CONCEPT OF HOUSING DEVELOPMENT

The concept of housing development encompasses a broad range of ideas and practices

that are aimed at improving the availability and affordability of housing. At its core, housing

development is about creating livable and sustainable communities that meet the needs of the

people who live there. This can include providing access to safe and decent housing, as well as

the amenities and services that support a good quality of life. Additionally, housing development

should consider social and environmental factors, such as inclusivity, resilience, and

environmental sustainability.

Housing development refers to the process of planning, designing, and building new

housing units, as well as the maintenance and improvement of existing housing stock. It involves

a variety of stakeholders, including developers, architects, engineers, planners, contractors, and

government agencies.

The goal of housing development is to create quality housing that meets the needs of the

community, while also considering factors such as affordability, sustainability, and design.

- Housing development is often driven by the need for affordable housing, especially for low-

and middle-income families.

- Governments at all levels have a role to play in facilitating housing development, through

policies, incentives, and partnerships with the private sector.

- In order to ensure the success of housing projects, it is important to consider factors such as

To further explain the concept of housing development, it can be helpful to consider the

different stages of the process. First, there is the planning stage, where governments and

developers assess the needs of the community and develop plans for new housing developments.

Second, there is the construction stage, where the physical structures are built. Third, there is the

management stage, where the built environment is maintained and managed over time. Finally,

there is the renewal stage, where housing developments are adapted and updated to meet

changing needs. All of these stages are interconnected and essential to ensuring that housing

development is successful.

IMPORTANT OF HOUSING DEVELOPMENT

Housing development is important for a number of reasons. Firstly, it helps to meet the

growing demand for housing, particularly in areas where population growth is outpacing the

supply of new housing. Secondly, it can help to revitalize communities by bringing new

economic opportunities and improving the overall quality of life for residents. Thirdly, it can

are just a few of the many benefits of housing development.

In addition to the importances discussed above, there are several other important aspects

of housing development. One of these is the role of housing development in supporting

economic growth and development. Housing developments can create jobs, boost economic
activity, and attract investment to a community. Additionally, housing development can have a

significant impact on public health and wellbeing. For example, access to safe and decent

housing can reduce stress, improve mental health, and decrease the risk of illness. Finally,

CHARACTERISTICS OF HOUSING DEVELOPMENT

There are several characteristics that define housing development. First, housing

development is typically focused on providing affordable housing for low- and middle-income

families. Second, housing development often involves the construction of a large number of

housing units, sometimes in the form of entire communities or neighborhoods. Third, housing

development typically takes place in accordance with government-approved plans and

regulations, which may include zoning and building codes. Fourth, housing development often

Some Additional Characteristics Of Housing Development Include:

- The use of innovative technologies and construction methods to improve the efficiency and

quality of housing.

- The consideration of sustainability factors, such as energy efficiency, water conservation, and

waste management.
- The use of participatory approaches, such as community consultations and public-private

partnerships, to ensure that housing development meets the needs of the community.

- The consideration of social and cultural factors, such as the need for family housing, safe

neighborhoods, and adequate services.

- Adequacy: Housing development should provide adequate living space and facilities for

residents.

- Affordability: Housing development should be affordable for the target population.

- Accessibility: Housing development should be accessible to all people, including those with

disabilities.

- Sustainability: Housing development should be designed and constructed in a way that

minimizes environmental impact and maximizes energy efficiency.

- Safety: Housing development should be designed and built in a way that promotes safety and

security for residents.

EFFORT OF FEDERAL GOVERNMENT IN HOUSING DEVELOPMENT

The Federal Government of Nigeria has played a significant role in housing development

in Rivers State, through the provision of finance, technical assistance, and policy support. One

notable example is the National Housing Fund (NHF), which was established by the Federal

Mortgage Bank of Nigeria to finance the construction of affordable housing. Another example is

the implementation of the National Housing Policy, which guides the development of housing
programs across the country. Additionally, the Federal Government has also supported housing

development in Rivers State through the provision of land, infrastructure, and credit facilities.

EFFORT OF RIVER STATE GOVERNMENT ON HOUSING

DEVELOPMENT FOR THE PAST 10 YEARS

The Rivers State Government has been very active in promoting housing development in

the state, through a range of initiatives. One key example is the introduction of the Home

Ownership Mortgage Scheme (HOMS), which provides mortgage loans to low- and middle-

income earners in the state. The state government has also established a Land Allocation

Committee to ensure equitable distribution of land for housing development. Additionally, the

government has provided support to various housing development projects through the provision

of infrastructure, such as roads, water, and electricity.

Here Are Some Additional Details About The Housing Schemes Mentioned Above:

- The Garden City Housing Scheme is being developed in partnership with the African

Development Bank and aims to provide 10,000 housing units across four local government areas

in Rivers State. Two bedroom flat is sold at 20 million naira while three bedroom flat is sold at

25 million naira.

- The HOMS Scheme was launched in 2019 and aims to provide affordable housing for civil

servants in the state. It has being implemented in collaboration with the Federal Mortgage Bank

of Nigeria and aims to provide 2,000 housing units in selected local government areas in the

state.
- The Omademe Housing Project is being developed in partnership with the Federal Mortgage

Bank of Nigeria and aims to provide 400 housing units in Omademe town.

In addition to several housing programs currently being implemented in Rivers State, including:

- The Garden City Housing Scheme, which was launched in 2018 and aims to provide affordable

housing to low- and middle-income families. property is sold from 15 million naira below.

- The Abonnema Housing Project, which was initiated 2019 and being developed in partnership

with the Federal Ministry of Housing and Urban Development, and aims to provide low-cost

housing for residents of Abonnema. Generally, prices are a bit lower in which they ranges from

10 million naira above depending on the type of the property.

CONCLUSION

In conclusion, housing development in Rivers State is a complex and multi-faceted

process that has the potential to improve the lives of the people who live there. The state

government has made significant progress in terms of planning and building new housing

developments, but there is still more work to be done to ensure that everyone has access to safe,

decent, and affordable housing. With continued effort and investment, it is possible to create

thriving communities where people can live, work, and thrive.

In addition to the factors mentioned above, there are a few other elements that should be

considered in order to achieve successful housing development in Rivers State. First, there

should be a focus on community participation and consultation in the planning and design

process. Second, the state should consider implementing policies that promote social equity and

inclusion, such as rent control or anti-discrimination measures. And finally, there should be a
focus on creating housing that is resilient to climate change and natural disasters. By taking these

factors into account, the state can create housing developments that truly meet the needs of its

residents.
