GENERAL & TECHNICAL SPECIFICATIONS


1. GENERAL
1.1. THE SPECIFICATION IN RELATION TO OTHER CONTRACT DOCUMENTS
1.1.1. The Specifications, Drawings and Bill of Quantities are meant to compliment
one another. In case of conflicting provisions or omissions, the Specifications
take precedence over the Drawings and Bill of Quantities.
1.1.2. For the purpose of determining quantities, dimensions should never be
scaled from the drawings.
1.2. MED’S AUTHORIZED REPRESENTATIVES
1.2.1 Municipal Engineering Department (MED) representatives who are authorized
to give instructions in writing or order changes in writing on site to the Contractor are
the MED OIC-Municipal Engineer and/or her representative. For the purpose of
these Specifications, MED’s supervising engineer shall be called the “Engineer”.
1.3. THE DOCUMENTS FORMING THE CONTRATC SHALL BE INTERPRETED IN
THE FOLLOWING ORDER:
1. Instruction of the Engineer
2. General and Technical Specifications
3. Drawings
4. Bill of Quantities
2. SIGNBOARDS
2.1. Within two (2) weeks from commencement of project implementation, the
Contractor shall provide one signboard at the project site if located in urban areas. In remote
areas, a second signboard shall be provided at the junction of the main road and one at the
project site.
2.2. The signboard shall be 0.6 m wide and 1.2 m long, elevated at least 1.5m from the
ground, and shall bear the following information:

3. SCHEDULE AND ACTIVITY BAR CHART


3.1. The Contractor’s Schedule and Activity Bar Chart shall be submitted to the MED
as a condition for release of the 15% advance payment.
4. PAYMENT OF VARIATIONS
4.1. Any changes from the original Scope of Work shall make use of the MED’s unit
cost database as a basis for payment.
5. FORMWORK
5.1. Formwork shall be substantially and sufficiently tight to prevent leakage of
concrete and shall be properly braced or tied together to maintain position or shape.
5.2. Forms shall be removed in such a manner as not to impair the safety and
serviceability of the structure. All concrete to be exposed with the removal of the
forms shall have sufficient strength not to be damaged thereby.
5.3. Pipe sleeve of any material not harmful to concrete and within limitation may be
embedded in concrete with the approval of the Engineer provided these are not
considered to replace structurally the displaced concrete.
5.4. Where construction joints have to be made, the surface of concrete shall be
thoroughly cleaned and all laitance and standing water be removed.
6. STRUCTURAL STEEL
6.1. SCOPE OF WORK
The work consists of furnishing all labor, tools, equipment, and materials and the
performance of all operations relative to the fabrication, delivery to site, erection and
painting of structural steel, complete as required and specified.
6.2. REQUIREMENTS
All structural steel works shall be in accordance with AISC “SPECIFICATION FOR
THE DESIGN, FABRICATION AND ERECTION OF STRUCTURAL STEEL FOR
BUILDING”. Materials and parts necessary to complete each item, though such work
is not shown or specified shall be included, such as miscellaneous bolts and anchor
supports, braces, and connections, etc. shop drawings as well as erection drawings
shall be submitted by the contractor for approval by the Engineer before any
fabrication is made.
6.3. SHOP DRAWINGS
Shop drawings showing compete information necessary for the fabrication of the
component parts of the structures, including the location, type and size of all rivets,
bolts and welds, shall clearly distinguish between shop and field rivers, bolts and
welds.
6.3.1. MATERIALS
6.3.1.1. All structural steel shapes and plates shall conform to ASTM A-36
steel and shall have a thickness as specified in the plans.
6.3.1.2. If any reason, the Engineer believes that a defect exists in any
weld, it shall be the contractor’s responsibility to repair questioned weld,
to the satisfaction of the Engineer.
6.3.1.3. Note shall be made on the plans and on the shop drawings of
those joints or groups of joints in which it is especially important that the
welding sequence and techniques of welding be carefully controlled to
minimize welding under restraint and to avoid distortion. Weld length
called on the shop drawings shall be the net effective length.
6.3.2. CONNECTION AND HOLES
6.3.2.1. Connections shall be shown in the drawings and shall develop the
full capacity of the members.
6.3.2.2. Surfaces or joints prepared for welding or strength bolted
connections shall comply with the cleanliness requirements of all joints
surfaces and contact surfaces within friction type joints as specified in
Section 3, “Bolted Parts of the AISC Specifications”.
6.3.2.3. Holes shall be punched or drilled at right angles to the surface of
the metals and shall not be enlarged by burning. Holes shall be cleaned
out without rugged edges. Outside burst resulting from drilling or reaming
operations shall be removed with a tool, which reaches a 1/16”
(1.588mm) level around the blowholes.
6.3.3. QUALITY CONTROL PROCEDURES
6.3.3.1. The fabricator shall assure high quality in its work shall practice on
appropriate quality control procedure. In addition to the fabricator’s quality
control procedures, materials and workmanship shall be subject to
inspection by qualified inspectors representing the Engineer. The
fabricator shall cooperate harmoniously with the Engineer to avoid
interruption of the work, when corrections are needed.
6.3.4. ERECTION
6.3.4.1 The steel structure shall be erected plumb and true to line and grade.
Bracing and supports shall be introduced whenever necessary to take care of all the
loads to which the structure may be subjected. Such bracing shall be left in place as
long as may be required for safety.
6.3.5. MARKING
6.3.5.1 Shop fabricated members shall be marked for delivery to facilitate the
erection of the members. Markings shall be listed and described. Copies of them shall
be furnished to the field and the Engineer. Markings shall be neatly painted on the
members with a distinctive color of enamel paint.
