1.0 BACKGROUND

Section 397 of Republic Act. No. 7160, otherwise known as the Local
Government Code of 1991, mandates that there shall be a barangay
assembly composed of all persons who are actual residents of the barangay
for at least six (6) months, fifteen years of age or over, citizens of the
Philippines and duly registered in the list of barangay assembly members.
Barangay assembly shall meet at least twice a year to hear and discuss the
semestral report of the sangguniang barangay concerning its activities and
finances as well as problems affecting the barangay.
Proclamation No. 599, series of 2018 was issued declaring the Saturdays
and Sundays of March and October of every year as Barangay Assembly
Days. This aims to operationalize the minimum number of Barangay
‘Assembly to be conducted and to ensure the widest participation of the
residents in the said assembly. Pursuant to the said Proclamation, all
barangays shall hold their respective barangay assemblies for each semester
on any of the aforesaid days.
For CY 2024, the 1 Semester Barangay Assembly Day shall be conducted
on any of the Saturdays or Sundays of March 2024.
2.0 PURPOSE
This Memorandum Circular (MC) is issued to:

activities to be undertaken before, during, and after the Barangay
Assembly Day for the 1st Semester of CY 2024.
2.2 Enjoin compliance by all local officials concerned with the mandated
conduct of Barangay Assembly.
2.3 Direct all DILG Field Officers to provide the barangays/barangay
officials within their respective jurisdiction, with the necessary
technical assistance and to monitor their compliance with this
Circular.
3.0 SCOPE/COVERAGE
All City and Municipal Mayors, Punong Barangays, Members of the Sangguniang
Barangay, Sangguniang Kabataan Officials, DILG Regional and Field Offices, and
others concerned.
4.0 POLICY CONTENT AND GUIDELINES
All local/barangay officials concerned are encouraged to observe the following
guidelines on the conduct of the Barangay Assembly for the 1* Semester of CY
2024:
4.1 THEME OF THE BARANGAY ASSEMBLY DAY
4.1.1 BARANGAY ASSEMBLY DAY THEME:
“Barangay at Mamamayan, Sama-samang Nagtutulungan sa
Pagtaguyod ng Maayos, Maunlad, at Mapayapang Pamayanan
Tungo sa Isang Bagong Pilipinas”
4.1.2 The official design of the Barangay Assembly backdrop or tarpaulin,
along with the other collaterals and Annexes can be accessed through:
bit.ly/1stSemBAD2024.
4.1.3. The official backdrop shall be printed, with at least 6x4 feet or larger,
and/or flashed on the LED TViMalls, if available/applicable. The
inclusion of the Logo of the Barangay and the Bagong Pilipinas Logo
in the official backdrop is recommended.
4.2 PRELIMINARY ACTIVITIES FOR THE BARANGAY ASSEMBLY
4.2.1 The Punong Barangay through the Barangay Secretary shall
prepare a written notice regarding the conduct of the Barangay
Assembly, and disseminate the same to the residents one (1) week!
before the scheduled activity. The dissemination of said notice
through the online platform/s such as the official Facebook page
and/or website of the barangay may be allowed, other modes of

announcement, and are recommended to contain the following
information/details:
4.2.1.1 Date, time, and venue of the assembly. The Assembly
should be conducted in a public place like the barangay-
covered court, and/or other available facility
4.2.1.2 Other related information that the barangay may deem
necessary,
All barangays are encouraged to post or hang Barangay Assembly
(BA) tarpaulin, posters, and/or banners, in conspicuous public
places in the barangay (e.g. barangay hall, street, plaza, public
market, or talipapa, transport terminal, health station, etc.), and
publish the same on the official barangay website or social media
platforms, if available.
All City/Municipal Mayors are encouraged to provide the component
barangays with the necessary assistance, especially those with
insufficient funds, for the printing of the tarpaulin, posters, banners
and/or other necessary information materials, including the
mobilization of the local government officials, representatives, and
resource speakers/persons and other representatives from national
government agencies, if any.
To increase the awareness of the barangay constituents on the said
activity, the Barangay Assembly tarpaulin, poster/s and/or banners
must be posted or hung one week before the scheduled Barangay
Assembly and shall be removedi/kept right after the activity.
All barangays are encouraged to invite local officials concerned (e.g.
City/Municipal Mayor, Department Heads, etc.), DILG officials, or
City Director/City/Municipal Local Government Operations Officer
(C/MLGOO), among other guests or resource speakers. The DILG
Field Officer/C/MLGOO/DILG representative shall deliver the
message of the DILG Secretary during the Barangay Assembly.
All barangays are also encouraged to prepare presentation
materials that contain the barangay financial reports, ongoing
projects, and accomplishments of the barangay, as well as the stage
setup, visual aids or LED TV/LED wall, if applicable/available, sound
system, table and chairs, and other necessary equipment. Copies
of the barangay’s financial report may be reproduced and
disseminated by the barangay to the attendees during the
assembly.
Prior to the activity, the details on the schedule, time, and venue,
among other-related information, of the said activity should be
properly coordinated by the Punong Barangay to the DILG City
Director/C/MLGOO concerned. This is to ensure that the schedules

