2. Could you please confirm if the client is responsible for obtaining EPA approvals/ permits for the
construction of each road in each state? The Consultant shall obtain all EPA Permits on behalf
of DTCI for each of the shortlisted roads as per the CRRIP
3. Under "Design and Documentation" the ToR states that: the final design should encompass the
design and construction requirements of the Environmental and Social Management Plan for the
urgent works and Land Access Procedures and / or Resettlement Plans, which will be prepared
under a separate consultancy. Can you please confirm ESMP for urgent works and Land Access
Procedures / Resettlement Plans are not then part of this consultancy? The Consultant shall
prepare all ESMPs for all Works being designed under this Consultancy.
4. Section Stage 1.3 - Detailed design and procurement documentation of the TOR states that with
regards to gap in the data "Any such additional work shall be discussed with and approved by
DoTC&I" Can you please confirm if this includes environmental and social baseline/ impact
studies, which may be needed when the ESMP needs to be developed. Consultants are required
to perform all required baseline impact environmental and social studies required to
prepare an appropriate ESMP in accordance with World Bank regulations
5. 3 bridges and a causeway have been identified in the Scope - Awak Bridge, Yap Twin Bridges,
Lelu Causeway however the scope of anticipated remediation activities is not clear. Please
advise if the DoT expects these bridges to be replaced or to remain in place and strengthened

6. There is no page limit indicated for the TECH forms, particularly TECH-2, TECH-3, TECH-4,
and TECH-6. We would like to confirm on the lack of page limitation of said TECH forms.

required time inputs are accounted for, the project has a total overall time frame for completion of 45
months. Please confirm the expected completion time frame is in fact Forty-Five (45) months and not

1. This being a design build project, it is understood that the design of this road shall be done by the
Contractor. These designs will need to be checked and approved by Supervision Consultants. If the
supervision of this project road is to be done under the present contract then the scope of design review
needs to be added in the current contract with some inputs from the design team from Phase I of the
project.
Part 2 of the Contract shall involve design review as per SubClause 5 of the General Conditions of Contract

Consultants are expected to price the project to facilitate the timely submission of deliverables,
including all relevant surveys mentioned over all 61 miles of roads (the longlist). Consultants shall
cater for having resources in each of the states to expedite delivery of surveys or any other method
they wish to employ in order to expedite implementation. This method is expected to be clearly
annotated under the “Methodology” section. The CRRIP Report is to be based on all surveys
completed.
Further if our above understanding is correct then the actual length of roads or number of bridges on which the
