THE “DEVELOPMENT ROAD” PROJECT
The new Multimodal System RW+HW (DEVELOPMENT ROAD)
will enhance the Economic Development of Iraq and Neighboring Countries
(Türkiye, Saudi Arabia, Jordan, UAE, Oman, Qatar, Syria, Kuwait, Bahrain and Iran)

Preface The Railway & Highway corridors recently selected by the highest Iraqi Authorities and IRR’s Representatives,
on the base of the Feasibility Studies carried out on 2022, together with the new Grand Faw Port, will
constitute the so called “DEVELOPMENT ROAD”.
• Along the last decades, the Iraqi Governments have mainly focused their economies in the Oil & Gas
sectors, despite the high growth of Iraqi populations could provide a significant resource for strengthening
the Iraqi Economy (≈10 Mln every ten years  from 22 Mln upto 42 Mln, along the last 20 years). NEW RAILWAY SYSTEM NEW HIGHWAY SYSTEM

• Of course, the Oil & Gas sector is an important revenue for the Country and it will be strategic for the next
few decades, however the new Government has the responsibility to seek different markets in order to
increase the values of domestic goods and services and make the Country less oil-dependent, in view of
the ongoing global energy transition and decarbonization process.

• In view of the above, the Iraqi Government is now focusing the investments on new infrastructures, aiming
to diversify and develop other production sectors (industry, construction, manufacturing, agriculture,
logistic, renewable energies, telecommunications, tourism, services, ….etc.), making the Iraqi Gross
Domestic Product (GDP) more stable and stronger.

• In this scenario, a modern multimodal infrastructure system (composed by new Ports, Airports, Highways
and Railways), compliant to the highest International Standards and best engineering practices, will
facilitate the socio-economic development and diversification of Iraq and relevant neighboring Countries.

PROJECT INVESTMENT & FINANCIAL SUSTAINABILITY GDP PER CAPITA (US $) - AFTER 2022
In terms of economic impact, the socio-economics studies highlight that the Development Road investment
will provide a positive effect on GDP (+20%) along the studied period.

• The New Railway System, as evidenced by the results of the Costs Benefits Analysis (CBA), achieves a
highly positive socio -economic impact with an Internal Rate of Return (IRR) of 18.4%. The combination
of the new Multimodal Corridor (Railway + Highway), as evidenced by the results of the CBA, shows a
positive socio-economic result with an IRR of 11.1%.

• The New Railway System, as evidenced in the Financial Analysis, is able to repay the investment (12,7 Bln
$) and the relevant operating costs within the considered temporal horizon (approx. 40 years), assuming
very competitive fares for passengers & goods and conservative O.&M. Costs (Note: the expected revenues
is approx. 1,2 Bln $/year, whilst the operating and maintenance costs is approx. 750 Mln $/year).

• The Financial Analysis of the New Highway System shows that the expected revenues are able to sustain
the O.&M. Costs (370 Mln $/year), however the investment (6,3 Bln $) can be repaid just in case also light
vehicles will pay toll fees.

OPPORTUNITIES & ADVANTAGES AT NATIONAL & REGIONAL LEVELS
The “Development Road” will provide the following benefits and advantages to Iraq and neighboring
countries:

1• Develop other economic sectors (agriculture, industry, trading, construction, logistics, tertiary, touristic),
in addition to the Oil & Gas sector, supporting a sustainable and eco-friendly socio-economic growth.

2• Make the Iraqi’s GDP less dependent from Oil & Gas, even in consideration of the ongoing energy transition
to mitigate environmental impacts (CO2 emissions).

3• Improve the modernization of the Railway & Highway networks consistently with the socio-economic de-
velopment of the Country, reducing the travelling time among the Iraqi cities with consequent increase of
welfare/prosperity.

4• Reduce the traffic congestion and pollution, improving health and safety conditions of the population.

5• Increase the employment rates, improving the life conditions of the population (Note: the new Railway
& Highway Systems will provide approx. 100,000 new jobs).

6• Create new urban and industrial settlements which will support the reorganization/development of
existing urban areas.

7• Enhance the integration of different populations and cultures, aiming to facilitate and strengthen
the pacification and stabilization process among all neighboring Countries:

8• Allow the free movement and traffic of goods & passengers among the neighboring countries, through
the implementation of common rules,similar to those already adopted by the European Countries (Rail
Systems Interoperability), granting the networks efficiency and safety (Note: The Rail System Interoperability
is achieved through the standardization and harmonization of the Railway Systems and O.&M. procedures).

9• The Rail Systems Interoperability (as already established in Europe) will enhance the socio-economic
development of the Middle East Countries, along with their populations integration and pacification
process, similarly to what already happened along the last fifty years in Europe (following the “Second
World War” which involved all European countries).

The success of the “Development Road” will depend by a strong coordination and cooperation
among all neighboring countries.
