50. Tourism Investment Site Allocation Fee and Annual Land Base Rent Fee
Non-Refundable Tourism Investment Site Allocation and Annual Land Base Rent fees for investors in the National Parks.
(a) Non-Refundable Tourism Investment Site Allocation Fee are payable by an investor upon being issued with a letter of offer
for the proposed investment site.
(b) The Annual Land Base Rent Fee is payable by all permanent facilities· owners after lapse of a construction period for
respective facility as prescribed in a signed Standardized License Agreement.
(c) Where an investor has not commenced development of a permanent tented Camp or a lodge (the facility) within fifteen
months for a permanent tented Camp and thirty months for a Lodge after signing of the Standardized License Agreement,
he shall be liable to pay the applicable annual land base rent fee and shall in addition pay, the concession fee equivalent to
(50%) of the full beds capacity of the facility for the entire period of delay to start construction of the facility. In the event
construction of the facility is not commenced within three years period the Letter of Offer and the License Agreement
shall automatically be revoked and the site shall be repossessed. The Licensor may re allocate the repossessed site to
another prospective investor.
(d) Where an investor has commenced construction of the facility within the prescribed period in the License Agreement, but
has not completed such construction within fifteen months for a permanent tented Camp and thirty months for a Lodge
from the signing date of the Standardized License Agreement, he shall be required to pay concession fee equivalent to
(50%) of its full beds capacity of the facility for the entire period of delay to complete construction of the facility and shall
in addition pay annual land base rent fee.
(e) Where construction of the facility is completed but not operational, the investor shall be required to pay concession fees
equal to 50% of the full beds capacity of the facility for the entire period of delay to operate the facility until the facility
becomes operational and shall in addition pay annual land base rent fee. In the event the Investor fails to operate such
facility within five years, the License Agreement shall be automatically revoked. The Licensor shall repossess the site and
the site may be re allocated to another prospective investor or the Licensor may decide on other appropriate use of the site.

• There shall be no deductions of whatever kind such as taxes, levies, commissions and service charges during computation and
payment of concession feeConservation and Vehicle fees are for multiple entry
• Fees once paid is non- refundable
• Proof of identification is mandatory at entry gate
• All charges are VAT (18%) exclusive
• Expatriates/residents and their dependents living in Tanzania must have either of the following documents: residents permit
Class A, B or C,; exemption certificate; temporary pass attached with Government receipt plus acknowledgement letter; and
Diplomatic passport or ID
• “EAC citizens” means nationals of Tanzania, Kenya, Uganda, Burundi, Rwanda, South Sudani, Democratic Republic of Congo
and any other citizens of nations that may be included in the East African Community from time to time.
• Nationals of other EAC member states must produce their passport at entry gate
• Holders of Directors Pass/Camp Manager are not allowed to be accompanied by visitors/ Holders of Directors’ Pass and other
pass must alide to specific guide lines.
• Concession fees are paid upfront.
• EAC private vehicles are strictly prohibited to conduct any tourism business in the park
