CIRCULAR TO PROFESSIONAL INSTITUTES

DEVELOPMENT APPLICATION FEES REVISION

Objective
In July 2005, the Urban Redevelopment Authority had revised the structure of
development application (DA) fees. The current revision of the fees is a fine-
tuning of the earlier fees to close the gap with prevailing costs of resources
needed to process the development applications as well as differentiating the
simpler cases from the complex ones so that the fees charged are more
equitable.

This circular is to inform the building and real-estate community, businesses


and property owners of the changes to the DA fee structure following the fine
tuning of fees. The changes include varying fees according to the number of
plans being altered for Amendment cases, as well as merging Amendment to
New Erection, Additions and Alterations, and Amendment to Additions and
Alterations for both Non-landed and Landed DAs, as the effort needed to
process these 3 categories of DAs are similar.

Details

1. New Erection (Non-landed) Development Applications

a. The new fee rate for each tiered structure for New Erection (Non-
landed) Development Applications is as shown in the following
table:

2. Amendment to New Erection, Additions and Alterations, and


Amendment to Additions and Alterations for Non-landed

a. Currently, all these 3 application types are charged a flat fee,


regardless of the size and complexity of the development. To
ensure that the fees commensurate with the complexity of the
cases, and hence, resources needed to process the applications,
fees will now be charged according to the size of the development
and based on the number of storey plans affected by the proposed
changes.

b. These 3 types of development applications will also now fall under


the same fee structure, as resources expended in the evaluation of
each type of proposal are about the same. The table below shows
the proposed fee structure for the 3 application types.

c. A basic fee of $1,800 will be charged per development application,


plus a variable plan fee of $200 per floor plan for developments up
to 10,000sqm and $400 per floor plan for developments which
exceed 10,000sqm in size.

3. New Erection / Reconstruction of Landed Housing

The revised fees for new erection / reconstruction of landed housing


are shown in the table below:

4. Amendment to New Erection, Additions and Alterations, and

There will no longer be any differentiation between these three


categories of DAs as the proposed works are mainly home
improvement works and effort needed to process them are about the
same. The revised fee is shown in the table below:

5. Regularization and Amendment DAs


For all amendment and regularization cases, in addition to the normal
fees (i.e. basic fee plus variable fee based on number of storey plans)
there would be a fee of $250 per storey charged for GFA verification for
second and subsequent resubmission following the conveyance of the
decision for the first amendment submission, as shown in the table
below.

6. GFA Verification Service / Site coverage verification

a. Currently a flat fee of $1,500 is charged for GFA verification


applications, regardless of the size and complexity of the
development.

b. To ensure that the fees commensurate with the varying complexity


and processing work involved, the GFA verification service will now
be charged based on the number of storey plans submitted. GFA
verification for each storey (per building) will be charged $250. This
would mean that developments with less than 6 floor plans will
enjoy a reduction in fees for GFA verification.

c. The fees for the GFA verification service will also be applicable to
applications for redevelopment or major A&A proposals where the
existing development was approved before 1st Sept 1989 (pre-89
cases) and where the approved gross floor area of the existing
development would have to be recomputed based on 1993 GFA
definition in order to determine the development baseline or
allowable ceiling of the proposal. If the recomputation is required, it
will be made known to the applicant in the Provisional Permission
letter that a GFA verification fee would be payable.

7. Lodgment

a. Lodgment fee for A&A to landed housing is revised to $500 per unit.

b. Lodgment fee for New Erection applications submitted by JTC and


HDB is revised to $800.

d. Lodgment fee for A&A and Amendment applications by JTC and


HDB is revised to $600.

8. Planning Search Fee (DC15 and DC25)

a. DC 15 is a service offered by URA for the search of planning


approvals.The fee payable for this service would be reduced from
$150 to $100.

b. DC 25 service allows property owners and tenants to check the


approved use of a premise and whether planning permission is
required for the intended use. Fee for DC 25 service remains the
same at $150.
9 OTHER IMPLEMENTATION ISSUES
a. Formal resubmission

For applications with Provisional Permission (PP) granted before


the effective date of the new fees (i.e. before 22 Feb 07), a grace
period of 6 months from the effective date of the new fees is given,
during which any subsequent resubmission for the release of
written permission will be charged the lower of the old or new
resubmission fee so long as there is a valid PP (including PP
extensions). After the 6 months grace period, the new fees shall
apply for any further resubmissions. Please see the diagram below
for illustration on the 6-month window period.

b. Outline submission

For applications granted Outline Permission before the effective


date, the new fees will apply for the subsequent formal application
received on or after the effective date of the new fees.
c. Cases which require GFA verification

A 6-month grace period will also be applicable for cases requiring


GFA verification in the following 2 situations:

i) Regularisation and Amendment submissions (see Para 5)

For such cases where PP is issued with GFA (and / or site


coverage) error report before 22 Feb 2007, URA will waive the
GFA verification fee so long as the resubmission is made before
22 Aug 2007.

ii) Redevelopment or Major A&A cases (pre-89 cases / credit GFA)


requiring GFA verification service (see Para 6c)

For such cases where the PP is issued with a condition for


recomputation of GFA before 22 Feb 2007, URA will waive the
GFA verification fee so long as the resubmission is made before
22 Aug 2007.

2007. You can also download a copy of the new Fee Schedule (2007)
from our website for your easy reference.
