Organisation Profile

The Tamilnadu Institute of Labour Studies was established in the year 1973 by the
Govemment
of Tamilnadu and upPgraded as a First Class Institute by the Government in the year 1978. It was
functioning as aGovernment Department till 7.10.87.Subsequently it was registered as aSociety
on 8.10.1987 under the Tamilnadu Societies Registration Act, 1975 and started
functioning as an
autonomous body with effect from 1.4.1988.
1 to develop healthy trade unionism,

2. to inculcate in managerial personnel enlightened attitude towards labour,


3. to develop skills among the officers of the Labour Department and Inspectorate
of Factories.

4. to carry on research on Labour,

5. by conducting Degree, Post Graduate and Diploma courses, this Institute is


able to generate youngsters in the field of Labour Management to suit the future
requirements of the industries.

This Instute is run by the igh LevelCommittee constituted by the Government of Tamilnadu
called the Governing Commitee under the Chairmanship of the Hon'ble Minister for Labour. As
per the Bye - Law No.9 of Tamilnadu Institute of Labour Studies, the Secretary to Government
Labour and Employment Department is the Vice-Chairman; the other two official nominees of the
Government are, the Secretary to Government, Finance Department and the Secretary to
Government, Higher Education Department; and other representatives are from the professional
bodies /and professionals in the areaof personnel management, business, commerce, banking,
labour academic institutions, faculty menbers of the institute etc. The Joint Commissioner of Labour
(or) the Joint Chief Inspector of Factories on other duty as Director, Tamilnadu Institute of Labour
Studies will be the Ex-officio Secretary of the Governing Committee. Now the Additional
Commissioner of Labour is the Director of Tamilnadu Institute of Labour Studies.

Academic Activities

This Institute is offering full time academic courses i.e. B.A. (Labour Management-3 vean
and M.A. (Labour Management - 2 years) which are affiliated to the University of Madras. Te
University of Madras has also recognized this institute as a Research Institute from the year 20
onwards to conduct both part time and full time Ph.D. programmes on Labour Management

This institute is also offering an evening (6.30 pm to 8.30 p.m.)part time one year P.G. Diploma
Course called Post Graduate Diploma in Labour Administration" (PGDLA). This is mainly meant
for working personnel.

This institute has got a placement cell called "Neo Manager's Guidance Bureau'
(NMGB).

conducted regularly in majority of the District Headquarters for Middle Level Managerial
Personnel of Factoies in collaboration with Officers of the Labour, Factories, ESI, and EPF
Departments.

2. Regular one day seminar on various Labour Enactments are held in majority of the District
Headquarters for Personnel working in shops, catering establishment, motor transport
organizations.

3. In-house Training Programmes

4. Training Programmes on Quasi Judicial functions for the Officers of the Labour Department.

5. Refresher Course for Enforcement Officers of Labour Department/Factories Department.

One Month Certificate Course in Safety & Health

This institute is also conducting a One Month Certificate Course in Safety & Health for
Supervisory Personnelworking in Hazardous Process.
SYNOPSIS OF THEFACTORIES ACT, 1948
&
THE TAMILNADU FACTORIESRULES, 1950
Object of the Act:
An act to consolidate and amend the law regulating labour in factories.
a. To ensure adequate safety, welfare measures and to promote health and
working conditions of the workers.
A social enactment to achieve social reform,
Aremedial and beneficial legislation.
d It deals with Health, Safety. Welfare, Working Hours, Leave with wages, Prohibition of
Child Labour, etc.
Applicability :
It is aCentral Act extends to whole of India, applies to every factory where Manufacturing process is

Days of layof, maternity leave, leave enjoyed are deemed to be days worked for the
purpose of computation but shallnot earn leave for these days.
Leave that can be carried over to next year is 30 days.
Medical leave can be converted.
Scheme for regulating the grant of leave may be lodged with Chief inspector.
Wages for the period :
Daily average wage of the preceeding month.
Payment of wages in advance:
If the nurmber of days is.beyond 4, wages shallbe paid before his leave begine.
SPECIAL PROVISIONS (SEC. 85-91)
