1. WBJEEM-2015
WBJEEM-2015 is the Entrance Test for admission to different degree level Architecture /
Engineering and Technology / Pharmacy as well as degree level Medical / Dental courses
in Universities / Government colleges as well as self-financing institutes of the state of
West Bengal for the academic session 2015-16.

WBJEEM-2015 will consist of 3 (three) papers:


i) Mathematics (100 marks)
ii) Physics & Chemistry (100 marks)
iii) Biological Sciences (150 marks).
There are three different options for a student while appearing in WBJEEM-2015 as stated
below:

2. SCHEDULE OF EXAMINATION
WBJEEM-2015 will be conducted as per the schedule given below:

Late start of the examination due to unavoidable reasons

In the event of unforeseen circumstances, a delayed start of examination


may be allowed up to a maximum of 15 minutes. The matter should
immediately be intimated to the Board/Control Room and extra time to the
extent of time lost should be allowed so that pre-allotted hours is available
for that session of examination.

3. SEATING ARRANGEMENT
The guidelines for preparing the seating plan of the examination are as given below:
i) The seating capacity of each Examination Room should be a multiple of 4, preferably
20 candidates. Provision must be made in the last room for extra seats for any
additional candidates, who may come from other centres (transfer candidates).
ii) At least a distance of 3 feet between two candidates seated in the same row (side-by-
side) MUST be maintained. The pre-printed Roll Number stickers of the candidates
(supplied by the Board) should be pasted on the benches/desks in the Examination
Rooms, according to the plan shown. In the figure, ‘R’ indicates the starting Roll No. in
the room. Seating arrangement should be in increasing order of Roll Numbers starting
from the first seat at ‘R’.

Note: The number of seats in all columns should be the same, either even or odd.
A chart showing the Roll Nos. should be pasted in front of each room / hall showing the
allotment of candidates in that room / hall. Display the overall room-wise seating plan
showing range of Roll Nos. prominently at the Entrance and other prominent places of the
centre to guide the candidates.

4. APPOINTMENT OF STAFF AND PROVISION OF OTHER ESSENTIAL FACILITIES

Seats for candidates suffering from infectious diseases
No candidate suffering from an infectious disease such as chicken pox, mumps etc. should
be allowed to sit in the same room with other candidates. If such a case is reported,
seating arrangement in a separate room/hall is to be made. The answer-sheets of such
candidates should be disinfected properly before packing.

5. ACTIVITIES IN THE DAYS OF EXAMINATION

Pre-Examination Activities: The Centre-in-Charge and the entire centre team must arrive
at the Centre 90 minutes before the start of examination, i.e. at 11:30 am on
05.05.2015 (where applicable) and 10:30 am on 06.05.2015. The Board
Representative(s) and the Observer(s) are also required to reach the Centre at afore-
mentioned time. Physically inspect arrangements pertaining to display boards, seating
arrangements, stickers of roll nos. on desks, control room, toilets, drinking water, security
at the entry points, signboards and helpers, before beginning the operations for the day.

The Centre-in-Charge must ensure strict punctuality in the following operations. All
concerned – the Invigilators, Board Observer(s) and Representative(s) – must adhere to this

6. GENERAL GUIDELINES

The Board Observer(s) with support from the Board Representative(s) is/are
required to hold a briefing meeting with the entire centre team (where
presence of each Invigilator is mandatory) starting at 11:45 a.m. for the 1st
day of Examination (05.05.2015) in case of the Centres where exam is on
two days and the same meeting will be arranged at 10:45 a.m. for the 2nd
day of Examination (06.05.2015) where only one day / two days is/are
allotted. All guidelines and regulations are to be clarified and discussed
during this meeting. This meeting should be completed within 20 minutes.

Invigilator allotment should be shuffled with respect to the rooms for two
sessions of examination. However, subject teacher should not be allotted
invigilation duty in the corresponding session.

Examinees MUST not be allowed to carry calculators (electronic or


otherwise), mobile phones or any other electronic equipment with
image capturing features and wired/wireless/cellular capability in the
examination hall during examination. Invigilators and other local office
bearers must switch off their mobile phones during the time of
examination duty.

The prohibition of mobile phone usage by invigilators should be strictly


ensured by the Centre-in-Charge.

The candidates should be duly intimated that rough work may be done in
the space provided within the Question Booklets.

