2. Government Circular No.40/2021/Fin dated 30/04/2021.

As per 1 reference cited, Government have issued the revised guidelines for

submission of reports on execution of public works in the State to the CTE,

with effect from 01/01/2021.

Subsequently, certain clarifications were on

During various inspections by the officials from this Wing, it is


observed that certain field officials of Engineering Departments, PSUs,
Statutory Bodies, SPVs, and Govt. Accredited Agencies are not complying
with the stipulations of above GO and Circular. This will result in avoidance
of third party check by this Wing and also the verification of such works at a

later stage would be very difficult or even impossible and hence such actions

of departmental officers are highly irregular.

Moreover, certain clarifications were sought by the field Engineers

regarding the stipulation in GO and Circular on the reporting to CTE.

DGeneral:-

1. Reporting to the CTE:


Compliance of stipulations in the GO and Circulars, issued from time to
time, by the Govt. regarding submission of the CTE
reports to on
execution of public works in the State
are mandatory. which is
applicable to all Government Departments/ PSUs / Statutory bodies
Autonomous institutions under Government of Kerala and also for
Accredited agencies approvéd by Government.
2.Works utilizing Gok funds:
Any attempt by theofficials of Government Departments. PSUs

Statutory Bodies, SPVs and Accredited Agencies

Government/ Other agencies who instruct to avoid/ bye pass the CTE
reporting in' respect of works utilizing the Government of Kerala
funds(GoK) (including partially funded by GoK), without due approval

1. Para 2.1-Initial levels:
In the case of multi
layer pavements, initial levels of the existing road,
with proposed quantities of ALL items to be reported, shall be made
through Speed Post/ Registered Post with AD

2. Para-2.2 Intermediatelevels
In the case of road works having wearing course with Open graded ,
close graded chipping carpet, final levels of WMM/WBM layer may be

treated as "Intermediate level" and be reported through Email

3. Para 3- Final levels:


Upon completion of work , the final quantities of ALL items reported,
shall be made through Speed Post/ Registered Post with A/D.
The name of item for which the Final levels are reported, shall be clearly

specified in the Remarks column.


4. Para 8 i) - Report of Other items of Work

In the case of formation of ring bunds and temporary islands, the


respective reports per existing guidelines, only in cases
