1. Scope
This general specification concerns the Distributed Control System (DCS) internal networks and
the General Technical Network (GTN) expansion enabling the DCS to be connected to the EP
network.
The internal networks are the Industrial Local Networks (ILANs) and include the field buses that
allow the communications with the smart sensors and actuators.
The ILANs include all the networks used by the control and/or security systems (Process
Control, Packages Control, Emergency and Shutdown (ESD), Fire & Gas, “Scada”,
Measurement) and/or those, which are necessary to interconnect them.
The purpose of this general specification is:
• The design, the factory and site acceptance tests, the operation and administration of the
networks
• The technical functions and configuration of the interconnection devices (gateways,
switches, concentrators)
• The security access to the DCS information and to the interconnection devices
configurations.

2. Reference documents
Where national regulations exist, their provisions and those of the standards and codes to which
they refer shall apply, supplementing or amending the provisions of this document.
If there are no national regulations covering all or part of the subject of this document, the
reference documents shall be strictly applied, as supplemented by the provisions of this
document.
Only the main reference documents are mentioned; the CONTRACTOR shall be responsible for
complying with all secondary reference documents dealing with the subject of this document.
Unless otherwise indicated in the detailed contractual conditions, all the reference documents to
be used, as well as their supplements shall be the latest editions.

The provisions of this document shall be applied in the light of the supplementary documents
supplied by the OWNER, including:

3. GTN
3.1 Design
The first OSI layer shall be 10Base T and/or 10Base F (Optical fibre), the second OSI layer shall
be ISO 8802.3 or Ethernet II and the third OSI layer shall be IP.

3.2 Technical functions and parameter settings


The IP addresses must be supplied by EEP in accordance with the existing addressing plan.
The routing protocol shall be static or dynamic (OSPF). Routing shall be performed by a
dedicated device (gateway).

3.3 Administration
The possibility of integrating administration functions into those of the existing GTN must be
examined: provision of MIBs (II, Rmon, proprietary), according to the SNMP protocol.

3.4 Security of access


Security of access to the DCS information must be examined; passwords must be encoded. The
allowed access must be listed (function involved, caller and destination allowed) and all
unauthorised access attempts must be barred.

4. Interconnecting devices
The interconnecting devices (gateways, switches and bridges, concentrators) must include
SNMP agents handling MIB II and, wherever possible, the RMON MIB or its equivalent.
The equipment for connecting to the transport network infrastructure (microwave links, satellites,
etc.) must be supplied and the interfaces must comply with one of the following standards: X.21,
V.24, V.35, RS449.

4.1 ILAN
The design of the ILANs must, wherever possible, conform to the GTN or to the standardised
protocols: 802.4, field buses.
The architecture of the ILANs must be examined in conjunction with the design of the DCS.
Predicted loads of the various ILANs must be estimated according to functional requirements
(data’s flows to be transmitted and performance required) and according to the architecture
chosen for the system. The load involved by the system administration and maintenance must
be taken into account.

The ILANs administration and maintenance, their integration into the existing system and/or with
that of the DCS must be examined.
The transmission (Bit Error Ratio) BER of the networks' transport infrastructure is never zero
and depends on the solution adopted (microwave links, optical fibre, leased line, radio links,
etc.). The compatibility of the ILANs errors handling with the transport infrastructure error
characteristics must be examined. The test procedure must be able to measure the impact of
transmission errors, at rates corresponding to the infrastructure type, on application
performances.

4.2 Field bus systems


These networks should not be used for the time being. The appropriate specification will be
published at a later date.

5. Quality
5.1 Factory Acceptance Test (FAT)
GTN and ILANs acceptance tests must be performed in factory. The tested networks must be
as close as possible to the final networks (interconnecting devices, connecting devices to the
transport infrastructure, software versions, IP addressing, cables and connecting components),
and the transport infrastructure will have to be simulated with its bit error ratio, propagation time
and/or delay.
The network supplier shall achieve and submit to EEP for approval, the test procedure and the
description of the means necessary to perform the tests. The FAT shall allow to check:
• That the technical functions and their performances under full load and in degraded
situations, are according to the requirements
• That the administration and maintenance of the networks are possible with the
procedures, documentation and resources provided with no performance impairment
• That the networks meet the safety requirements.
Degraded situations are situations created by individual device shutdowns or failures, by sub-
systems shutdowns (electrical power supply or communication links interruptions, plant room
problem, etc.), and by the whole system shutdown. In each case, the tests must be designed to
ensure that the devices can restart and reset as planned and that all of the networks will restart
as planned, within the time allotted. Stoppages must be performed as transient stoppages and
permanent shutdowns.
A FAT procedure shall be submitted for comments/approval at the network design stage.

5.2 Site Commissioning


A commissioning procedure shall be submitted for comments/approval at the network design
stage.
