Under instructions from my client V. Govindan, residing at
No. 2(old No. 13), 1st floor, J.P.Street, West Mambalam, Chennai– 33. I
issue the following notice to you.
My client states that he is a tenant under the 3 rd of you in respect of the 1st
floor portion of the premises bearing door No. 2(old No.13), J.P. Street,
West Mambalam, Chennai – 33. on a monthly rent of Rs. 18,000( Eighteen
thousand rupees) per month and the tenancy is for residential purposes. My
client has to pay the electricity charges separately as per the meter reading.
My client is regular in payment of the monthly rent without any default.

My client states that he entered into a rental agreement with the 3 rd of you
and paid Rs. 1,08,000( one lakh eight thousand rupees) towards rental
advance. The 3rd of you gave all sorts of trouble to my client to evict him
from his residential portion during the year 2023 and also attempted to
evict him with the help of 1st of you. My client filed a civil suit O.S. No.
4554 of 2023 for permanent injunction against the 3 rd of you and the same
is pending on the file of the 19th Assistant City Civil Court, Chennai.
My client states that after filing the above suit, the 1 st of you threatened my
client over phone on 23/11/2023 at the instigation of 3 rd of you that “if my
client didn’t vacate the tenanted premises, my client will have to face dire
consequences”. My client issued a legal notice dt. 24/11/2023 to the 1 st and
3rd of you and marked copy to the 2nd of you and informed the matter is of
civil nature and further the civil suit is pending between the parties and
requested the 1st of you not to adopt unlawful methods.
My client states that on 29/02/2024 and 01/03/2024, the 1 st of you sent two
police officials to my client’s residence in the evening 7 P.M. and
threatened my client in the name of enquiry. At that time my client
informed the said officials that he is a law abiding citizen and a civil suit
for permanent injunction is pending before the civil court and the matter is
of civil nature. Further requested them, not to harass him in the name of
enquiry.
My client states that our Hon’ble Supreme Court and Hon’ble High Court
repeatedly gave instructions to the director general of police to issue
necessary circulars to his subordinates not to interfere in civil matters.
Recently, a Additional Director General of Police also issued a circular to
his subordinate not to interfere in civil matters and not to harass the parties
in police station in the name of enquiry. But the 1 st of you for the reasons
best known to him without following the Supreme Court directions and

circulars issued by the superior officer, deliberately involved in my client’s


civil matter and thereby disobeyed the superior officers directives.
My client requested the 2nd of you to give necessary directions to the 1st of
you, not to involve in my clients civil matter and also take necessary
actions against the 1st of you who deliberately disobeyed the Supreme
Court directions and the superior officers circulars.
My client states that if the 1 st of you stop the unlawful act of harassing my
client in the name of enquiry in civil matter at the instigation of 3 rd of you,
my client has no other option except to implead yourself in the above suit
for obtaining appropriate order against you.
I on behalf of my client call upon the 1 st of you not to harass my client in
the name of enquiry in the civil matter and call upon the 2 nd of you to take
necessary action against the 1st of you for disobeying the superior officers
circular in dealing with civil matters immediately after the receipt of this
notice, failing compliance my client will be constrained to take appropriate
legal action against you all at your cost.
