PREAMBLE
We the Students of the School of Electrical Systems Engineering Technology (NUESA-SESET), Federal
University of Technology, Owerri. In recognition of our shared values, aspirations, and commitment to a
just and harmonious society, do hereby resolve to creating a Constitution to secure the blessings of
liberty, justice, and the general welfare for students and future generations. With the utmost respect for
human dignity, equality, and the principles of democracy, we DO HEREBY JOINTLY MAKE, ENACT AND
GIVE TO OURSELVES THIS CONSTITUTION

ARTICLE 1: CITATION
The constitution shall be known as, and called the constitution of the National Universities
Engineering Students’ Association School of Electrical Systems Engineering Technology (NUESA-
SESET), Federal University of Technology, Owerri. Herein after shall be referred to as "The
Constitution"

ARTICLE 2: GENERAL PROVISIONS 1


2.1 SUPREMACY

Without neglect to the provisions of the constitution of the Federal Republic of Nigeria, and
that of the Student Union.

1. This Constitution is supreme and it's provisions shall have binding forces in all bodies,
authorities, and person(s) under The Constitution

2. If any other law or decision of any body or person under The Constitution is inconsistent with
the provisions of The Constitution. The Constitution shall prevail and such laws and/or
decision(s) shall to the extent of its/their inconsistently be null and void

2.2 VISION

National Universities Engineering Students’ Association (NUESA-SESET), serves as an umbrella


for her members and also an identity

Engineering the future


ARTICLE 3: AIMS AND OBJECTIVES
1. To identify with National Society of Engineers (NSE), and NUESA National

2. To foster peace and unity among the students of the School of Electrical Systems and
Engineering Technology

3. To organize activities that will enhance the social, technical and intellectual potential of it's
members

4. To uphold and propagate the ideals and philosophy of engineering as the basis for
technological developments.

5. To relate any other matter or issue it deems necessary for the growth of the association to
members.

ARTICLE 4: PRINCIPLES OF ASSOCIATION'S POLICY


i. There shall be no predominance of any person from any Group, Department or Years in the
bodies of the Association except otherwise stated in the constitution.

ii. The composition of anybody shall be carried out in such a manner as to recognize the various
levels and departments of Engineering.

iii. Every member of The Association is expected to imbibe and practice every part of this
constitution. Therefore copies of the constitution shall be made available to every student
member at a token fee to be fixed by the incumbent executives

ARTICLE 5: MEMBERSHIP
Membership of the Association is open the all engineering students in SESET

i. Every student in SESET shall fill a NUESA-SESET registration form in his freshman year and I.D
card issued accordingly.

ii. To participate fully in the activities of the Constitution, one must be a registered member
with valid identification and be financially up to date.

iii. Members shall have access to all facilities, educational or otherwise provided by the
Constitution.
ARTICLE 6: STAFF ADVISER
i. The Association shall have a staff adviser.

ii. He shall be appointed by the Dean of School of Electrical Systems and Engineering
Technology.

iii. He shall supervise all activities of the Association including election and it's processes.

iv. He shall be a primary signatory to the Association's account and shall keep custody of the
Association's cheque book and other sensitive materials.

v. Ensure the protection of the constitutional provisions in line with the development of the
Association.

vi. He shall checkmate the activities of the elected/appointed officers of the body and take
action(s) where necessary.

Vii. A certificate of office shall be presented to staff adviser at the end of his tenure.

Viii. He shall advice the association where the constitution is silent

ARTICLE 7: PATRON
There shall have a number of patrons as may be recommended by the Executive council and
approved by simple majority of the congress.

i. The Dean of the School of Electrical Systems Engineering Technology is at any time a Chief
patron of the Association.

ii. The patrons shall have an advisory role and shall guide the Association in such a way as to
protect The Constitution of the Association.

ARTICLE 8: COMMITTEE
The Executive council shall constitute the following working committees for efficient running of
the affairs of the Association.

8.0 COMMITTEE OF PRESIDENTS


i. All departmental Associations' Presidents in SESET shall be constituted into a body known as
COMMITTEE OF PRESIDENTS (C.O.P).

ii. The C.O.P shall have a chairman and a secretary as appointed by the incumbent NUESA-SESET
President.

iii. The executive council shall consult regularly with the C.O.P for the smooth running of the
Association.

iv. They should encourage the departmental members to participate in the activities of NUESA-
SESET,

8.2 COMMITTEE OF WELFARE

i. A Welfare Committee shall be established to address the well-being of NUESA-SESET


members.

ii. The Chairman of the Welfare Committee shall be appointed by the president.

iii. The Welfare Committee shall develop and implement guidelines to enhance the social and
academic welfare of NUESA-SESET members.

iv. It shall coordinate with relevant authorities to address members' personal challenges and
difficulties.

v. The Welfare Committee shall present regular reports on welfare-related matters to the
Executive Council.

