OFFICERS, AND OTHER CONCERNED This Ministry SUBJECT : GUIDELINES ON THE CONDUCT OF THE BASIC ORIENTATION OF BANGSAMORO BARANGAY NEWLY ELECTED OFFICIALS IN BARMM BARANGAYS: DATE : 08 JUMADA 1445 AH 21 NOVEMBER 2023 1.0 RATIONALE The barangay, being the basic political unit of the government, has always been at the forefront of local development undertakings in the country. Collectively, the barangays are partners of the national government to respond to development challenges because of their strategic situation at the grassroots level specifically on the effective and efficient service delivery to the community. The synergy created by the barangays in service delivery reflects the state of governance of the city or the municipality. After the just concluded 2023 Barangay and Sangguniang Kabataan Elections, all newly elected barangay officials will assume office with a fresh mandate from the people. Given the magnitude of the newly minted set of barangay officials to include the re-elected and those who served in previous terms, the Department of the Interior and Local Government (DILG) - Central through the Local Government Academy (LGA) the National Barangay Operations Office (NBOO) and the different DILG Regional and Field offices in partnership with the Liga ng mga Barangay (LnB) and other stakeholders have come up with a Barangay Newly Elected Officials (BNEO) Program. This comprehensive capacity-building program aims to assist newly elected barangay authorities in the performance of their functions as national government's partner in nation building In BARMM, the Ministry of the Interior and Local Government (MILG) through the Barangay and Community Affairs Division (BCAD) has conceptualized the Bangsamoro Barangay Newly Elected Officials (BBNEO) to capture the peculiarities. of the region to include its social, cultural and religious contexts on barangay administration. The BBNEO is a term-based, integrated capacity development intervention for elected barangay Officials with term of office from 2023 to 2025. It is geared to enhance their competencies to attain the needed synergy in transforming the barangays into champions of excellence in basic service delivery and bring the government closer to the people Transforming governance, empowering the Bangsamoro. 2.0 PURPOSE This guideline is issued to set the rules and procedures in the conduct of the Bangsamoro Barangay Newly Elected Officials (BBNEO) Basic Orientation Training to ensure its successful implementation in the region. 3.0 COVERAGE This Memorandum Circular shall cover all MILG Provincial, City, Special Geographic Area Field Office and Municipal Offices, Local Chief Executives of the Provinces, Cities and Municipalities, Liga ng mga Barangay, Barangay Officials both elected and appointed including Sangguniang Kabataan chairpersons, other partner ministries and all others concerned in the Bangsamoro Autonomous Region in Muslim Mindanao. 4.0 ROLES AND RESPONSIBILITIES OF MILG AND REGIONAL, PROVINCIAL AND FIELD OFFICES MILG REGIONAL OFFICE 1. Spearhead in the development of modules for the BBNEO basic orientation training in BARMM 2. Review and finalize the BBNEO Modules with the Technical Working Group (TWG) members, to be utilized during the conduct of the BBNEO Training 3. Initiate the conduct of the Training of Trainers. 4. Provide guidelines in the implementation of the BBNEO training as agreed by the TWG members 5. Monitor and evaluate the implementation of the BBNEO training in the provinces, including SGA and Cotabato City 6. Require the Provincial, City and SGAFO Offices to submit list of the Barangay officials who have successfully attended the BBNEO training 7. Provide report to the Minister for further enhancement of the program MILG PROVINCIAL, CITY AND SGA OFFICES 1. Disseminate the guidelines to all LGUs under their areas of responsibility 2. Provide technical assistance to the Training Management to ensure the conduct of the BBNEO training 3. Submit copy periodically of the list of Barangay Officials attended the BBNEO training to the Regional Office 4. The SGAFO Head shall coordinate and collaborate with the SGADA administrator in the absence of the Local Executive, relative to the conduct of the BBNEO training MILG MUNICIPAL OFFICE 1. Disseminate the guidelines to all barangays in his/her area of jurisdiction 2. Ensure that all Barangay officials must attend to the BBNEO Basic Orientation Training 3. Provide list of names of duly elected Barangay officials to the Training Management Team 4. Coordinate with the concerned LGU officials to ensure the conduct of the BBNEO Training 5. Prepare and submit report on the BBNEO Training conducted 6. The MLGOO shall be one of the signatories to the Certificate of Participation for successful completers. 7. Submit to Provincial Office the complete list of Barangay officials who have successfully attended the BBNEO training using prescribed template. 5.0 THE BBNEO BARMM PROGRAM The BBNEO Program consists of five (5) components: Component A - Ensuring ‘Smooth Transition; Component B - Jumpstarting Local Governance; Component C - ‘Transforming govemance, empowering the Bangsamoro ‘Sharpening the Saw; Component D - Looking Forward for Better Governance; and Component E - Enhancing Barangay Performance. This program will be implemented in partnership with the Liga ng mga Barangay (LnB), other partner ministries and all others concerned in the Bangsamoro Autonomous Region in Muslim Mindanao. The following Modules shall be utilized during the Basic Orientation for the newly elected officials; to wit: Module 1 Barangay Governance and Administration Module 2 Peacekeeping, Disaster Response, and Dispute Resolution in the Barangay | Module 3 Planning and Financial Management | Module 4 Moral Governance 6.0 USE OF THE BBNEO MATERIALS/ CONTENT DELIVERY 6.1.1 The MILG Provincial Offices shall ensure the utilization of the designed modules being prepared and approved by the Technical Working Group members intended solely for the newly elected Barangay Officials and SK Chairpersons in BARMM following the Training Facilitating Guides that can be accessed through the link that will be provided by the regional office. 