14.1 CONTENTS

This program outlines the use of Personal Protective Equipment (PPE) that is necessary
when it is impractical to eliminate hazards by design or by procedures.

14.2 PURPOSE

The purpose of this program is to provide guidelines for employees to ensure specific
protection and Personal Protective Equipment are used at the AAI activities.

14.3 OBJECTIVE

 Identify hazards that require PPE and ensure that the employees are informed of the
hazards and that the employees are properly trained on the proper use of PPE.
 Ensure quality/standard of the PPE provided.
 Ensure compliance by routine inspections and assessment of the need for the use of
PPE.
 Ensure all employees have PPE available to them as require for the job.
 Ensure effective replacement of PPE once damaged/worn-out.
 Enforce safety adherence across the organization.
 Compliance or non-compliance with standards will be considered during employee
performance evaluation.

14.4 RESPONSIBILITIES

Al-Amara management is responsible to ensure that the P.P.E’s are purchased from a licensed
Dealer and meeting the companies specified standards

 Supervisors / safety officers shall ensure that the employees wear P.P.E as specifies in the
hazards assessment.
 Responsibility of HSE Dept. to ensure that all the employees are trained to use P.P.E’s.

GENERAL MANAGER /OPERATION MANAGER shall:

1. Ensure that reasonable efforts are made to remove hazards from the work place

SHE PROGRAM

2. Ensure annual surveys of each department performance are made to identify

hazards and to check for compliance by the employees. Assist the HSE Manager to
make those surveys and prepare the findings for review.
3. Define the hazards and risks likely to be encountered in consultation with Client
requirements.
4. Ensure to Provide a Safety Equipment Matrix (PPE Matrix)

SAFETY OFFICER shall:

1. Ensure that the Safety Equipment Matrix (PPE Matrix) is implemented.

2. Ensure that appropriate resources, training, and level of authority are provided to
purchase issue and replace appropriate PPEs.
3. Ensure that use of PPE in the workplace is consistently enforced by Supervisors and
promote use of PPEs.
4. Provide list of all Client Approved PPEs.
5. Conduct hazard assessments and ensure that employees are informed, trained, and
provided with appropriate PPE to be protected from potential hazards associated
with job tasks.
6. Implement all aspects of this program, including documentation of the hazard
assessments and trainings. Assess that the supervisors has been designated this
responsibility, as he is involved with employees daily work activity.

PROCUREMENT DEPARTMENT / STORAGE SUPERVISORS shall:

1. Evaluate approve suppliers and maintain list of approve supplies.

2. Inspect and ensure enough supply of PPE is available.
3. Provide necessary storage space and arrangements for the purchased PPEs.
4. Safeguard the PPEs from damages and deterioration.
5. Maintain records of purchased and distributed PPEs.

SITE SUPERVISORS shall:

1. Maintain health and PPE standards and enforce their compliance.

2. Arrange to have area hazards and individual exposures monitored, if they cannot be
eliminated by engineering controls.
3. Train employees on the proper use of PPE; keep employees training records on file.
4. Have problem areas clearly marked. e.g. “High Noise Areas” use Hearing Protection
5. Set a good example by wearing PPE.
6. Conduct ongoing training, toolbox talks, and safety meeting and stress the use of

SHE PROGRAM

7. Ensure employees are properly provided with PPE.

8. Ensure that employees and visitors wear hearing protection in posted noise areas.
9. Make sure PPE is specified on work permits before starting a work in any restricted
areas. Promote safety awareness among the employees towards the use of PPE.
10. Provide feedback to General Supervisor on any hazards that cannot be complied
with the safety by using PPE.

EMPLOYEES shall:

1. Shall attend; receive PPE training from their immediate supervisor within seven (7)
working days of reporting to work.
2. Shall properly use, care for, and store PPE.
3. Shall Inspect PPE prior to each use.
4. Shall receive a copy of the PPE needs analysis prior to beginning work assignment.
5. Shall be provided appropriate PPE, if required, prior to beginning work assignment

14.5 REQUIRMENTS

ISSUE AND INSPECTION OF PPEs

 For all personnel upon joining the company, 1 set of the PPEs as applicable (see above
groups of personnel) shall be issued.
 Disposable items like hair restraint, mask, cotton gloves etc. will be supplied in bulk
for use as required.
 Safety officers shall conduct periodic inspections (as part of safety inspection
activities) on the usage as well as maintenance of PPEs issued.
 Site supervisors shall regularly inspect their staff for usage and condition of PPEs.
 All sites shall have adequate stock of PPEs.

REPLACEMENT OF PPEs

 Replacement can be requested by any staff any time to his immediate supervisor.
 The supervisor shall check the site’s interim stock and immediately issue the item if
available keeping record.
 If requested item is not available for any reason, the supervisor shall immediately

SELECTION OF PPEs

 PPEs must meet international standard such as ANSI (USA) or EN (European Union).
 Further, the following factors are also considered while selecting PPEs, viz., (a) nature
of the task, (c) environmental (weather) conditions prevailing, (d) level of
risk/exposure, (e) outcome from relevant JSA.
 The Purchasing department coordinates with the QHSE while making PPE purchases.
 Supplier quotations invited by the purchasing are reviewed by QHSE to make the final
selection of items to be purchased.
 QHSE prepares a PPE matrix as a guidance to assess requirements of purchase &
distribution as well as an aide in training site personnel.
 Moreover, the suppliers are annually evaluated to ensure their continued suitability.

RECORD KEEPING

 The site supervisor shall maintain records of PPEs issued as well as replaced to his
staff.
 Also, he shall keep the PPEs Matrix for personnel training and effective follow-up.
 The Central Store supervisor shall keep records of PPEs received, distributed and the
relevant inventory levels and details.
 Employees shall receive documented training in the use, care, and storage of PPE.
Training documents shall be retained in the employee’s personnel file.
 Employees shall receive training on this process from their immediate supervisor.
Training shall be documented and retained in the employee’s personnel file.

PPE STANDARDS
(USA: ANSI, European: CE)

USA: ANSI Standards

This appendix lists equipment design regulations that OSHA has determined are “good design
standards,” as that phrase is used in Sec. 1910.133(b), 1910.135(b), and 1910.136(b).

1. Good design standards for protective eye and face devices [1910.133(b)]

Educational Eye and Face Protection”
 ANSI Z87.1-1998, “American National Standard Practice for Occupational and
Educational Eye and Face Protection”
 ANSI Z87.1-1989, “American National Standard Practice for Occupational and

3. Good design standards for protective footwear [1910.136(b)]

 ASTM F-2412-2005, “Standard Test Methods for Foot Protection,'' and ASTM F-
2413-2005, “Specification for Performance Requirements for Protective
Footwear” (Together, the two are said to constitute a good design standard.)

SHE PROGRAM

Any protective products you purchase which are designed to be used as personal protective
equipment have to have been tested, and passed their relevant European Standard, these are
usually pre-fixed EN. Listed here are EN standards which relate to the different PPE commonly
used.

Before any item of PPE may be on the European Community market, it must meet fully the
requirements of the Directive, including the CE marking requirement under Articles 12 and 13.
The marking currently consists of the letter ‘CE’, and should be affixed to the product and to its
packaging in a visible, legible and indelible form.