of all the LGU Officials concerned, and other representatives are
available.
All barangays may use their available resources/funds for the BA-
collaterals, foods/snacks of the attendees/participants, subject to
existing budgeting, accounting, and auditing rules and regulations.
Playing of Bingo Games before, during and after the Barangay
Assembly Day is strongly discouraged.
The Punong Barangay shall ensure the attendance of the
Sangguniang Barangay Members, Barangay Secretary, and
Treasurer, Members of the Barangay-Based Institutions (Bis), and
other barangay functionaries,
4.2.10 The SK Chairperson and other SK Officials are likewise enjoined to
attend and participate in the scheduled Barangay Assembly and
prepared related presentation materials or information materials
which may contain the status of SK Funds, SK Plans, Priority
Programs and Projects, SK contact details, among other relevant
information for dissemination to the Barangay Assembly Day.
DURING THE CONDUCT OF THE BARANGAY ASSEMBLY

The Punong Barangay/Barangay Officials are encouraged to ensure
the implementation of all the provisions of this circular.
The Barangay Secretary or the designated barangay official/s
should ensure that attendees/participants fully accomplish the
Attendance Sheet? during the activity.
The following Program of Activities® of this Circular may be
observed by the Punong Barangay/Barangay Officials concerned
4.3.3.1 Punong Barangay or in his/her absence, the authorized
barangay official, shall deliver the State of Barangay
Address (SOBA), with the following highlights, among
others:
a. Accomplishment Report for the 2nd /3 Quarters of CY
2023, if available, and/or the 1® Quarter (Month of
January to February) of CY 2024
b. Financial Report for the 2nd Semester of FY 2024
CY 2024 Plans, Programs, and Projects.
Status of SK Funds/Release of SK Funds to the SKs,
and/or relevant information pertaining to SK Funds.
e. Newly-enacted ordinances/resolutions.
Emerging issues and concerns as well as actions taken
by the barangay.

4.3.3.2 The Punong Barangay is also encouraged to play/show the
AVP of Buhay Ingatan, Droga’y Ayawan (BIDA) Program,
HAPAG Sa Barangay Project and the AVP on KALINISAN
Day before the start of the program. The BIDA, HAPAG and
KALINISAN AVPs can be accessed through the link:

