I.INTRODUCTION

Antonio Sanchez is a former mayor of Calauan, Laguna, Philippines and the mastermind in the

rape-slaying of Eileen Sarmenta and the murder of Allan Gomez. Sarmenta and Gomez were

both students of the University of the Philippines, Los Baños (UPLB).

On March 14, 1995, Antonio Sanchez and several henchmen (only some of whom were
policemen) were found guilty of raping and murdering Sarmenta and murdering Gomez.
Sanchez is currently serving (7) terms of reclusion perpetua (40 years per term) for the crime.
On January 25, 1999, the Philippine Supreme Court affirmed the decision of the Regional Trial
Court. On August 29, 1999, Sanchez was given a double life term by the Supreme Court for a
different case.

On August 21, 2019, The Department of Justice announced Sanchez will likely walk free after
just over 20 years in jail.

We petition the Department of Justice to stop Sanchez's release and affirm his seven life
sentences. He used his power and position to kidnap, rape and murder. His actions terrorized a
university and an entire town. For full justice to be served, he must remain incarcerated for the
duration of his lifetime.
II.BACKGROUND OF THE STUDY
Mayor Antonio Sanchez's six henchmen kidnapped Eileen Sarmenta and Allan Gomez, just
outside the UP Los Baños campus, and presented the girl to him as a "gift" in a farm rest house
in Laguna. The mayor raped Sarmenta, handed her over to the six to be raped again before she
was shot in the face, according to court records.
Mayor Sanchez was arrested, but maintained he was innocent. He then accused Kit Alqueza,
son of Gen. Dictador Alqueza, who was charged of masterminding Gomez's killing. He court
formally read the case against Sanchez, along with the six henchmen: Then Calauan deputy
chief of police George Medialdea, Luis Corcolon, Rogelio Corcolon, Zoilo Ama, Pepito Kawit, and
Baldwin Brion.
In a hearing, Sanchez denied the allegations against him. Sanchez's lawyers Mario Ongkiko,
Antonio Bucoy, and Ernesto Brion begged off from the case following a "serious professional
disagreement". Among those left to tend for the cases were Salvador Panelo, now chief
presidential legal adviser, and Marcelino Arias.
Judge Harriet Demetriou of the Pasig Regional Trial Court Branch 70, founds Sanchez and
several henchmen guilty of the rape-slay and sentenced them to seven terms of reclusión
perpetua (up to 40 years of imprisonment for each term). The Calauan mayor was also told to
pay millions in damages to the Gomez and Sarmenta families. The Supreme Court affirmed the
decision of the Regional Trial Court that convicts Sanchez and several henchmen for the deaths
of Sarmenta and Gomez.
III.FINDINGS
Judge Harriet O. Demetriou of the Pasig City Regional Trial Court, Branch 70, in her 132-page
Decision dated March 11, 1995 now before us on review, emphatically described the “Allan
Gomez-Eileen Sarmenta rape-slay” that drew strong condemnation from an outraged populace
in the middle of 1993. After a protracted and grueling 16-month trial, she found all those
charged therewith, namely: Calauan Mayor Antonio Sanchez (hereafter the Mayor), George
Medialdea, Luis and Rogelio Corcolon, Zoilo Ama, Baldwin Brion and Pepito Kawit (appellants
herein), guilty beyond reasonable doubt of the crime of rape with homicide on seven counts
and sentenced each one of them to suffer the maximum penalty of reclusion perpetua for each
of the seven offenses or a total of seven reclusion perpetua for each accused. In addition, the
Court hereby orders all the accused to jointly and severally pay the victims’ respective families
the following sums by way of civil indemnity:
1. The sum of P3,432,560.00 representing the actual damages sustained by the Sarmenta
Family;
2. The sum P3,484,000.00 representing the actual damages sustained by the Gomez Family;
3. The sum of P2,000,000.00 as moral damages sustained by the Sarmenta Family;
4. The sum of P2,000,000.00 as moral damages sustained by the Gomez Family;
5. The sum of P191,000.00 as attorney's fees and litigation expenses incurred by the Gomez
Family; and
6. The sum of P164,250.00 for litigation expenses incured by the Sarmenta Family.

IV.RECOMMENDATION

First, Ensure that the legal system upholds the conviction and any subsequent appeals
according to the law. Second Ensure transparency in the legal proceeding to maintain public
trust and confidence in the justice system. Third Uphold the rights of the victims, Eileen
Sarmenta and Allan Gomez, and their families, providing them with support and closure. Fourth
Address issues within the prison system to prevent cases of corruption or special treatment for
inmates, promoting fairness and equality in the justice system. And last Continue to educate
the public about the case and its significance in upholding justice and the rule of law.

V. CONCLUSION

The granting of parole for Antonio Sanchez must be consider the heinous nature of the crimes

committed. The decision regarding for his parole requires a assessment of legal merit,

behavior, and rehabilitation. It's essential to ensure that the legal system upholds convictions

and subsequent appeals, Upholding the rights of victims and their families is essential,

providing them with the support and closure they deserve. Any decision regarding Sanchez's

parole reflects the balance between public safety, and principles of rehabilitation and

reintegration. The parole process should prioritize the interests of justice, promote

accountability for Sanchez's actions, and prioritize public safety while recognizing the potential

for rehabilitation and positive change. The decision regarding Sanchez's application for parole

should be ensure that it aligns with the principles of fairness, equity, pursuit of a justice , and

the rule of law.
