1. Introduction
1.1. Background
1. This standardized baseline provides the baseline land-use scenario and the positive list
for additionality of afforestation and reforestation (A/R) clean development mechanism
(CDM) project activities in the Republic of Namibia.

2. Scope, applicability, and entry into force


2.1. Scope and applicability
2. This standardized baseline applies to A/R CDM project activities implemented within the
specified geographical region within the Republic of Namibia.
3. This standardized baseline can be used in conjunction with any of the approved A/R
CDM methodologies and simplified A/R CDM methodologies for small-scale A/R CDM
project activities.

2.2. Entry into force and validity


4. This standardized baseline enters into force upon adoption by the CDM Executive
Board, i.e. on 15 August 2016. This standardized baseline is valid for ten years from the
date of its adoption by the CDM Executive Board.

5. This standardized baseline is based on the proposed top-down standardized baseline
TSB0001 “Afforestation and reforestation CDM project activities in Namibia”.
6. This standardized baseline is derived from the “Guideline: Establishment of standardized
baselines for afforestation and reforestation project activities under the CDM”.

4. Parameters, values and positive list


8. Entire geographical region of the Republic of Namibia constitutes the specified
geographical region for application of this standardized baseline, except the areas A1 to
A5 delineated as follows:
(a) A1: Area bounded by the latitudes 17.50 degree S and 18.00 degree S, and the
longitudes 15.50 degree E and 16.50 degree E;
(b) A2: Area bounded by the latitudes 17.50 degree S and 18.00 degree S, and the
longitudes 17.50 degree E and 19.00 degree E;
(c) A3: Area bounded by the latitudes 17.50 degree S and 18.50 degree S, and the
longitudes 20.00 degree E and 25.25 degree E;

(d) A4: Area bounded by the latitudes 18.50 degree S and 19.00 degree S, and the
longitudes 20.50 degree E and 21.00 degree E;
(e) A5: Area bounded by the latitudes 20.00 degree S and 20.50 degree S, and the
longitudes 20.50 degree E and 21.00 degree E.
9. An A/R project activity proposed to be implemented in areas of land located entirely
within the specified geographical region for application of this standardized baseline, as
specified in paragraph 8 above, shall be deemed to be additional.
10. The baseline land-use scenario of an A/R project activity proposed to be implemented in
areas of land located entirely within the specified geographical region for application of
this standardized baseline, as specified in paragraph 8 above, shall be deemed to be the
same as the pre-project land-use scenario.