Candidates must use Black / Blue ball-point pen


i) for writing particulars of the candidates as specified in the OMR Sheet
and putting signature and writing Question Booklet No. on the OMR
sheet and Photo Attendance Sheet.
ii) filling in the Bubbles in the OMR Sheet.
The Question Booklets have an OMR sheet inserted inside with a
small portion of the OMR sheet projecting out for an easy slide out when
required. The Question Booklets have two paper seals on the right edge.
Students will receive the Question Booklets following the schedule given in
the Table in Section 5. At that instant, they are allowed to only slide out the
OMR sheet without opening the seals in the booklet. Booklet seals can only
be broken when the examination begins as announced by the invigilator.
Any attempt to break the seal before this instant is strictly prohibited.
At the centre, Bell / Buzzer / Hooter should be sounded only at the
beginning and end of the examination in a session: i.e.,01.00 p.m. and
04:00 p.m. (on 05.05.2015) and 12:00 noon and 02:00 p.m. (1st session)
and 03:00 p.m. and 05:00 p.m. (2nd session) on 06.05.2015. No other bells
should be sounded during the examination.
Entry to centre premises should be restricted to bona fide candidates
and officials on duty only. Guardians must not be allowed to enter the
centre premises under any circumstances. Entry gates to the examination
area should be closed 30 minutes after the examination begins. No
candidate is allowed (i) to enter the examination rooms after closing the
entry gates and (ii) to leave the examination rooms before the formal closing
of the examination in a given session.
Exceptional cases of emergency, e.g. medical emergency, can be
decided by the Centre-in-Charge in consultation with the Board Observer. In
such cases, the candidate may be allowed to leave the centre, but before
leaving the candidate has to hand over the OMR, Question Booklet, Admit
Card, etc to the Centre-in-Charge. In case the candidate needs the Question
Booklet and Admit Card, he / she may be asked to collect the same after the
examination is over for that session.

Start distributing the Question Booklets in the examination rooms


exactly 15 minutes before the start of the examination in a session (as
shown in the Table in Section 5). Candidates can start reading instructions
and filling personal particulars on the right hand side of the OMR without
opening the seal of the question paper. Question Booklets should be placed
on all desks (against a Roll No. sticker) irrespective of whether the candidate
is present or not. Collect the unopened question booklets from
absentees' desks after 30 minutes of the beginning of examination.
Invigilators should read out the announcements for the candidates in
the examination room just 10 Minutes before the start of each session.
Candidates can open the seal and start answering the questions by
bubbling in appropriate places of the OMR using a Black / Blue ball-point
pen at 01:00 p.m. on 05.05.2015 and 12:00 noon and 03:00 p.m.,
respectively, for the two sessions on 06.05.2015.
Invigilators should begin to check the identity of candidates and
record attendance on the Photo Attendance Sheet after 30 minutes from the
start of each session. Invigilators should check the candidate’s appearance
against the photograph, and the signature and the details filled by the
candidate on the OMR against the respective entries on the Photo
Attendance Sheet (that they have from the Centre-in-Charge) and the Admit
Card as well. Left thumb impression of candidate must be captured
during Biological Sciences exam on 05.05.2015 and during Physics &
Chemistry examination on 06.05.2015.
In case candidate commits any error while filling up their personal
information on OMR sheet, no attempt should be made to erase or overwrite
using whitener on the OMR sheet. They should be advised to strikeout the
wrong information and clearly rewrite the information. After countersigning
any correction on the OMR (if required), the invigilators should sign on the
OMR Sheet in the designated space.
Once recording of attendance is completed, Invigilators should
bubble “P” for candidates PRESENT and “A” for the ABSENTEES on the
designated location on the attendance sheet. They have to put total no of
candidates absent in each sheet of the roll list using BLUE/BLACK ink.
They should then sign the Photo Attendance Sheet and hand over these
along with the unused Question Booklets and other material to the office of
the Centre-in-Charge, after tallying these with the number of absentees.
On completion of each session of examination, the Invigilators should
collect the OMRs, count them and tally their number with the number of
candidates present, before allowing the candidates to leave the examination
room. The candidates are allowed to take their Question Booklets with them.
The Invigilators should then arrange the OMR sheets in the ascending order
of Roll Numbers, and hand them over to the Centre-in-Charge immediately.
Instructions on question booklets and OMR are complete and self-
explanatory. No Invigilator, Centre-in-Charge or any member of his/her
team, Board Observer(s) or Representative(s) should give any interpretation
of the instructions to candidates under any circumstances.

