WHAT IS HOUSING

Housing refers to the construction and assigned usage of houses or buildings individually

or collectively, for the purpose of shelter. Housing is a basic human need, and it plays a critical

role in shaping the quality of life for individuals, families, and communities.

In simple terms, housing refers to the place where people live. It includes not just the

physical structure, but also the social and economic aspects of living in a particular place.

Housing can be thought of as a basic human need, just like food and water. It's more than just a

roof over one's head - it's a place where people can feel safe, secure, and connected to their

community. Housing is also an important factor in a person's quality of life, as it can impact their

health, education, and economic opportunities. There's a lot more to housing than just four walls

and a roof.

Few other key things to know about housing include:

- Housing is a basic human right, as recognized by the United Nations' Universal Declaration of

Human Rights.

- There are a variety of different types of housing, including single-family homes, apartments,

public housing, and more.

- The cost of housing can vary widely depending on location, size, and amenities.

- Access to quality housing is an important social justice issue, as it affects people's ability to

lead healthy and productive lives.


- Housing policy can have a significant impact on the economy, as well as on social and

environmental issues.

LITERATURE REVIEW OF RIVERS STATE

Rivers State, also known as Rivers, is a state in the Niger Delta region of southern

Nigeria (Old Eastern Region). Formed in 1967, when it was split from the former Eastern

Region, Rivers State borders include: Imo to the north, Abia and Akwa Ibom to the east, and

Bayelsa and Delta to the west. The State capital, Port Harcourt, is a metropolis that is considered

to be the commercial center of the Nigerian oil industry. With a population of 5,198,716 as of the

2006 census, Rivers State is the 7th most populous state in Nigeria. Rivers State is a diverse state

that is home to many ethnic groups: Ikwerre, Ogoni, Igbo, Ogba, Etche, Ekpeye and Ijaw.

The state is particularly noted for its linguistic diversity, with 28 indigenous languages

being said to be spoken in Rivers State, these include Ikwerre, Igbo, Ogba, Abua, the Etche,

Ogoni and Ijaw languages. Rivers State is the 26th largest state by area, and its geography is

dominated by the numerous rivers that flow through it, including the Bonny River. The economy

of Rivers State is dominated by the state's booming petroleum industry. Although the rise of the

oil industry has led to increased revenue for the state government, mismanagement and

corruption have prevented the state from rapid development and meaningfully tackling poverty.

During the 2000s, Rivers State saw a rise in the number of cult killings committed within the

state. In 2019, Governor Ezenwo Nyesom Wike declared Rivers State to be a Christian state.
WHAT IS A HOUSING DEVELOPMENT CORPORATION

A housing development corporation (HDC) is a type of non-profit organization that's

dedicated to providing affordable housing. HDCs typically work with local, state, and federal

governments to develop and manage housing for low-income individuals and families. In

addition to developing and managing housing, HDCs also provide a range of support services,

such as financial literacy training, job training, and more. HDCs are a vital part of the affordable

housing landscape, and they play a crucial role in helping people find and keep affordable, stable

housing.

Here are some additional things to know about housing development corporations:

- HDCs often partner with private developers and lenders to finance their projects.

- Many HDCs offer a range of housing options, including low-income housing, senior housing,

and supportive housing.

- HDCs may also provide other services, such as child care, adult day care, and after-school

programs.

- HDCs are typically governed by a board of directors that's made up of a mix of community

members, elected officials, and other stakeholders.


IMPORTANT OF HOUSING DEVELOPMENT CORPORATION

There are a number of reasons why housing development corporations are important.

First, they help to address the shortage of affordable housing in many communities. Second, they

provide stable housing for individuals and families who might otherwise be unable to afford it.

Third, HDCs often provide additional support services that can help residents improve their

lives. And finally, HDCs play a vital role in revitalizing communities, by creating new jobs and

generating economic activity. So, in short, HDCs are important because they help to improve the

lives of people who need it the most.

One important thing to know about HDCs is that they have a big impact on local

economies. When an HDC builds a new development, it creates jobs for local contractors,

construction workers, and more. Additionally, new residents in HDC developments often spend

their money at local businesses, boosting the economy even further. HDCs also help to improve

the tax base of the communities they work in, which means more money for local schools, parks,

and other public services. Overall, HDCs can have a huge positive impact on the communities

they serve.

In River state, there are two housing development Corporation which are the River state

housing and property development authority (RSHPDA) and Eleme Local Government Housing

Authority (ELGHA).
RIVER STATE HOUSING AND PROPERTY DEVELOPMENT AUTHORITY

The Rivers State Housing and Property Development Authority (RSHPDA) is a

government organization that's responsible for facilitating the development of housing and other

property in the state. It was established in 1991 by The Laws Of Rivers State No. 14 Of 1985.

From Inception, The Housing Authority Has Focused On Its Core Mandate Of Increasing The

Availability In The State Of Dwelling-Houses, Office And Industrial Buildings For Acquisition

By Or Letting To Members Of The Public, Including Its Responsibility To Manage And Control

All Rivers State Government Owned Housing Estates And Properties Vested In The Authority

While Leaving No Stone Unturned To Justify Its Establishment. The RSHPDA has been

involved in various housing schemes and projects over the years, and has played a significant

role in the development of the state.

