[1.] GENERAL
This requisition covers the requirement for MV & LV Switchgear and Distribution Panels to be purchased
by PT PP (Persero), Tbk. for Sumbawa-2 Gas Engine Power Plant 30 MW in Labuhan Badas, Sumbawa
Regency, West Nusa Tenggara Province.

1.1 This requisition covers the requirements for bid including design engineering (issue and approval of
document), fabrication/manufacturing, inspection, testing and transportation of New Centrifugal Pump for
NPK Chemical Project of PT. Pupuk Iskandar Muda (PIM), located at Krueng Geukueh, North Aceh.

1.2 Measuring Unit:

Metric System shall be used except pipe sizes for which the nominal pipe sizes shall be used.

1.3 Language:

English shall be used in the documents, calculations, and drawings to be prepared for this project.

2.[4.] ORDER OF PRECENDENCE


In the event of conflict between requirements in different documents at the same level of the hierarchy,
the most stringent requirement shall apply. If lower level requirement is more stringent than an upper
level one in the hierarchy, Vendor must bring the matter to Purchaser’s attention in writing for positive
clarification and to obtain Purchaser’s instruction at bidding stage.

Refer to APPENDIX-12 for Vendor’s scope of work and supply. Vendor shall fill in the FORM-1 as part of
Vendor’s confirmation to the scope of work and supply.

4.[6.] DEVIATION
Unless vendor purposes any exceptions and alternatives, Vendor’s design shall be strictly in compliance
with this purchasing specification. If Vendor purposes any deviation and exception which are deemed
necessary, a list of deviations and exceptions with explanations shall be submitted with their proposal to
Purchaser. Please fill in the FORM-32 Deviation. (See APPENDIX-3)
Only deviations submitted in writing using the Deviation Form per FORM-32, and approved by
Purchaser/ClientOwner before order, will be accepted. In the event that Vendor complied without any
exceptions to the requirement, Vendor shall also return FORM-2 with statement “NO DEVIATION”
printed, together with Vendor’s quotation.

[7.] DOCUMENT REQUIREMENT


[1.] The document stated on the Vendor Data Requirement Sheet (Appendix A APPENDIX-21) will be
required as part of this purchasing specification. The Supplier Vendor shall include the cost for these
requirements in the quotation at the time of submittal.
Data required for record shall be submitted to Purchaser no later than one (1) month before shipment,
unless otherwise specified.
Vendor shall submit list and necessary information of Sub-Vendors to be used for this Project for
Purchaser's approval prior to any sub-contracting. For the supply of certain material or services Vendor
shall refer to the approved manufacturer list provided by Purchaser for selecting the Sub-Vendors.
Vendor shall submit quality control records for raw materials and works supplied or performed by Sub-
vendors for the Project.
[2.] Purchaser's review is mainly to ensure that the technical requirement is in full conformance with the
Project technical requirement and specification, and it shall not relieve Vendor’s responsibility to meet
the requirement. Purchaser has the right to reject any sub vendor and or material that does not meet
requirement of this requisition.

equipment/material/services.

Code number (Purchaser Identification Number) shall be shown in all documents.
[6.] Unless otherwise specified, [four (4) copies] shall be submitted for proposal.
4.[7.] The documents required for review shall be submitted as Electronic File, with the specified period
(weeks) after purchase order placement. Any revised issue reflecting Purchaser comments shall be
submitted within 2 weeks after date of receipt.
[8.] Mill certificate shall be submitted to Purchaser within the schedule as per attachment-1.
[9.] The quotation validity shall be 7 months.

5.[8.] VENDOR RESPONSIBILITY


Vendor shall be responsible for any discrepancies, errors or omissions in drawings and other documents
prepared by vendor. Needless to say, this shall be applied to documents and materials not only for shop
fabrication work, but also for field work performed by Purchaser in accordance with the vendor’s ones. All
vendor’s documents shall be prepared, checked and approved by Vendor’s responsible persons, and then
submitted to Purchaser.

6.[9.] TECHNICAL SPECIFICATION


The function of medium voltage (MV) collecting bus system is to collect gas engine power from generator and
distributing auxiliary power to group of auxiliary load through group auxiliary transformer and deliver power

output to substation through generator transformer.

The function of the low voltage (LV) system is to provide low voltage (400 V, 3 phase, 3 wire and 400/230 V,
3 phase, 4 wire) AC auxiliary power to loads consisting of small motors, lighting, general low voltage
distribution panels, etc.

The LV system will supply normal power to 3-phase as well as single phase AC loads; the vital electrical loads
in the plant & substation will be supplied from the 400 V essential service buses and/or from 230 V
uninterruptible power supplies.

