duty at Police station area by Vishwanath Police station GD No-877, PCC No-1464/ 23, Date- 20/11/2020
AD While staying in the area, I received information from confidential sources that BNP and its affiliates
had gathered at the three-road intersection of Bishwanath Upazila Parishad on Khajanchi-Rajnagar Road
under Bishwanath Municipality under Bishwanath police station and gathered at the mentioned place as
part of the central program they are blocking the traffic by barricading the road, protest procession and
they have gathered to conspire of overthrowing the government, endangering public safety, to endanger
the maintenance of law and in order to cause harm and to create terror and to carry out subversive acts.
The said news was immediately informed to the higher authorities and when I with accompanying force
reached the spot at 19.30 hours, the named accused along with other unidentified miscreants lit torches
with bamboo sticks in their hands and blocked the road with various anti-government slogans and
obstructed the movement of the general public and continued marching towards Mohammedia
Madrashah situated at Rajnagar road while giving slogans against government. At that time, the
defendants got more agitated on seeing the presence of the police and created a tense situation by
barricading the road and creating panic among the people and they started to vandalize the various cars
that were blocked by the obstacles created by them, when I stopped the accused along with the officers
and the force from doing such activities, the defendants started throwing bricks and mortar at us. In such
circumstances,when I immediately call for the assistance of additional officers and forces by wireless
means, officers in the police station area who were assigned in various duties SI /Sheikh Ali Azhar,SI
/Gami Moazzem Hossein associate constable/1140 Habibullah,Cons/562 Soyajid Mia,Cons/1522 Lipon
Mia,Driver Cons/1052 Amzad Hossain Cons/1501 Shamsul Haque, Cons/1561 Suronjit Das reached in the
spot we stopped them . While trying to attack, they targeted us by hurling bricks and trying to vandalize
the car, I dispersed the accused with the help of companion officer and Force, brought the situation
under control and normalized the movement of vehicles. When the miscreants shouted anti-government
slogans and fled in different directions from the spot, we arrested Mintu Malakar (45), father of Ashwini
Malakar, Village-Madanpur, Police Station -Vishwanath, District-Sylhet. Then from there (a)12 (twelve)
pieces of broken brick, (b) 10 (ten) pieces of stone, (c) 12 (twelve) bamboo sticks each estimated to be
04 feet long and used in torch procession (d) 06 torch sticks, each of which was recovered with a cloth
mixed with kerosene on the head of each of them were collected and along with Witnesses present (1)

Village-Rajnagar, PS-Bishwanath,rictt-Sylhet (3) Cons/580 Md. Dulal Miah, Biswanath police station,
Sylhet on 20/11/2023 AD at 20.05 hrs in sufficient light of torch light in our hand and Raya's electric
light,I take the evidence and the arrested accused into my custody. According to the preliminary
interrogation of the arrested accused and the information of the eyewitnesses present at the local scene,
it is known that gathered at the scene as part of the central program to create panic in the public mind
for the cancellation of the schedule of 14/11/2023 announced by the Bangladesh Election Commission
on the occasion of the upcoming 12th national parliament election ,escaped accused 1.Gauch Ali (58), 2.
Gauch Khan (55), 3. Pilu Miah (50) gathered at the spot area on the date and time of the incident in
connivance for the same purpose. Accused Mintu Malakar along with the other accused who are
absconding and who are not identified, on the date and time of the incident, in order to create fear in
the minds of the public, they endangered the security, endangered the work of maintaining law and
order, with the intention of creating damages and undertaking subversive acts to disrupt the functioning
of the Government and local authorities by creating sabotage with a view to committing harmful acts
and conspiracies, has committed an offense under Section 15(3)/25D of the Special Powers Act, 1974, It
is possible to file a case against the absconding and unidentified accused including the arrested accused.
It is to be noted that after finding the fugitive accused with names and addresses from the arrested
accused and the local people present at the spot and trying to arrest them and discussing the matter
with the higher authorities, there was delay in filing the statement.

Therefore, Sir, it is agreed to file a regular case against the arrested and absconding accused and the
unknown accused in the said section and take legal action.