Post-Examination Operations

The number of unused Question Booklets should be tallied against number


of absentees as soon as this information arrives from the examination halls
during the examination. The number of absentees would be available from
the Photo Attendance Sheet. The OMRs are then arranged in packets of 100
registered candidates (e.g. for a range of Roll Nos. covering 100 candidates of
which 5 are absent, there will be 95 OMRs in the corresponding packet).
This means that each packet may contain any number of OMRs ranging
from zero to hundred. These should be packed in subject-specific envelopes
provided by the Board. OMRs of Transfer Cases and Candidates using
Unfair Means should be packed in separate subject specific envelopes. All
packets must be sealed with signatures of Centre-in-Charge and Board
Observer, in the presence of 2 Invigilators At the end of each session, these
packets of used OMRs and unused materials must be placed in a trunk and
locked securely, and the keys should be retained by the Centre-in-Charge.
It is specifically requested that no copies of Question Booklet or OMR
be retained by the Centres.

7. DUTIES & RESPONSIBILITIES OF CENTRE-IN-CHARGE

Centre-in-Charge is the most responsible person in the examination system


for smooth, orderly and methodical conduct of examination without
malpractice of any kind. Of course, Observers and Board Representative(s)
will always be available to assist the Centre-in-Charge in the process and for
sorting out any problem that may arise during the conduct of the
examination.

Examination Area and Rooms


The examination area must be secure and should have only one entry gate
open on the examination day(s). Arrangements must be made for security
during the examination with the help of local police. The rooms must be
well-ventilated and well-lit, with good quality furniture. The examination
rooms and control room should not be far apart, and all rooms should
preferably be in one building. Facilities for toilet and drinking water must be
available in the examination area. Operations for cleaning and rearranging
seats and placing roll number stickers must begin sufficiently in advance,
and completed in any case by evening of the day before the examination.
Additional Guidelines
The Centre-in-Charge should positively arrange (personally) for collection of
the steel trunk (s) containing the confidential packets from the local police
station on the date (s) of examination as follows-
05.05.2015 : between 10:30 a.m. and 11:00 a.m.
06.05.2015 : between 09:30 a.m. and 10:00 a.m.

In case of unavoidable circumstances, the Centre-in-Charge may,


however, authorize the Additional Centre-in-Charge or a responsible person
duly attesting his/her signature along with the letter of authority issued
from the Board to perform the said work on his/her behalf.

Ensure that only the bonafide examinees are allowed to enter the
centre premises/compound through verification of Admit Cards. The
candidates will posses downloaded copy of Admit Card.
Parents/guardians/companions of the examinees should not be
allowed to enter the centre premises in any case during the examination.
In any session, the invigilator(s) appointed must not be a teacher of the
subject in which the examination is conducted; e.g. during the Mathematics
examination, the invigilator in the hall must NOT be a Teacher of
Mathematics and similarly for the other subjects.
The invigilators should carry an exact number of Question Booklets
(equal to the number of candidates assigned to that room) with them and
also should ensure that these are distributed in the same order, and serially
in which they are arranged and they are not shuffled after receiving in the
control room. The OMRs are already inserted inside the Question Booklets
and they should remain that way until the candidates remove them after the
booklets are distributed in the room.
Candidates are duly cautioned that if they are found to possess
mobile phones inside the examination hall their candidature in that
subject may be cancelled outright.
In case of any problem regarding the conduct of the examinations,
Centre-in-Charges are requested to consult with the Board Officials posted
at the centre. In emergent cases, where, such persons are not immediately
available, Centre-in-Charge can contact the nearest control room or the
Board's Office over phone. However, if all efforts to contact the board
officials fail, Centre-in-Charge can take his/her decision in consultation
with senior teachers and Board Officials present at the centre in the interest
of smooth and orderly conduct of the examination and report the same in
writing to the Board.
The Centre-in-Charge must see that the Question Booklets or OMR
Sheets are neither retained nor copied (or duplicated) in any form by
anybody at the centre during examination.
For any malpractice/breach of discipline/flouting of norms by any
examinee proper action must be taken immediately on detection and this
must be mentioned in the report of the Centre-in-Charge.
The centre will receive from the Board two sets of Photo Attendance
Sheets. The candidates record their signatures during the examination and
put their LTIs during the 1st day of examination (05.05.2015.) and the 2nd
session of the 2nd day of Examination 06.05.2015. Relevant sheets of these
documents will have to be distributed to each invigilator to be used during
the examination in each room/hall.
Attendance sheets are in the OMR format and the invigilator has to
mark the present or absent candidates using bubble at indicated position on
the attendance sheet. Since all attendance sheets will be scanned by
machine, care must be taken to preserve the bar code and contents on the
sheet.
The centre will also receive from the Board an Attendance Sheet for
transfer candidates. In case the centre receives transfer candidates, the
Centre-in-Charge is advised to accommodate such candidates.

