a certain amount in the form of financial assistance for the construction of
halfway houses as temporary shelters and safe havens for the victims of rape and other
related crimes.

WHEREAS, the “Bahay ni Neneng” and “Kwarto ni Neneng” will also serve as a
venue for the implementation of capacity development interventions and assistance that
may be provided by other relevant agencies and organizations.

WHEREAS, LGU Digos was selected by the DILG to be a beneficiary of a financial
assistance under this premises, in the amount of FIVE HUNDRED THOUSAND PESOS
(500,000.00) only, for the construction of "KWARTO NI NENENG" project.
 NOW THEREFORE, for and in consideration of the above premises, the parties
hereto agree, that:
1. The DILG shall download the necessary funds to the LGU, in accordance with
its schedule.
2. The LGU accepts with sincere gratitude the financial assistance in the amount
of FIVE HUNDRED THOUSAND PESOS (500,000.00), for the construction of
"KWARTO NI NENENG" project.
3. The LGU shall submit the appropriate reports, project designs and other
necessary documents that may be required by the DILG;
4. The LGU shall endeavor to accomplish the project within the schedule without
prejudice to compliance with the other governing laws on procurement, auditing
and accounting rules and regulations of the Philippines.
