Background of the Rationale


Project / Rationale
BEmaTECHnik: Explore yourself through technology, be a
part of change, wants to implement a computer literacy project in
Barangay Paliparan III. Since in today’s digital age, computer literacy
is essential for accessing information, employment opportunities, and
participating in modern society. By providing computer literacy
programs, residents of Barangay Paliparan III will gain valuable skills
that can enhance their personal and professional lives.

Improving computer literacy can help bridge the digital divide


within the community. Access to technology and the internet is not
evenly distributed, and many individuals in underserved areas like
Barangay Paliparan III may lack the resources or knowledge to
effectively use computers. By offering computer literacy initiatives,
we can empower residents to become more digitally literate and bridge
this gap, ensuring equal access to opportunities and resources.

According to a public record from NICTHS (National
Information and Communications Technology Household Survey), it

was identified that a significant portion of Filipinos lacks access to


basic computer literacy skills, hindering their ability to access
information, education, and employment opportunities.

Additionally, investing in computer literacy can contribute to the


economic development of Barangay Paliparan III. With technology
becoming increasingly integrated into various industries, individuals
with computer skills are better equipped to secure employment and
contribute to the local economy. By fostering a technologically proficient
workforce, the barangay can attract businesses and investment, leading
to economic growth and prosperity for its residents.

This project goal is to provide a computer literacy program in


Barangay Paliparan III, helping residents to gain essential skills that will
greatly enhance their opportunities in life. By acquiring computer
proficiency, individuals can access a wider range of employment
opportunities, educational resources, and tools for personal and
professional development, ultimately leading to improved quality of life
and socioeconomic empowerment.
Beneficiary In the digital age, access to computers and the ability to
Community / effectively utilize them are crucial for individuals especially the older
Persons Involved ones. By empowering these individuals with computer proficiency, the
project aims to equip them with the tools needed to thrive in today's
digital world, thereby improving their access to opportunities and
resources.

Studies show that only 33.92% of Filipinos have access to


computers and possess basic computer literacy skills, highlighting the
significant digital divide within the population. This underscores the
urgency and importance of initiatives like BEmaTECHnik's computer
literacy project in Barangay Paliparan III, which aim to bridge this gap
by providing essential computer skills training to empower individuals
and communities.

Objectives The main objectives of this program are:


 To empower residents of Barangay Paliparan III with
essential computer skills for their daily life.
 To enhance the residence of Barangay Paliparan III
educational skills and opportunities by having enough
knowledge in technology.
 Enable residents of Barangay Paliparan III to access online
Job opportunities and digital market for economic growth,
like online businesses.
 Educate the residents of Barangay Paliparan III to be
mindful and have an online safety to protect against digital
risks and threats.
 Promote sustainable development through technology-
driven initiatives for community well-being.
Implementing The implementing guidelines for BEmaTECHnik's computer literacy
Guidelines project are designed to ensure its successful execution and maximum
impact. These guidelines include:
1. Needs Assessment:
 Conducting a thorough needs assessment within the
community to identify specific areas of computer
literacy that require attention, such as basic computer
skills, internet usage, software applications, etc.
2. Curriculum Development:
 Designing a comprehensive curriculum tailored to the
needs and skill levels of the target beneficiaries,
covering topics such as computer basics, internet safety,
productivity software, and job-related skills.
3. Training Sessions:
 Organizing regular training sessions led by experienced
instructors or volunteers, utilizing a combination of
lectures, hands-on exercises, and interactive activities to
enhance learning and engagement.
4. Access to Resources:
 Ensuring adequate access to computers, internet
connectivity, and relevant software applications during
training sessions to facilitate practical learning
experiences for participants.
5. Monitoring and Evaluation:
 Implementing mechanisms for ongoing monitoring and
evaluation to assess the effectiveness of the program,
gather feedback from participants, and make necessary
adjustments to improve outcomes.

Encourage participants to explore and experiment with



different computer applications and tools outside of the
structured curriculum, fostering curiosity and
independent learning.
7. Foster Collaboration:
 Promote collaboration among participants by
organizing group projects or activities where they can
work together to solve problems or complete tasks
using computer skills they have acquired.
8. Lifelong Learning:
 Emphasize the importance of lifelong learning in
computer literacy, encouraging participants to continue
building their skills and staying updated with
advancements in technology even after completing the
program.

Project 1. The personnel needed to implement "BEmaTECHnik: Explore Yourself


Management through Technology, Be a Part of Change" is the:
- Proponents or the Group 6
- Instructors / Teachers
- Facility Maintenance Staff.

2. The Proponents / Group 6 will be the one who will plan the project
and its execution, they will also be the assistant of the instructor to assess
the beneficiaries. The Instructors / Teachers will be the one to teach the
beneficiaries, and the Facility Maintenance Staff will repair any damages
or malfunctions to ensure uninterrupted project activities.

3. The Proponents / Group Members should ideally have possess


relevant academic qualifications in information technology or related
fields. They should also demonstrate teamwork, communication skills, and
a willingness to learn and contribute to the project.

The Instructors / Trainers should have a strong background in


computer literacy and education. They may hold degrees or certifications in
education, computer science, or related fields.

The Facility Maintenance Staff should have knowledge and experience


in maintenance and repairs. They may have backgrounds in building
maintenance and facilities management.

management responsibilities through training sessions on project
management and leadership skills, culminating in the establishment
of a local committee elected from the beneficiary group to oversee
ongoing activities.

2. Plan for Eventual Self-Financing:


 To ensure sustainability, the project will explore income-generating
activities like computer rental services and establish partnerships
with local businesses and government agencies for financial support,
enabling self-financing and long-term viability.