Receiving and packaging of material at the end of each session of
examination
On completion of examination of each session for 05.05.2015 and
06.05.2015, the Centre-in-Charge must receive the following items from the
invigilators:
 Used OMR Sheets
 Unused Question Booklets not issued to the candidates
 Photo Attendance Sheets duly signed by the examinees with the
respective Question Booklet numbers etc. written in proper place
 Attendance Sheet of transfer candidates, if any, duly signed by the
examinees with the respective Question Booklet numbers etc. written
in proper place
 Report of malpractice, if any, in the hall for that session.
After every session:
 Arrange the OMRs subject-wise maintaining the seriality of the Roll
Nos. of the same. Put them in subject specific envelopes supplied by
the Board and seal them. Fill in the details, as printed on the
envelope. The Centre-in-Charge and the Board Observer(s)/Board
Representative(s) should put their signatures on all sealed
envelopes.
 Pack unused Question Booklets with brown paper received from the
Board. Write the subject name on the brown paper packet.
 Missing OMR Sheets (if any) should be reported to the local police
station and that report should be sent to the Board along with a
receipt copy of the report sent to the police station.
 For the 2nd day of examination i.e. on 06.05.2015: After the 1st
session is complete, preparations for next session must be made
immediately so that the next session may take off in time.
The Packing and sealing of Confidential materials (Used OMR sheet) at
the end of examination on both 05.05.2015 and 06.05.2015
The packing and sealing of Post-examination Confidential materials
(Used OMR sheets) maintaining the seriality of Roll Nos should be done
carefully at the end of examination on 05.05.2015 (if applicable) and the
sealed trunk(s) containing only the used OMR Sheets with duly pasted
Sticker should be deposited to the local Police Station. The unused OMR
Sheets and other materials should be kept under the custody of Centre-in-
Charge.
Similarly the packing of the post examination confidential materials
(Used OMR sheets) should be done at the end of each session of examination
on 06.05.2015. Then put all such packed used OMR Sheets for two sessions
of 06.05.2015, Photo Attendance Report and the four fold file in the trunk of
“Mathematics” and paste the “Confidential material” sticker on the top lid of
the trunk. Mark the Check Box in the sicker against items put into the
trunk and to be signed by the Officials as mentioned on the sticker.
Other miscellaneous materials should be kept separately inside other
trunks (without sticker) and all the trunks should be deposited to the local
police station except Howrah, Kolkata and other nearby Centres.

 Since collection of the sealed trunk(s) containing examination
materials after examination for Local Centres (Kolkata/Howrah and
other nearby centres) for both days (if applicable) would be made by
the Board Representatives, the Centre-in-Charge is requested to hand
over the aforesaid Trunks(s) along with one copy of filled in challan to
the Board Representative(s) as early as possible to facilitate bringing
the same to the Local Collection centre / Board’s Office immediately
on the same day.
 The sealed trunks in case of other centres for both days of
examinations should be kept in the local Police station for collection
by the Board staff.

Packaging at the end of the Second session on 06.05.2015

 Put the Photo Attendance Sheets and the Attendance Sheet for
transfer candidates, if any, in the white envelope with “Attendance
Report” stamped on it.
 In the four-fold file provided by the Board, put the following items:
 Report of Centre-in-Charge based on the reporting by the
Invigilators
 Report of malpractice, if any and
 Centre Expenses Bill
 Remuneration Bill and T.A. Bill by Board Observer(s)
 Remuneration Bill and T.A. Bill by Board Representatives
 Generator Bill
Tick the items printed on the sticker pasted on the top flap of the file
accordingly. The Centre-in-Charge has to put his/her signature on the
same.

