5 A RESOLUTION SUPPORTING THE PASSAGE OF DRAFT MUNICIPAL
6 ORDINANCE NO. 50 ENTITLED “AN ORDINANCE PROVIDING FOR THE
7 PREVENTION PROGRAMS TO ADDRESS THE INCREASING ADOLESCENT
8 PREGNANCY IN THE MUNICIPALITY OF MARIVELES, PROVIDING FUNDS
9 THEREFORE AND OTHER PURPOSES” WITH INCLUSION OF A BEHAVIOR
10 CHANGE COMPONENT THROUGH PROACTIVE ADOLESCENT ADVOCATES FOR
11 TEENAGE PREGNANCY

17 WHEREAS, Section 14 of the R.A No. 10354 also known as “The Responsible
18 Parenthood and Reproductive Health Education Act of 2012” states that “The State
19 shall provide age- and development-appropriate reproductive health education to
20 adolescents which shall be taught by adequately trained teachers informal and non-
21 formal educational system and integrated in relevant subjects such as, but not limited
22 to, values formation; knowledge and skills in self-protection against discrimination;
23 sexual abuse and violence against women and children and other forms of gender
24 based violence and teen pregnancy; physical, social and emotional changes in
25 adolescents; women’s rights and children’s rights; responsible teenage behavior;
26 gender and development; and responsible parenthood: Provided, That flexibility in the
27 formulation and adoption of appropriate course content, scope and methodology in each
28 educational level or group shall be allowed only after consultations with parents-
29 teachers-community associations, school officials and other interest groups. The
30 Department of Education (DepED) shall formulate a curriculum which shall be used by
31 public schools and may be adopted by private schools;”

33 WHEREAS, Section 15 Article II of the 1987 Philippine Constitution provides that
34 States shall protect and promote the right to help of the people and instill health
35 consciousness among them.

37 WHEREAS, Section 11 Article XIII of fundamental law provides that States shall
38 adopt an integrated and comprehensive approach to health development which shall
39 endeavor to make essential goods, health and other social services available to all the
40 people at an affordable cost.

42 WHEREAS, Executive Order No. 141, Section 3 states that, "SKs are
43 encouraged to develop interventions to arrest and prevent all known causes of
44 adolescent pregnancies, and support adolescent mothers, which shall be reflected in
45 the Local Youth Development Plan (LYDP) and in the Annual Investment Program (AIP)
46 of their respective localities.”

1 WHEREAS, DepEd Division Memorandum No. 109 s. 2023 states that the
2 “International Adolescent Health Week” celebrated on March.

4 WHEREAS, Teenage pregnancy has an impact on many facets of young
5 people's lives mother, her spouse, and her offspring. When it comes to health, the life
6 and health of having a kid at a young age is dangerous, both the mother and the child
7 are in danger. "High risk pregnancy" qualifies, Education-wise, the young mother and
8 her partner typically dropped out of school to care for their child. Regarding
9 employment, the young parents must work, even for low pay, to provide for their families
10 their tyke. In terms of social issues, the couple, particularly the young mother, generally
11 subject to criticism and discrimination in their neighborhoods. The government wants to
12 limit and ultimately eliminate teenage pregnancy. However, it is still their responsibility
13 to help and support people in need. They are already in this scenario and are helpful.

15 WHEREAS, there is a constant number of teenage Pregnancies noted across all
16 18 barangays in Mariveles Bataan, in the 4-year comparative study from the Mariveles
17 Municipal Health Office.

19 WHEREAS, the Sangguniang Bayan have draft ordinance that supporting
20 teenage pregnancy prevention.

22 WHEREAS, the health committee of 5th Mariveles Youth Congress recognize the
23 need for the Inclusion of Behavior Change Component activities in the draft municipal
24 ordinance on teenage pregnancy.

26 WHEREAS, we saw the absence of peer educator who can influence others who
27 are willing to share their experience. To give awareness and educate the youth about
28 the consequences of being a teenage parent.

30 WHEREAS, as youth leaders we are very much concern in these current issues
31 that we strongly persuade the government to take actions regarding the said problems;
32
33 NOW THEREFORE, on a motion, duly seconded, the Plenary of the Fifth
34 Mariveles Youth Congress, in a session assembled, do hereby;
35
36 RESOLVED, AS IT IS HEREBY RESOLVED, by the Fifth Mariveles Youth
37 Congress to a resolution supporting the passage of draft municipal ordinance no. 50
38 entitled “An ordinance providing for the prevention programs to address the increasing
39 adolescent pregnancy in the municipality of Mariveles, providing funds therefore and
40 other purposes” with inclusion of a behavior change component through proactive
41 adolescent advocates for teenage pregnancy.

43 RESOLVED FURTHER, to respectfully request the Municipal Government of
44 Mariveles in coordination with the Mariveles Health Office, Barangays, Bureau of
45 Secondary Education to create a core group to be guided in carrying out the following
46 suggested activities:

48 A. Looking for Teenage Pregnancy advocate and helping them craft their narratives.

1 B. Conducting Teenage Pregnancy Prevention Caravans in all 18 Barangay of
2 Mariveles (Community and School Base) every month of March.
3 C. Establishing Teenage Pregnancy Hotlines.
4 D. Creating Teenage Pregnancy Support Group for already teenage pregnant mothers
5 (from pregnancy, delivery to post-partum guidance).

8 RESOLVED FINALLY, to forward copies of this Resolution to all concerned
9 further information and appropriate action;