8.4 COMMITTEE OF CLASS REPRESENTATIVES

Class Representatives in SESET shall be constituted into a body known as the Committee of class
Reps.

i. The committee shall have a head known as SESET General Class Rep and Asst. SESET General
Class Rep; it shall be by election conducted by the incumbent NUESA-SESET President.

ii. Two-third vote of NUESA-SESET Committee of Class Reps is required to remove any elected
General Course Rep and his Assistant on grounds of misconduct, inefficiency, or
Mismanagement of Funds and a new election conducted.
iii. The Committee shall be responsible for dissemination of information from the Association to
their respective classes.

ARTICLE 9: ORGANS OF THE ASSOCIATION


i. The Executive Council

9.0 THE EXECUTIVE Council

i. Have the power to generate revenue to meet it's financial obligations

ii. Be the Administrative and Executive organ of the Association

iII. Be responsible for the implementation and maintenance of this constitution and other laws
governing the Federal University of Technology, Owerri.

iv. Organize an orientation programme for new members every first semester and also send-
forth for outgoing members towards the end of every second semester

v. They shall intercede on behalf of his members on matters bothering on academics, if such
members are financially up to date.

vi. To pursue policies of the national bodies as applicable in the chapter

vii. Represent the views of NUESA-SESET.

9.1 CONGRESS

i. COMPOSITION

The congress as used in this constitution refers to the body of members of the Association

ii. POWER

a. The congress shall decide on matters brought to it by the executive council, which is beyond the
power of the executive council.

b. The power of the congress supercedes that of the executive council of any other committee
established within the Association, except otherwise stated in The Constitution.
c. Without prejudice to Article 9.1 (ii) (a), the president shall be requested to summon a congress
meeting of the Association following fully signed request by at least One hundred and fifty (150)
members, i.e 30 members from each department.

d. The congress shall pass a vote of no confidence on the executive council or any member who fails to
perform his/her constitutional duties, with two third (2/3) majority vote in support of it.

ARTICLE 10: RESPONSIBILITY OF OFFICERS


10.0 The PRESIDENT

i. Shall preside at all executive, general meetings, and any other meetings summoned by them
through the Secretary General.

ii. Shall promote the name, aims, and objectives, policies, and programs of NUESA SESETS as
enshrined in this constitution.

iii. Shall countersign all vouchers, cheques, and moneys on behalf of NUESA-SESET.

iv. Shall give a comprehensive report of the affairs of NUESA-SESET to the members during
general meetings and at the end of their tenure.
v. Shall give or assign duties to all officers and members of NUESA-SESET.

vi. Shall call for a vote when necessary and have a casting vote where there is a tie after voting.

vii. May adjourn debate on any motion if convinced the continuation of such debate is likely to
cause a breach of the peace during the meeting.

viii. Shall hold any delegation in the interest of NUESA-SESET.

10.1 THE VICE PRESIDENT

i. Shall assist the President in their duties.

ii. Shall act in the absence of the President.

iii. Shall perform any other function assigned to them by the President, Executive Council, and
Congress.

10.2 SECRETARY GENERAL

i. Shall be the administrative head of NUESA-SESET and deal with all official correspondences.

ii. Shall summon all executive and general meetings at the instance of the President.

iii. Shall keep attendance books, minutes, and records of executive and general meetings.

iv. Shall compile and submit a comprehensive report of NUESA-SESET activities within their
tenure of office to the President.

v. Shall carry out certain other functions as may be assigned to them by the President,
Executive Council, or Congress.

10.3 ASSISTANT SECRETARY GENERAL

i. Shall assist the Secretary General in their duties.

ii. Shall act in the absence of the Secretary General.

iii. Shall perform other functions that may be assigned to them by the President.
10.4 FINANCIAL SECRETARY

i. Shall collect all dues and fines and issue receipts for them within 24 hours.

ii. Shall submit a financial report to the audit committee of the house at the end of their tenure
of office.

iii. Shall keep all records of NUESA-SESET monies collected.

iv. Shall prepare and sign all vouchers of NUESA-SESET at the instance of the President.

v. Shall perform any other function assigned to them by the President, Executive Council, or
Congress.

10.5 TREASURER

i. Shall receive money from the Financial Secretary and verify the correctness of receipts.

ii. Shall bank all NUESA-SESET monies within 24 hours of receipt.

iii. Shall honor all vouchers prepared and signed by the President for the expenses of NUESA-
SESET.

iv. Shall perform any other function assigned to them by the President, Executive Council, or
Congress.