8. DUTIES AND RESPONSIBILITIES OF INVIGILATORS

Invigilators play the most important role in the process of smooth and fair conduction of
this examination. The success of this system of examination or test is completely
dependent on the efficiency of the Invigilators in performing the assigned duties. Hence,
in order that the Invigilators may be able to contribute to the fullest of their abilities, the
following guidelines are suggested to be followed by them in the examination halls during
the same.

a. Must ensure that they are not connected with any WBJEEM coaching organisation.
b. Must attend the briefing session addressed by the Board Observer.
c. Must ensure that you are not carrying a mobile phone into the examination room.
d. Must collect the allotted packets or envelopes containing questions booklets and OMR
Sheets from the Centre-in-Charge at the appropriate time.
e. Must get all doubts cleared in consultation with the Centre-in-Charge regarding the
manner in which the examination inside the hall is to be conducted and must be
conversant with any other responsibilities assigned to the Invigilators before
proceeding to the examination halls.

f. On reaching the hall:


i. Must ensure that only the bonafide examinees are present inside the hall.
ii. Must ensure that no examinee is carrying with him/her any other material
except : Ball-point Pen – Black/Blue and Admit Card for WBJEEM – 2015
iii. Must ensure that each candidate is occupying the seat earmarked for him/her by
the centre.
iv. Must ensure that the examinees do not possess any type of Calculator and/or
mobile phones or any electronic device with them.
v. The MCQ type questions (objective) are to be answered in OMR Sheets. The
rough work may be done in the space provided within the Question Booklet.
g. After verifying that the candidate has written his/her Question Booklet Number on the
OMR Sheet, the Invigilator must put his/her signature on the specified place of the
same.
In case of Attendance sheet as well, the Invigilator should put his/her signature
only after verifying that the candidate has written his/her Question Booklet No.
and has put his/her signature on the specified places.
h. Unused Question Booklets are to be deposited to the Centre-in-Charge within 1 hour
from the start of the examination.
i. No examinee should be allowed to leave the hall for toilet etc. within 45 minutes from
the start of each session and not also be allowed during the last 20 minutes of each
session. Candidates should not be allowed to carry anything in the toilet.
j. On completion of the examination in each session, no candidate should be allowed to
leave the hall till all OMR Sheets are collected from all examinees and the count is
verified and found to be OK. The examinees may take the Question Booklet with them.
k. Invigilators must check the photographs and signatures on the Verification Record
Sheets and Admit Card (printed copy downloaded from website) with the actual
examinee before allowing him/her to sign in the Attendance Sheet.
l. Invigilators should also match signature put by the examinee on the Attendance Sheet
with that on the admit card Verification Record Sheet,
m. LTIs of the candidates are to be taken once in the said Attendance Sheet at the
indicated space during the examination of Biological Sciences (0n 5th May) and Physics
& Chemistry (on 6th May),
n. Invigilators must put their full signatures in the space provided in the Attendance
Sheet after taking attendance in each session. Invigilators should use the “Extra
Attendance Sheet” for the transfer candidates, if any.
o. Invigilators must put their signatures in the boxes provided in the OMR Sheets only
after the candidates have put their signatures.
p. In case of any suspected discrepancy between the examinee's look and the photograph
or any discrepancy in the signature, the matter should be promptly reported to the
Centre-in-Charge and appropriate actions should be taken and a written report to be
sent to the Member Secretary of West Bengal Joint Entrance Examinations Board.
q. After taking attendance, the Invigilators must keep account of number of candidates
appearing for the test and also number of absentees, if any, and a report of the same
is to be sent to the Board through Centre-in-Charge.
r. The OMR Sheets must be handled and packed (in unit of 100 registered candidates)
very cautiously without damaging any portion in any manner as this is important for
evaluation.

s. The unused envelopes are to be packed separately as per instructions given to the
Centre-in-Charge. The paper seal of unused question booklets should not be broken.
Invigilators must not leave the Centre without the consent of the Centre-in-Charge.
They should render necessary assistance to the Centre-in-Charge in the process of
packing and sealing of used OMR Sheets maintaining category-wise the seriality of the
Roll No. with an account of the total nos. packed as per instructions given to the
Centre-in-Charge. They should also assist the Centre-in-Charge in preparation of the
reports, if required.

