the sector/similar assignments): 75%
3) Relevant experience in the Pacific region: 10%
Total weight: 100%

The Client expects this project to be the first to be issued to bid of the Prioritized Road Listings

Original :

Engineer to Contract (international, 4 person-months intermittent). The consulting firm will


assume the powers and authorities of the Engineer, subject to such limitations as may be specified
in the construction contracts. The general conditions of contract for the main civil works contract
will be the Conditions of Contract for Construction for Building and Engineering Works Designed
by the Employer, 2nd Edition, prepared by the Fédération Internationale des Ingénieurs-Conseil
(FIDIC) (FIDIC MDB Harmonized Construction Contract) available at FIDIC June 2017.
However, the consulting firm shall nominate the person (who shall be preferably a permanent
employee of the firm) with lead responsibility for administering the civil works contracts to be
evaluated as one of the key personnel. The Engineer to the Contract(s) will:

(i) visit each contract site at intervals of no more than 3 months (unless agreed with the DTC&I
that a visit, or a visit to a particular site is not warranted);
(ii) delegate sufficient powers and authorities of the Engineer to the Resident Engineer (the
extent of delegation to the Resident Engineer shall be proposed in the consultant’s technical
proposal);
(iii) review all contractual correspondence and provide advice to the Resident Engineer where
necessary; and
(iv) Ensure that the contracts are correctly administered in accordance with the contracts.

Replace with :

The services to be provided by the Consultant will be undertaken in a 2-stage approach as follows:

Stage 1 – Field investigations, surveys, preliminary and detailed design, procurement


documentation & procurement assistance
1.1: initial selection process, field assessments, surveys and site investigations, consultation,
concept designs and costs of feasible improvement options;
1.2: preliminary engineering design
1.3: detailed design and procurement documentation
1.4: provision of assistance to state authorities during the procurement process
1.5: The consultant will carry out environment and social impact studies/planning of the
project road in accordance with WB ESF requirements as well as Government of FSM acts,
regulations and policies

Stage 2 –Construction supervision and works contract(s) administration


2.1: supervision of construction and administration of contract(s)
2.2 Conduct regular supervision, monitoring and reporting of the Environment and Social
aspects as per the safeguard instrument such as but not limited to ESMP, RAP, LDDR, ESCP,
LMP, SEP. GBV and C-ESMP
2.3 The consultant shall ensure full compliance with the national legislation and WB ESF and
GIIP prior to commencement of construction activities and throughout the construction
period.
2.4 The consultant shall update the safeguard instruments if deemed necessary
2.5 Review, approve and ensure the preparation and implementation of C-ESMP and
supervise contactors performance on EHS
2.6 Prepare monthly, quarterly and bi annual progress report on environment and social
aspects in the form acceptable to the client.

All other details remain as in the Bidding Documents inclusive of the Closing Date for this RFP as March
28, 2024 at 10am (Local Pohnpei Time).
