Subject: Request for Consideration for the behind schedule of Construction of Tuga
Waterworks, Tuga, Tabuk City, Kalinga

SIR:

Please be informed that unnecessary delays occurred on the Construction of Tuga Waterworks
due to the following reasons to wit:

1. That the rotary driller that was intended for the drilling of the said project was busy
drilling for other projects;
2. That as a result, we have to wait for the mobilization of the rotary driller at the project
site;
3. That last month, the said driller was mobilized to the site and started drilling;
4. That in the course of drilling several layers of sandy soil collapsed;
5. That the several occurrence of collapse of soil hindered the drilling operation and delayed
the completion of test well;
6. That the test well was subjected to 24 hours of pumping test to develop the aquifer (water
bearing formation);
7. That the test well encountered several interruptions due to tripping of thermal protector of
the submersible pump;
8. That the electrical source do not have the adequate power supply to operate the said
submersible pump;
9. That there is a need to install transformer to step up the load and operate the pump
efficiently;
10. That the installation of transformer will take time to materialize subjected to submission
of several requirements and its approval by the KAELCO;
Considering that delays due to late mobilization of the rotary driller on the construction of the
project, the collapse of soil underneath which are fortuitous in nature and the requirement of
transformer to be installed at the site, were beyond our control and in the end not at our fault,
may we request for a consideration of offsetting those delays in our favor. This is to put our
schedule on date with no delays.
