Memorandum dated 02 January 2023 signed by FCSUPT MANUEL M MANUEL, DSC, Acting Chief Directorial Staff re: above subject; and b. BFP Memorandum Circular 2022-003 Policy and Guidelines Institutionalizing the Fire Prevention Month Campaign of the Bureau of Fire Protection, detailing its Component Activities, Mandating its Annual Budget and Other Purposes. 2. In connection with the above references, you are hereby informed of the reactivation of BFP MC 2022-003 in preparation for the observance of Fire Prevention Month 2024 and the 3% Community Relations Week (COMRES), with additional guidelines: A. Activities for the entire week should be geared towards fostering a friendly and harmonious relationship between the BFP and the communities. This should include the following activities as listed in the circular. Games and Arts/Music Contest (Physical or Virtually held), ‘Open House/Station Tours; Barangay Fire Drills/Simulation; Expositions/Exhibits; ‘Symposium and Forums (Physical or Virtually held); Fire Fighting Toumaments; and Other activites the CFM/MFM may initiate, e-panse As part of the best practices of some units for 2023, the following activities are likewise encouraged; . Tree planting activity in connection to Earth Day; b. Feeding Programs for children or the poor in partnership with the DSWD, Depez, ete; &. Medical Mission and Libreng Tuli (circumcision) with the participation of other agencies such as DOH, Red Cross, and even the private sectors such as the Rotary Club, etc; and 4. Jobs and Livelihood Caravan in partnership with DOLE and the local ‘employment office. C,POSTING OF THE NEW GENERATION ADVOCACY PRINTS SERIES OF 2023 The New Generation Fire Safety Advocacy Prints series of 2023 shall remain to be the primary advocacy material for this year's observance with only the COMRES 3 banner to be replaced, Lower units may now start encouraging or calling forthe participation of business entities and other government agencies by posting the same on their premises. Copy of the said advocacy prints will be sent to your respective email addresses, D. SELECTION OF THE BEST FIRE PREVENTION MONTH 2024 To promote competitiveness, special recognition for the best FPM 2024 observance will be made and awarded during the 2 quarter command conference. The criteria for selecting the Best Regional FPM Observance will be as follows: a. Impact to Community (30%) » To be measured in terms of the number of attendees and relative impact to the community of the Major Activities to be organized. These ‘major activities include the Kick-Off Program, Fire Square Road Shows, and three (3) other Big Events to be held by the region anytime in the whole month or within COMRES 3. For example, a kick-off program with a motorcade organized with the participation of a large crowd and ‘multi-agency attendees will receive GR exp wae i VISION 2096 ci FP a high score compared to a kick-off program participated ont teil personnel. The FPM is primarily a publicity stunt for the BFP_ where fire safety is preached, and therefore the more activities are organized by multiple units of the BFP, the greater the number of people who are to hear the message. ‘Assessment for the selection of the BEST FPM 2024 Observance will be facilitated by the Directorate for Fire Safety Enforcement through a specially formatted After Activity Report. SITUATION: On November 17, 1966, by virtue of Presidential Prociamation No. 115-A by then President Ferdinand E. Marcos Sr. the month of March was proclaimed as Fire Prevention Month to mark the intensified year-round fire safety consciousness campaign of the Bureau of Fire Protection in all communities. Through the years of implementation of the Fire Prevention Campaign, the BFP has innovated ways to adapt with the current trends and situation in our society with the hope of making the campaign as efficient and productive as possible. EXECUTION: ‘The execution of this IMPLAN and its activities shall be through the participation and actions of the following concerned Regional Officers and their respective offices. 6.1 REGIONAL TASK GROUP. The Regional Task Group, shall be activated during the Fire Prevention Month to ensure the efficient implementation of the FPM activities regionwide. A. The Regional Director a) The Regional Director as the head of OPR in the implementation of the circular and shall take charge in the implementation of this IMPLAN. b) The Regional Director or his duly appointed representatives shall monitor, supervise and assist their personnel in the execution of these activities and ensure appropriate funding for its execution. B. Assistant Regional Director for Operations a) The ARD for Operations shall assist the Regional Director shall assist the Regional Director in the implementation of this IMPLAN and monitoring of the Fire Prevention Month activities. b) Shall oversee the monitoring of the operational capabilities of every unit and ensure that preparations for Fire Prevention Month activities, are ready and implemented as scheduled. C. Chief, Operations Division a) The Chief, Operations Division shall be in-charge of the preparation and scheduling of activities relative to the operational readiness of all responding units relative to their preparedness to respond to any incident during the Fire Prevention Month and related functions. 'b) Shall mobilize the EMS and SRU for the entire duration of the FPM adequately managing personnel complement for both FPM fire safety awareness campaign and fire operations response. ©) Shall be in-charge in the preparation and the conduct of the Regional Firefighting/Emergency Medical and Rescue Tournament.
