SUBJECT : Camp Defense Plan

1. REFERENCES:

1. Standard Operating Procedure;

2. Camp Sheet of Philippine National Police Academy.

2. SITUATION:
a. There are some reports that hostile forces such as CCP/NPA,
Local Dissident Terrorists (LDTs) and any other armed groups may
attack the station anytime of the day or night. The camp strategic
location is the primary obstacle to which enemy forces may overcome
with the intent to inflict casualties, destroy facilities, promote propaganda
movements, harassments, gain supports and destroy the credibility of
the present government.

3. MISSION:
All personnel of Luna CPS will defend the installation from any
possible enemy attack covering all avenue approach of any attacking
force.

4. EXECUTION:

A. CONCEPT OF OPERATION:

a. Initially, all available personnel will fortify, repel,


and suppress the attacking enemy forces at the point of entry.
b. Perimeter defense will be employed around the
camp to cover and defend the installation.
c. The Camp Commander or most senior personnel
will immediately inform the Cavite Provincial Police Office and other
friendly forces of the impending enemy attack identifying the point of
entry and number of enemies and direct maneuvering reinforcing friendly
forces.

5. TASKING:
1. Police Station
a. Provide command and direction;
b. Detail at least one alert team at all time; and
c. Duty personnel advice all employees of different
section to lock possible entry of enemy forces and conduct
equipment check.

2. Section Chiefs:
a. Determine strong point of defense in respective
sections;
b. Provide and designate sector of fire to each personnel
assigned to man the strong units;
c. Inform the Chief of Police or the most ranking PNCO
through fastest means of current situation in their
respective section; and
d. Deploy respective forces at the least possible time to
cover respective sectors by fire and maneuver.

6. Coordinating Instructions:
a. The first personnel to notice the occurring attack will
initiate shot to give alarm to all personnel and indicate the direction of
the attack and enemy locations.
b. The Camp Commander or the most ranking senior
officer present at the time of the attack should immediately inform the
Cavite Police Provincial Office and shall be responsible for the execution
of this plan.

c. Coordinating with nearest friendly units shall be
immediately conducted by the Camp Commander or any personnel
present for reinforcement.
d. All personnel living out the Luna City and elsewhere
upon hearing that the police station is under attack shall immediately
report to the designated assembly area for deployment and orders;
e. If the occurring attack happens at night, all lights
should be switched-off. Utilizing all perimeter flood lights and available
service vehicles beam lights and should be aimed towards possible
enemy entry points.
f. In occurrence of fire, all personnel shall observe fire
evacuation drill.
g. When the attack has been suppressed personnel and
equipment accounting shall be conducted. Likewise, accounting of
enemy casualties and captured firearms/equipment shall be conducted.
h. In case the camp is over-run:
1. All vital documents and equipment’s shall be disposed
and destroyed according to prescribed SOP’s to prevent compromise;
2. Withdrawal shall be carried out systematically to
prevent unnecessary loss or damage to life and property.
3. All remaining forces shall consolidate at the front of
Academics Bldg, PNPA, pre-designated rallying/assembly point.
i. This Camp Defense Plan shall take effect upon
publication.

7. SERVICE SUPPORT;
a. Personnel vehicles shall be ready at all times.
b. Supply, logistical, and re-supply requirements should
be provided by the Cavite Provincial Police Office.

8. COMMAND SIGNAL:
a. Signal – current CEOI in effect; and
b. Alert – signal

1.Signal to call alarms:


a. Successive blast of whistle or gunfire and shouting “kalaban (3x)”

2. Signal to recall:
a) One (1) long blast of whistle; and
b) One (1) long blast of siren.

3) Command post – Initial TCP will be at the Police Station.