The current chairman of the RSHPDA is ESV (MRS) IBARAYE URANTA

(FNIVS,RSV), She was appointed by the governor of Rivers State, Nyesom Wike, in 2019. ESV

(MRS) IBARAYE URANTA is a seasoned property developer with over 20 years of experience

in the sector. She has worked on a number of housing projects and is committed to making

affordable housing accessible to all residents of Rivers State.

Department of River State Housing and Property Development Authority

There are six active departments within the RSHPDA:

- The Finance Department, which is responsible for managing the agency's financial resources.

- The Technical Services Department, which is responsible for the design and construction of

housing projects.
- The Land Department, which is responsible for acquiring and managing land for housing

projects.

- The Legal Department, which is responsible for providing legal advice and assistance.

- The Public Relations Department, which is responsible for communicating with the public and

the media.

- The Estate Management Department, which is responsible for the management of the agency's

housing estates.

ACTIVITIES OF RIVER STATE HOUSING AND PROPERTY DEVELOPMENT

AUTHORITY IN RIVERS STATE.

The Rivers State Housing and Property Development Authority (RSHPDA) has a number

of ongoing activities and projects in the state. For example, the RSHPDA is currently working on

a number of housing developments, including a project to provide low-income housing in Port

Harcourt, and another project to develop housing for civil servants.

Another important activity of the RSHPDA is land reclamation. The agency works to

reclaim and develop land in Rivers State that has been affected by erosion, flooding, and other

environmental issues. This work helps to make the land usable for housing, agriculture, and other

purposes. Another activity of the RSHPDA is capacity building. The agency provides training

and resources to help local residents and businesses develop the skills and knowledge they need

to succeed. This includes training on topics such as financial literacy, business planning, and

more.
Additionally, the RSHPDA is involved in a number of social programs, such as a

program to provide housing for widows, and a program to provide support for people living with

disabilities.

Here's a breakdown of the housing units in each of the estates managed by the RSHPDA:

- Presidential Housing Estate: 20,000 units

- Rumuibekwe Housing Estate: 800 units

- Rumuobiakani Housing Estate: 100 units

- Abuloma Housing Estate: 600 units

- Elekahia Housing Estate: 1500 units

- Ndoki Waterfront: under construction

- Aggrey Waterfront: under construction

- Marine Base Waterfront: under construction

- Iriebe Housing Estate: unknown

So, there are a total of 23,000 units in the RSHPDA estates. It's worth noting that the

RSHPDA is constantly working to expand its housing stock, and so these numbers may change

in the future.
ELEME LOCAL GOVERNMENT HOUSING AUTHORITY (ELGHA)

The Eleme Local Government Housing Authority (ELGHA). The ELGHA was

established in 1992 and is responsible for providing low-cost housing to residents of the Eleme

local government area. Just like the RSHPDA, the ELGHA works with both public and private

sector partners to develop housing solutions for the local population.

The ELGHA is an autonomous body under the Eleme Local Government Council. It has

a governing board that's responsible for the overall management of the organization. The board is

headed by a chairman, who's appointed by the governor of Rivers state. The board is also made

up of other members, including representatives from various government ministries and

agencies. The day-to-day operations of the ELGHA are overseen by the General Manager, who's

also appointed by the governor. The current chairman of the Eleme Local Government Housing

Authority is Chief David Nwogu. He was appointed by the governor of Rivers state in 2019.

Chief Nwogu is a seasoned administrator and businessman, with over 30 years of experience in

the private sector. He has a wealth of experience in property development, and is committed to

improving housing options for the people of Eleme.

The Eleme Local Government Housing Authority has a number of estates under its

management, and each estate has a different number of housing units. Here's a breakdown:

- Igbo-Etche Housing Estate: 50 units

- Iriebe Housing Estate: 150 units

- Ogoni Housing Estate: 250 units

- Edeoha Housing Estate: 100 units


- Okerewa Housing Estate: 350 units

So, the Eleme Local Government Housing Authority has a total of 800 units. It's worth

noting that these numbers may change in the future as new estates are developed.

CONCLUSION

The Rivers State Housing and Property Development Authority and the Eleme Local

Government Housing Authority are government agencies that are working hard to provide

quality, affordable housing for people in Rivers State. They manage a number of estates with a

variety of housing options, and they're always working to expand their housing stock. Although

they face challenges like funding and labor shortages, they're committed to providing quality

housing for their residents.

Ultimately, the work of the RSHPDA and the ELGHA is vital to the development of

Rivers State. By providing housing that's both affordable and of high quality, these agencies are

helping to improve the quality of life for their residents. They're also contributing to the social

and economic development of the state, by creating jobs and promoting a sense of community.

So, while there are challenges to overcome, these agencies are making a real difference in the

lives of the people of Rivers State.