ANNOUNCEMENTS TO BE MADE BY THE INVIGILATOR TO THE CANDIDATES

a) Take out the OMR Sheet from the Question Booklet without breaking the seal.
b) Read the Instructions given on the OMR Sheet carefully. On the left-hand side of the
OMR, darken the appropriate bubbles for the Question Booklet No., Roll Number and
Examination Paper with a Black/Blue ball-point pen only. Also write the Name and
other particulars and sign on the OMR only in the space provided for this purpose.
Entering the Name or Roll number or signing anywhere else is NOT ALLOWED.
c) If you have to make any changes to your entries on the left-hand side of the OMR, do
not use whitener or overwrite. Do not make any change in bubbled portion. Strike out
the wrong text entries, rewrite correctly and get it countersigned by the invigilator.
d) Do not tamper with the barcode. Any marking on the barcode will lead to
cancellation of your registration.
e) At the time of signing the Attendance Sheet, please verify the spelling of your Name
and Roll Number. If any correction is needed, bring it to the notice of the invigilator.
f) Left Thumb Impressions of the candidates are to be given once in the Attendance Sheet
at the indicated space during the examination of Physics & Chemistry.
g) Mobile phones (cell phones)/Calculators/Blank papers/clip boards/log tables/any other
communication or electronic gadgets are NOT ALLOWED.
h) Any violation of the instructions or adoption of unfair means will lead to cancellation of
your registration.
i) You cannot leave the Examination Hall until the end of examination and not before
all the OMRs are collected and tallied by the Invigilator.
j) No clarifications or doubts in the Question Paper will be entertained.

Following Conditions may lead to expulsion from the examination hall:


 If any candidate is found talking to another candidate for any purpose whatsoever.
 If any candidate refuses to comply with the instructions of the Invigilators or any other
officials of the examination centre or of the Board.
 If any candidate is found to be in possession of Mobile Phone, Calculator, book, notes,
any electronic/communication device, papers with writing/scribbling except the
articles as mentioned earlier.
 If any candidate violates the examination norms of any other type.
 If any candidate is found to be impersonating.
 If any candidate is found to be adopting unfair means.

9. IMPORTANT INSTRUCTIONS AND GUIDELINES FOR BOARD OBSERVERS

a) The Board Observer is required to be present at the centre positively by 11:30 a.m. on
05.05.2015 (if duty allotted) and 10:30 a.m. on 06.05.2015 and to visit all the
examination halls of the centre. He/she will show his/her appointment letter and
photo ID card to the concerned Centre-in-Charge as his/her introduction and identity.
b) The Board Observer(s) with support from the Board Representative(s) is required to
hold a briefing meeting with the entire centre team (where presence of each
Invigilator is mandatory) as per following schedule
05.05.2015 : starting at 11:45 a.m.(where two days sessions are applicable)
06.05.2015 : starting at 10:45 a.m. (where one day session is applicable)
(The meeting duration should not exceed 20 minutes)
All guidelines and regulations are to be clarified and discussed during this meeting.
c) He/She will visit the examination halls of the centre as many times as possible for
preparing a report regarding the conduction of the examination.
d) The Observer should remind the Invigilators regarding the fact that before putting
their signature on the specified places they should verify as to whether each candidate
has written Question Booklet No. on the OMR Sheet and Attendance Sheet. The matter
should be taken seriously.
e) The Observer should also note that the candidates can do the rough work in the space
provided within the Question Booklet.
f) If the Observer finds any violation of examination norms, he/she will draw the
attention of the concerned Centre-in-Charge and inform Board Office/nearby Control
Room immediately.
g) The Observer should extend his/her co-operation to the Centre-in-Charge for smooth
and peaceful conduction of the examination as per guidelines suggested by the Board.
h) The Observer should note that instructions have been given to the Centre-in-Charge to
the invigilators to arrange for the use OMR sheets subject-wise maintaining category-
wise seriality of the Roll nos. and then pack them in subject specified envelops. The
envelop tops are properly filled up by the centre-in-charge and signed by relevant
authorities as printed on it.
 Photo Attendance Sheets and Attendance Sheets for transfer candidates are
properly packed in designated envelope.
 Unused Question Booklets are returned to the Board and not retained by the
Centre.
 All confidential post-examination materials are packed, sealed and the
‘Confidential materials’ printed poster be pasted on it in the Biological Sciences
Trunk for 1st day session ( on 05.05.2015) and Mathematics Trunks for the 2nd day.
i) Observers should kindly see that proper attention has been given to identify the cases
of impersonations (if any) and when detected proper action has been taken
immediately.
j) The Observer will guide the Centre-in-Charge and the Board Representative in
resolving any dispute with regard to conduction of the examination.
k) The Observer should note that for local centres, (i.e. centres located in Kolkata and
Howrah or nearby) Board Representative will take the responsibility of carrying the
sealed trunk(s) containing all sealed packets either to the local collection centre or
to the Board Office by Taxi after completion of the day's examination.