6.1.2 The use of the BBNEO Module which is being developed by the MILG in collaboration with the Development Academy of the Bangsamoro (DAB), and members of the Technical Working Group is mandated to be utilized in the implementation of the BBNEO Training for all Barangay Officials and SK Chairpersons, No individual person or organization, both from public or private is allowed to cause changes/amendments on the contents of the modules for printing and for circulation, unless authorized or permitted by the MILG as the rightful owner of the said modules. 6.1.3. The Resource Person may contextualize and localize the discussion and presentation of the sessions using the vernacular of that area, providing local examples, showing relationship of topics to personal experiences of participants and resource persons and other techniques to make the topic more relevant to the participants. 7.0 PARTICIPANTS/TRAINING REQUIREMENTS The BBNEO Basic Training program is given to all duly proclaimed Barangay Officials and SK Chairpersons during the October 30, 2023 Barangay and SK Elections in every barangay, city, municipality and province. NO PROXY POLICY shall be enforced strictly to ensure that only those legitimate participants shall undergo this training The participants are required to be at the venue before 8AM to ensure that the required training time shall be met. 8.0 MODE OF TRAINING/DURATION AND VENUE/DRESS CODE The BBNEO Basic Training shall be conducted in a face-to- face activity within two (2) working days only. The following requirements for training venue shall be considered in the conduct of said activity: 1. Can accommodate the maximum target in a day, in a single venue. ‘Transforming governance, empowering the Bangsamoro, With tables/desks for all participants and training management team members. With enough space to move around for workshops and other activities. Have space for participants’ belongings. Space for secretariat and their documents. Good sound quality and proofing. Well-ventilated area, with blinds to block extreme sunlight Inclusive laptop, computer, projector, flip-charts, white boards, and audio system. 9. Provision of appropriate refreshments/lunch. 10. Drinking water facilities available anytime. 11.Availability of well-maintained restrooms. 12. Accessible to the public transport. 13.Areas must be Safe and secured 14. Lighting system area must have fire escapes 16. The following may also be allowed, but not limited to the following, as venue for the training: a. Conference Halls in Local Government Units (LGUs); b. Other Venues that may be permitted by the LGUs for training, seminars, ‘and workshops such as gymnasium, areas or spaces appropriate for the face-to-face training; c. Other available facilities such as those of the local resource institutions (LRIs) All expected participants are advised to dress up appropriately during the conduct of the training: @VRARON | Men = Women - i | © T-shirt or Polo * Casual Dress | * Pants | + T-shirt/Polo/Blouse | © Cultural Attire | © Pants/Knee-length skirts | * Shoes/Sandals * Shoes/Sandals 9.0 AUTHORIZED SIGNATORIES FOR THE TRAINING CERTIFICATES 9.1 For LGUs (MUNICIPALICITY) The MLGOO and Local Chief Executive will be authorized signatories of the respective LGU. To ensure that the Certificates are authentic, it must be prepared with QR Code, Barcode or Control Number or any necessary security measures. 9.2 For the barangays in the Special Geographic Area In the absence of the Mayor, only the Local Government Operations Officer of assigned Cluster and the SGAFO Head shall sign the Training Certificates of the Barangay Officials who have successfully completed and complied the training hours required for the BBNEO. 10.0 TRAINING FEE/TRAINING KIT 10.1 The Training Fee must not exceed THREE THOUSAND PESOS ONLY (Php 3,000.00) per BARANGAY OFFICIAL chargeable against the availability of barangay Funds subject to the usual accounting and auditing rules and regulations to be breakdown as follows: a, Meals and Snacks (Lunch and AM and PM snacks) b. Training Kits (Zipper type envelope, Ballpen, Notebook, Badge ID, Printed Module for each participant, program and 1 flash drive for each barangay) ¢. Training Supplies and Materials (Tarpulin, Manila paper, Meta cards, Pentel Pen, Certificate of Training, Masking Tape and Etc.) d. White Collared T-Shirt with MILG prescribed designed. e. Honorarium for Resource Persons "TransTonning governance, empowering the Bangsamoro 11.0 12.0 13.0 10.2. The incumbent Liga ng mga Barangay Treasurer or the Liga President of each municipality shall be the one responsible in the collection of the registration with corresponding OFFICIAL RECEIPT upon payment of the concerned participants. 10.3 The LCE may supplement the training funds to ensure effective and efficient delivery of the training, subject to applicable government accounting and auditing rules and regulations. TRAINING TIMELINES The first Two Components of the BBNEO program shall commence in December of 2023 until January of 2024 while the 3° Component which is the Sharpening the Saw is by demand-driven approach or upon request of the Liga ng mga Barangay of each municipality and province. The 4"" and 5" components shall be conducted with MILG and other partner ministries in BARMM and national government. ‘The Basic Orientation shall be conducted as soon as the Barangay Officials have already assumed office and the schedule of the BBNEO Basic Orientation has been agreed in coordination with the MILG Field Office. MONITORING AND SUBMISSION OF REPORTS The MILG concerned Field Office shall submit within ten (10) days after the conduct of the Training to the MILG Regional Office: 1. Training Attendance Sheet 2. Training Reports with pictures 3. Evaluation Reports Finally, to observe uniform/standard data in reporting, all templates to be used in the documentations, evaluation and reporting are hereby advised to be accessed with the link to be provided by the regional office EFFECTIVITY This guideline is hereby made of record and shall take effect immediately.