43.3.3 The Barangays may invite resource persons, eg.
CENRO/MENRO, City/Municipal DRRMO, City/Municipal
PESO, City/Municipal ADAC, Local PNP, DILG-Field
Officer/C/MLGOO and/or other local government agencies,
who will briefly discuss the above policies.
4.3.3.4 In barangays with SK Officials, the SK Chairperson or the
designated SK official is directed to present the following:
4.3.3.4.1 CY 2023 SK accomplishments (2°/3 Quarter), if
available/applicable, and/or 1 Quarter (Month of
January to February) of CY 2024.
4.3.3.4.2 Status of SK Funds/Available Funds.
43.3.4.3 CY 2024 Plans, Programs, and Projects.
43.4An Open Forum should be conducted after the
discussion/presentation of the above-stated topics/items. The
barangay shall encourage the barangay constituents or attendees
to express or vent out their views, opinions, sentiments, and/or
recommendations on the current barangay problems and concems
which are then taken up by the Sangguniang Barangay for possible
legislation.
4.3.5 The Barangay Secretary or designated barangay official shall
record or take down notes of all the issues and concerns raised,
agreements, and recommendations from the barangay
constituents/attendees.
Page 6 of 114.3.6 The Punong Barangay, through the Barangay Tanods and other
functionaries, shall ensure the maintenance of peace and order in
the venue during the activity.
4.3.7 The Punong Barangay/Barangay Officials may provide/award a
Certificate of Appreciation’ to the Resource Person/s or Guest
Speakers.
4.3.8 To encourage the participation of barangay constituents, the
barangay, with the assistance of the City/Municipal governments,
may invite:
4.3.8.1 CSOs/NGOs/health _institutions/organizations for the
possible setting up of a free medical and dental
mission/service, free eye check-up, among others.
4.3.8.2 Representatives from the local PhilHealth, Pag-IBIG, and
SSS for the registration of Kasambahay.
4.3.8.3 Local DENRIDA for possible distribution of seedlings and
other planting materials
4.3.9 All barangays are encouraged to inform the constituents, job
seekers/applicants, company/business owners about the
PhilJobNet portal to search or look for job vacancies which can
be accessed through: https://philjobnet.gov.ph/. The First Time
Jobseekers may be encouraged to access the PhilJobNet portal
for more job opportunities.
4.4 POST-BARANGAY ASSEMBLY
4.4.1.1 The Barangay Secretary or designated Barangay Official shall
prepare an after-activity report to be signed by the barangay
officials, highlighting the total number of attendees, including the
issues and concerns, agreements/recommendations of the
barangay, ways forward, and pictures taken during the activity;
4.4.1.2 The Barangay shall ensure the submission of the duly signed Post
Activity Report® to the DILG City Director/C/MLGOO, ten (10)
days after the actual conduct of the Barangay Assembly; and
4.4.1.3 The posted/hung tarpaulin, posters and banners shall be removed
and kept in the barangay, after the conduct of the Barangay
Assembly by the Barangay Tanods or the designated barangay
officials.

5.1 PUNONG BARANGAYS
5.1.1 Ensure that the Barangay Assembly is conducted on the prescribed day,
either Saturday or Sunday of March 2024.
5.1.2 Inform the City/Municipal Mayor and DILG Field Officers on the schedule
of the assembly.
5.1.3 Undertake the duties and functions before, during, and after the conduct
of the Barangay Assembly, as discussed above,
5.1.4 Ensure to notify the barangay constituents on the date, time, and venue
of the scheduled Barangay Assembly, within the prescribed period as
stated in Item 4.2.1 of this Circular.
5.1.5 The allowable/applicable modes of the conduct of the Barangay
Assembly shall be observed.
5.1.6 Request assistance from the City/Municipal Mayor for the successful
conduct of the Barangay Assembly
5.1.7 Encourage to invite representatives from the Local PNP to ensure the
‘smooth and peaceful conduct of the assembly.
5.1.8 Read the message of the DILG Secretary, whenever a DILG
representative or C/MLGOO is not available.
5.1.9 Ensure the timely submission of the after-activity report and other
pertinent documents by the barangay Secretary to the concemed DILG
Field Office.
5.1.10 Encourage to disseminate/post pictures and videos of the assembly on
various social media platforms (i.e. Facebook, Twitter, Instagram, and
TikTok) using the hashtags #barangayassembly1stSem2024.
5.2 CITY AND MUNICIPAL MAYORS
5.2.1 Monitor and ensure the compliance of all component barangays!