l) For other remaining centres sealed trunk(s) containing sealed packets are to be
kept in the local police station for collection by Board Staff membeINR

m) The Observer is required to submit a feedback report on the centre elaborating on the
points as per proforma given below within 7 days from the date of examination.

10. GUIDELINES FOR BOARD REPRESENTATIVES

a) The Board Representative (BR) is required to report to the Centre-in-Charge positively


by 11:30 a.m. on the 1st day of examination i.e. on 05.05.2015 and 10:30 a.m. on
the 2nd day of examination i.e. on 06.05.2015. He/she will show his/her
appointment letter and photo ID card to the concerned Centre-in-Charge as his/her
introduction and identity.
b) For better coordination and smooth conduction of the examination, it is mandatory
that :
i) a brief meeting with the Board Observer and Invigilators in presence of Centre-in-
Charge be held as per following schedule :
05.05.2015 : starting at 11:45 a.m.(where two days sessions are applicable)
06.05.2015 : starting at 10:45 a.m. (where one day session is applicable)
(The meeting should be of a duration of 20 minutes)
ii) He/she should be conversant with the instructions given to the Invigilators and to
the candidates.

iii)He/she should have a general understanding of MCQ type examination.


iv)Board Representatives must be present at the time of packing of confidential
papers after collection from the halls (even in interval between two sessions of
examination), and also must be present during distribution of Question Booklets & OMR
Sheets before the commencement of examination in each session. During packing &
sealing of used OMR Sheets, category-wise seriality in respect of Roll No. should be
maintained carefully.

c) The Board Representative must ensure that


i) Adequate precautions are taken by the Centre-in-Charge in carrying the
Question Booklets & OMR Sheets from distribution centre/office to the
examination halls.
ii) Question Booklets and OMR Sheets are distributed in the examination halls
without breaking the seriality in which they are packed before the
commencement of examination in each session.
iii) The paper seal on the Question Booklet is not opened by the candidate before
the commencement of examination in each session.
iv) The Question Booklets are not retained or duplicated in any form by any
person. Only candidates are allowed to retain the question booklet at the end
of the examination.
v) The identities of candidates with downloaded version of Admit Card are
thoroughly verified if any confusion is arisen. The Photo Attendance Sheet
should be used for ascertaining the identity of aforesaid candidates. In case of
any doubt the same may verified against the candidate’s information provided
in a CD available with the Centre-in-charge.
vi) Invigilators and other personnel involved in examination process do not
possess/use mobile phones during examination.
vii) All the used OMR Sheets are handed over to the Invigilators by the examinees
just after the completion of the examination of each paper and the examinees
are not allowed to leave the examination hall till the total count of the said
OMR Sheets is found to be OK. The candidates may take the question booklet
with them.
d) On proper verification, the Board Representatives have to prepare one copy of subject-
wise and type-wise "Consolidated Absentee Statement" of the candidates in the
prescribed proforma to be obtained from the Centre-in-Charge of the examination
centre and to hand over the same to him in the specified envelop (provided for the
purpose) duly sealed .
e) Envelopes containing Consolidated Absentee Statement, Descriptive Rolls, Attendance
Sheets (duly signed by the examinees), Report of the Centre-in-Charge, Report of
malpractice (if any) and Centre Expenses Bill are to be put in the Four-fold file.
Other miscellaneous materials should be kept separately inside the trunk(s). All
packets are to be made using the envelopes supplied by the Board.

f) The Board Representatives deputed to local centres in Howrah, Kolkata and


surrounding area are requested to bring the sealed trunk(s) containing all such
packets back either to the local collection centre or to the Office of the Board
immediately on completion of the day’s examination by hired transport. For other
centres, sealed trunk(s) containing all sealed packets are to be kept in safe custody
of the nearest Police Station for collection by Board Staff.

g) Filled in remuneration bill, along with the bill for TA/DA should be submitted to the
Board Office for arranging payment.

the confidential examination materials should be deposited to the safe
custody of the local police station from where the same was collected
before examination. The concerned police stations have been instructed
accordingly.

