(S) Subject: "Scouting for a Better World: PGCHS Boyscout Initiative for Quality Education,
Environmental Sustainability, and Health & Well-being"
This project is anchored on the following SDGs:
- #3 Good Health and Well-being
- #4 Quality Education
- #13 Climate Action
- #15 Life on Land
(P) Problem/s:
WHEREAS The school PGCHS experiencing the problem of Quality education in terms of
reading comprehension, according to Bicol Mail news report DepEd Regional Director Gilbert
Sadsad admitted there were 76,000 students from grade 1 to senior high school who were either
struggling to read or unable to read.
WHEREAS There are vacant time during camps and Student could have use that time to read and
use it as a instrument for resting or relaxation— reading novel and other interesting books while
eating or after a long tiring day.
WHEREAS The burning of garbage at the back of the school covered court is contributing to air
pollution, releasing harmful greenhouse gases and pollutants into the atmosphere. This not only
affects the health of the students and nearby residents but also exacerbates climate change
issues.
WHEREAS Indiscriminate dumping of garbage at the back of the school covered court is leading
to environmental degradation, harming terrestrial ecosystems, and threatening the overall well-
being of the school environment. This poses challenges to sustainable land use and contributes
to pollution. The Republic of the Philippines take an action to address this problem by approving
the Republic Act 9003 or also known as Ecological Solid Waste Management Act of 2000
WHEREAS The school community is facing health challenges, such as the spread of infectious
diseases, inadequate healthcare facilities, or poor nutrition among students. Developing health
education programs, improving hygiene practices, and collaborating with healthcare
professionals for regular check-ups can contribute to achieving better health and well-being
within the school.

(E) Existing Projects:


Reading Programs: DepEd often implements reading enhancement programs and initiatives to
improve literacy and reading comprehension among students. Such as the 5bs “Bawat Batang
Bicolano Bihasang Bumasa”
Reading Clubs: Some schools or communities have reading clubs or programs that encourage
students to read during free time or also known as Reading Corner.
Air Quality Monitoring: Environmental agencies often conduct air quality monitoring projects.

Waste Management Programs: Local governments may have waste management projects to
address issues related to garbage burning and indiscriminate dumping. Republic Act No. 9003,
also known as the "Ecological Solid Waste Management Act of 2000," is a Philippine law that
addresses the proper management of solid waste in the country.
School Health Programs: The DOH and local health departments may run school health
programs addressing infectious diseases, nutrition, and hygiene.
Collaboration with NGOs: Non-governmental organizations often run health-related projects in
collaboration with schools.

(R) Resolution/s:
RESOLVED THAT the challenge of reading comprehension at PGCHS, we propose the
implementation of a comprehensive Reading Enhancement Program. This program will involve
targeted interventions such as:
1.Reading Clinics: Establish dedicated reading clinics with trained educators to provide
personalized assistance to struggling readers.
2. Literacy Workshops: Conduct regular literacy workshops for teachers and students, focusing
on effective reading strategies and comprehension techniques.
3. Resource Mobilization: Collaborate with local communities, businesses, and philanthropic
organizations to secure additional reading materials, including books, magazines, and digital
resources.
4. Peer Reading Support: Implement a peer reading support system, where advanced readers
can assist struggling peers in improving their reading skills.
5. Parental Involvement: Encourage parental involvement through workshops and outreach
programs to create a supportive home environment for literacy development.
By implementing these measures, PGCHS can make significant strides in improving reading
comprehension, contributing to a better quality of education for all students. This resolution
aligns with the commitment to address the specific challenges outlined in the Bicol Mail news
report and works towards achieving a better world framework in education.
RESOLVED THAT PGCHS Scouting Unit will communicate and collaborate with the library
(Librarians). We will utilize our Facebook Page in promoting reading, giving trivia, and featuring
the library.
RESOLVED THAT Enforce strict no-burning policies within the school premises, designate proper
waste disposal areas with separate bins to discourage burning, and conduct awareness
campaigns to educate the school community about the environmental and health hazards
associated with burning garbage.
RESOLVED THAT Implement waste segregation and recycling programs to encourage proper
disposal, recycling, and composting of waste; provide clearly labeled and strategically placed
waste bins for different types of waste; and organize regular clean-up events involving students,
teachers, and community members to address existing garbage and raise awareness about
responsible waste disposal.
RESOLVED THAT Implement comprehensive health education programs by integrating topics on
hygiene, nutrition, and the prevention of infectious diseases into the school curriculum.
Improve hygiene facilities to ensure the availability of proper handwashing facilities and
promote good hygiene practices among students and staff. Foster collaboration with healthcare
professionals by establishing partnerships with local healthcare providers or clinics to conduct
regular health check-ups and provide health education sessions.
