Question: Is Austria a sovereign state?

My answer is “Yes”.

Firstly, Austria is a state.


The first reason, Austria has a permanent population (Austrian people), a defined territory
(can be showed in the map), government (Republic of Austria) and capacity to enter into
relations with the other states.

According to “Montevideo Convention on the Rights and Duties of States Article 1”.
“The state as a person of international law should possess the following qualifications:
(a) a permanent population; (b) a defined territory; (c) government; and (d) capacity to enter
into relations with the other states.”

Then, the second reason, The only right of military defense is owed to the Austria Federal

Army.
Austria has the federal army where the commander-in-chief is the Austrian Federal

President. And The Austrian Armed Forces form the armed power of the Republic of Austria.
Besides, The Regional Police Directorates of Austria are subordinate to the Federal

Minister.
According to Weber(2004: 33)
the state is the form of human community that (successfully) lays claim to the monopoly
of legitimate physical violence within a particular territory……The state is regarded as the sole
source of the ‘right’ to use violence.5

Secondly, Austria has the sovereignty. The official things of Austrian are decided by
themselves.
The Austrian people have the right to manage their own country. According to The

Federal Constitution of Austria Article 1
"Austria is a democratic republic. Its laws emanate from the people."
And the Austrian Federal Constitution was passed by the Constituent National Assembly
on October 1, 1920. (The Constitutional Transition Act passed by the Provisional State
Government on May 1, 1945 brought the Federal Constitutional back into force with the 1929

amendments.)

Above all, Austria is a sovereign state.