Each MCC shall be equipped with one (1) set of 3-phase and neutral main buses, a set of 3-phase and neutral
auxiliary buses for each vertical multi-tier arrangement of units, and a ground bus.

The Bidder shall provide AC distribution panels to supply AC power to all items of plant which require AC
power. Distribution panels shall be provided with top and bottom removable metal gland plates which shall be
drilled on site to suit the cable glands or conduit. All top entry points shall be sealed to prevent the ingress of
moisture. All gland plates shall be fitted with gaskets.

All switchgear, control gear and fuse gear shall be located indoors, in metal-clad sheet steel cubicles with front
access doors, and be manufactured and tested in accordance with relevant International Standards. Main
switchboards shall be extendible at both ends.

The main busbars together with the tee-off busbars connecting the main busbars to the isolating/protective
devices on all incoming and outgoing circuits shall be contained in a separate compartment within the
switchboard. The bus bars shall be air insulated except where solid insulation is a design feature. The main
busbars shall have the same current rating throughout their length.

Apparatus which has to be removed from a panel or cubicle for maintenance purposes shall either be of the
withdrawable type or shall be readily removable without disturbing other apparatus or wiring.

Medium voltage switchgear shall be referring to IEC 62271, and the circuit breakers specified as GCB shall be
refer to IEC/IEEE 62271-37- 013 standard.

The Bidder shall propose suitable transfer scheme to achieve safe and reliable operation during start-up,
normal operation, normal shutdown and emergency shutdown, of which the Bidder shall demonstrate his
proposed scheme for Owner approval.

Low-voltage switchgear and control gear shall be to IEC 60439 Form 4 with air break circuit-breakers,
contactor units, molded case circuit-breakers. All points of isolation shall incorporate a feature for fitting a
padlock when in the open position.

The equipment shall be rated to withstand the mechanical forces and thermal effects of the maximum
prospective fault current at the point of application.

MV switchboard busbar safety shutters shall be indelibly identified, in English, in accordance with the
following:

 Busbars Color - signal red; marking – BUSBARS; lettering color - white; minimum lettering height -
35mm
 Incoming Color - lemon; marking - DANGER LIVE CABLES; lettering color signal Feeder red;
minimum lettering height - 35mm
 Circuit Color – lemon

On bus-section units both sets of shutters shall be painted signal red and labeled 'busbars'. Voltage transformer
spout shutters shall be painted lemon yellow.

Circuit earthing facilities shall be provided for all incoming and outgoing circuits of MV switchboards to
fulfill safety requirement. Operation of the earthing switches shall only be possible in the removed position of
the switching device and by means of a key switch. Short time current and making capability of the earthing
switch shall conform to the charateristics of the metal clad unit. In addition, provision shall be made to earth
each MV busbar at two separate points.

Withdrawable units shall be provided with lockable shutters to prevent inadvertent access to live connections
when the unit is withdrawn.

All operational and maintenance interlocking and any other feature necessary to comply with the Owner's
Safety Rules shall be provided including a padlocking facility on:
a. Busbar and circuit shutters.
b. Voltage transformer shutters.
c. Truck position selector mechanism (busbar earth/service/circuit earth).
d. Circuit-breaker open / close control switch.
e. Circuit-breaker local/remote control selector switch

Operational interlocking shall be provided to ensure the correct sequence of operation of the generator and
station transformer (if applicable) circuit switchgear. This shall be of the electrical type in compliance with a
Standard for safety circuits to be agreed with the Owner.

Full maintenance interlocking shall be provided to render the primary and tee-off connections safe for access
by personnel from all points of supply. The maintenance interlocking shall be of the mechanical interference
(trapped key) type employing a system of unique keys. The interlocking scheme shall include the substation
end of the power station circuits and be coordinated with the substation-interlocking scheme as necessary.

The drive circuits for the generator circuit switchgear shall be located in a dedicated control panel affording
physical separation from all other circuits. Each power supply shall have its own external lockable isolator.

Degree of protection for panel shall be;


a. IP 31 - For indoor in air conditioning room
b. IP 42 - For indoor with air ventilated / indoor separated room / indoor open space (without air conditioning

system)
c. IP 55 - For outdoor and indoor expected water splash (Shelter)

7.[10.] SCHEDULE
1. Vendor shall submit the overall schedule showing detailed items of engineering work, manufacturing,
inspection and test, and estimated time arrival (ETA).
2. Partial shipment will be allowed if it is contributed to improve the schedule.