 The examinees should be duly instructed that after opening the


Question Booklet they should check thoroughly the entire Question
Booklet and if any misprint is detected, it should be brought to the
knowledge of the concerned invigilator. In such cases, the question
booklet should be replaced immediately. After completion of the
examination in each subject, the examinees shall not be permitted to
leave the hall until all OMR Sheets are collected from them and count
of the same is found to be OK. However, the candidates may take
the question booklets with them after the examination.
 Centre-in-Charge should ensure that room-wise list of invigilators along
with their designations and specimen signatures be sent to the office of
the Board along with the examination materials.
 In case of any dispute, the Centre-in-Charge may contact the concerned
Control Room for assistance and guidance.
 Each examination centre will be provided with one CD containing the
detailed information regarding the candidates allotted to that centre. In
case of any confusion regarding a candidate, his/her detailed information
may be obtained from the concerned CD by entering his/her Roll Number
in order to take appropriate decision in the matter.
 Other instructions already communicated regarding duties and
responsibilities of Centre-in-Charge, Invigilators, Observers and Board
Representatives should be followed thoroughly.
 Special care should also be taken to ensure that the examinees have
mentioned the Question Booklet No. in the appropriate place on both the
OMR Sheet along with filling in the respective bubbles and on the
specified place of the Photo Attendance Sheet.
 Special care should also be taken to ensure that the examinees have put
their left thumb impression on the Photo Attendance Sheet in the
specified place during the examination in the 2nd session only (during
the Physics and Chemistry paper) on 06.05.2015.
 While packing confidential articles, care should be given to the aspect
that
 Used OMR Sheets (in units of 100 registered candidates) for individual
subjects are sealed in specific envelopes and duly signed by Centre-in-
Charge and Board Observer(s)/Board Representative(s).

 The Photo Attendance Sheets and the Attendance Sheet for transfer
candidates (if any), duly signed by examinees in all sessions, are
properly sealed in the “Attendance Report” envelope and duly signed

12. UNFAIR MEANS - PROCEDURE TO BE FOLLOWED

The Centre-in-Charge should prepare a report of the unfair means resorted


to by the candidate with his/her statement along with the statement of the
Invigilators mentioning the time of detection of unfair means in his/her
report. If the candidate refuses to give statement he/she should not be
forced to do so. The fact of his/her refusal should be recorded by the
Invigilator(s) on duty at the time of occurrence and attested by the Centre-
in-Charge.
The concerned OMR Sheets should be packed separately along with a copy
of the report in a subject specific envelope and should be marked as "R.A.
Case". The packet should then be tied with packet containing used OMR
Sheets of other candidates in that subject.
Procedure to be followed in case of smuggling out of the OMR Sheet
In case a candidate has smuggled out the OMR Sheet, the Centre-in-Charge
should immediately call for the candidate directly or through any source and
try to procure the OMR Sheet. If the efforts fail, the matter should be
reported to the local Police Station and a copy of the FIR should be sent to
the Board along with the report of the Centre-in-Charge in this regard and
the statement of the Invigilators concerned.
Procedure to be followed in case of impersonation
In case of impersonation, the candidate found to be impersonating should
be handed over to the police and a detailed report in the matter should be
sent to the Board.

The Centre-in-Charge should positively arrange (personally) for collection of

06.05.2015 : between 09:30 a.m. and 10:00 a.m.
In case of unavoidable circumstances, the Centre-in-Charge may, however,
authorize the Additional Centre-in-Charge or a responsible person duly
attesting his/her signature along with the letter of authority issued from the
Board to perform the said work on his/her behalf.

Storing sealed steel trunk(s) containing the confidential examination
materials at the end of day's examinations
On completion of day's examinations, the sealed trunk(s) containing the
confidential examination materials should be deposited to the safe custody
of the local police station from where it was collected before examination
except for the centres located in the districts of Kolkata, Howrah and nearby
area. For the centres located in the districts of Kolkata, Howrah and nearby
area the said steel trunk(s) will be brought and deposited by the Board
Representative(s) deputed at that centre either to the nearby collection
centre or to the office of the Board on the day of examination.