5.2.2 Provide the barangays with the necessary assistance to successfully
implement the activity.
5.2.3 Encourage to assign/designate City/Municipal Officials to attend and
participate in the scheduled assembly (e.g. C/MENRO to discuss RA
9003; C/M PESO to present the Batas Kasambahay; IT personnel to
provide technical assistance for setting up of FB Live Streaming, as much
as practicable)
Page 8 of 115.2.4 Ensure that the barangay officials perform the specified duties and
functions before, during and after the conduct of the activity.
5.2.5 Provide mobilization/transportation vehicle or other necessary assistance
to the City/Municipal Officials, DILG City/Municipal representatives,
among other guests who will be attending the assembly, especially in the
far-flung barangays/areas.
5.2.6 Conduct advocacy campaigns to popularize the conduct of the Barangay
Assembly, through mobile and/or online announcements or posting of
related information materials on the official website/FB account of the
City/Municipality.
5.2.7 Encourage to disseminate/post pictures and videos of the assembly on
various social media platforms (i.e. Facebook, Twitter, Instagram, and
TikTok) using the hashtag #barangayassembly1stSem2024.
5.3 DILG REGIONAL, PROVINCIAL, CITY DIRECTORS/C/MLGOOs
5.3.1 Promote the conduct of the Barangay Assembly, through advocacy
campaigns, radio guesting, hanging of tarpaulins, posters, and posting of
infographics on the official website/FB account or other social media
accounts of the Regions.
5.3.2 Disseminate/post pictures and videos of the assembly on various social
media platforms (i.e. Facebook, Twitter, Instagram, and TikTok) using the
hashtag #barangayassembly1stSem2024.
5.3.3 Monitor the compliance with this Circular by all local officials concerned
within their respective jurisdiction
5.3.4 The Regional and Provincial Directors are directed to attend the
scheduled Assembly in the barangay/s within the Region/Province,
deliver the message of the DILG Secretary, and extend assistance to the
City Directors/C/ MLGOOs, especially those with several barangays.
5.3.5 The other Regional and Provincial Officials and employees should be
directed by RD and PD to:
5.3.5.1 Attend the Barangay Assembly, in their respective barangay or
assigned barangay.
5.3.5.2 Deliver the SILG’s message, whenever needed.
5.3.5.3 Provide the City Director/C/MLGOO concerned with the technical
assistance or other support which may be deemed necessary,
especially in cases of conflict of Barangay Assembly schedules
to be attended by the City/Director and the C/MLGOOs.
5.3.6 The City Directors and C/MLGOOs shall:
Page 9 of 115.3.6.1 Ensure that the barangays within the jurisdiction conduct their
respective Barangay Assembly in any of the Saturdays or
Sundays of March 2024.
5.3.6.2 Provide technical assistance to the component barangays for the
successful conduct of the assembly.
5.3.6.3 Read the Secretary's message.
5.3.6.4 Seek assistance/manpower complement from the Provincial
and/or Regional Directors, as the case may be.
5.3.6.5 Ensure the compliance of the barangays on the submission of
their respective reports (Annexes “G” and “I”) and the
submission of Barangay Assembly-related reports per attached
templates, marked as Annexes “C”, “D”, and “E” to the
respective DILG Field Office.
5.3.7 Submit the required reports, through channel, using the corresponding
Monitoring Report Template, as follows:
* Annex “C” — HUC/ICC/City/Municipal Summary Report to be
‘submitted to the Regional Office, in the case of HUC/ICC and to the
Provincial Office, in the case of component city and municipality.
* Annex “D” - Provincial Summary Report to be submitted to the
Regional Office.
* Annex “E” - Regional Summary Report to be submitted to the Office
of the Secretary through NBOO for consolidation, not /ater than June
10, 2024 via Data Monitoring System (DMS) for purposes of
monitoring and recording the compliance and the timeliness on the
submission of the required report by the Region
5.3.8 For easy consolidation of Reports, the DILG City/Municipal Field Offices
are enjoined to encode the data, as contained in Annex “C”, to the
shared Google Drive. The link will be shared with the Region upon
approval of this Circular. In this case, submission of the hard copy of the
report to the Central Office is optional. (Note: NBOO will gather and
consolidate the BA data based on the data reflected in the shared Google
Drive)
5.3.9 Cause the widest and immediate dissemination of this Circular within the
locality.
6.0 SANCTION
6.1 Concemed barangay officials are respectfully reminded that failure to conduct
Barangay Assembly in accordance with Section 397 of the Local Government
Page 10 of 11Code of 1991 may be grounds for administrative sanctions, subject to
applicable laws and regulations.

8.0 EFFECTIVITY
This Memorandum Circular shall take effect immediately.