10.6 DIRECTOR OF SOCIALS

i. Shall coordinate the social activities of NUESA-SESET like welcome party, send-off party.

ii. Shall be the Chairman of any social committee formed under the provision of this constitution.

iii. Shall carry out any other functions assigned to them by the President, Executive Council, or the
Congress.

10.7 DIRECTOR OF SPORTS


i. Shall coordinate the sporting activities of NUESA SESET.

ii. Shall be the Chairman of any sports committee formed under the provision of this
constitution.

iii. Shall prepare a program of sporting activities during their tenure of office.

iv. Shall carry out any other functions assigned to them by the President, Executive Council, or
the Congress.

10.8 TECHNICAL SECRETARY

i. Shall coordinate technical activities of NUESA-SESET like symposia, lectures, seminars, and
excursions.

ii. Shall prepare a program of technical activities during their tenure.

iii. Shall carry out any other process assigned to them by the President, Executive Council, or
the Congress.

10.9 PUBLIC RELATIONS OFFICER/PROVOST

i. Shall manage external and internal publicity for NUESA-SESET activities.

ii. Shall chair the editorial board and oversee publications and periodicals.

iii. Shall coordinate with the President and/or Executive Council for external communication.

iv. Shall ensure effective communication of NUESA-SESET activities to the public.

v. Shall handle public relations matters and respond to inquiries.

vi. Shall perform duties assigned by the President, Executive Council, or Congress.

Vii. Shall oversee disciplinary matters as the Provost, ensuring adherence to rules and
regulations.

ARTICLE 11 GENERAL PROVISIONS 2


The following general provisions shall apply to resignation, suspension, dissolution, oval,
replacement, presentation of policy proposals, and tenure of office of the Executive Council.

11.0 RESIGNATION

i. All resignations must be submitted in writing to the President through the Secretary General,
who shall inform the Congress at the next meeting.

ii. The Congress may accept such resignation (in writing) after ensuring the member did not
defraud NUESA-SESET and has returned all properties of NUESA-SESET in their possession.

iii. Until the resignation is accepted, the member remains in their position.

iv. In the case of a resigning President, the letter of resignation shall be submitted to the
Secretary General and vice versa. The Congress shall set up a panel to investigate their activities
and respond to their letter accordingly.

11.1 SUSPENSION

i. A member of the Executive Council shall face suspension from office when allegations of
misconduct, negligence of duty, fraud, or anything related to their office have been proven by a
panel set up in a Congress to investigate such allegations.

ii. Any such member shall be removed or impeached by a simple majority of the Congress if
found guilty of the allegations.

11.2 MASS RESIGNATION

i. In the event of mass resignations by the members of the Executive Council, the President shall
notify the Congress. The Congress shall set up a caretaker committee to manage NUESA-SESET
affairs until a new Executive Council is elected as per this constitution.

ii. If the Executive Council is alleged of gross misconduct or negligence of duty, any 200
members of the Congress may, in writing, request the President to convene an extraordinary
meeting within fourteen (14) days for that purpose. If the President fails to convene the
meeting, the 200 members may convene the meeting and, with a two-thirds (2/3) majority,
dissolve the Executive Council, set up a caretaker committee, and take appropriate disciplinary
action in accordance with the constitution.
iii. In the event of resignation or removal of one or more members of the Executive Council, a
bye-election shall be conducted during a general meeting to fill the vacant position.

iv. A Congress that suspends or dismisses an Executive Council shall simultaneously approve a
caretaker committee to run NUESA-SESET affairs during the suspension period until a new
Executive Council is elected.

v. The Executive Council or any member of the Executive Council shall not be removed from
office except by the vote of a two-thirds (2/3) majority of the entire members present in the
Congress.

ARTICLE 12: TENURE OF EXECUTIVE COUNCIL


i. The Executive Council shall serve a term lasting for one academic session, commencing from
the beginning of the first semester and concluding with the end of the second semester.

ii. Elections for executive offices shall be held three weeks before the second semester
examination.

iii. Subject to subsection (i) above, the tenure of the Executive Council may be extended,
pending approval from the Congress.

iv. During its final meeting, marking the conclusion of the Executive Council's tenure, the
Financial Secretary shall present the financial report of NUESA-SESET accounts, providing copies
to the Congress.

v. The President shall present awards and certificates to deserving members who have served
meritoriously in various committees and organs of NUESA-SESET

ARTICLE 13: MEETINGS


13.0 EXECUTIVE MEETINGS

i. The Executive Council shall convene regular meetings to discuss and address internal affairs
and organization

ii. Meetings shall be presided over by the President and attended by all members of the
Executive Council.
iii. Decisions made during executive meetings shall be recorded in minutes by the Secretary
General.

13.1 GENERAL MEETING OR CONGRESS

i. The Congress, constituting the general meeting, shall be convened periodically to discuss
broader issues, policy proposals, and organizational direction.

ii. All members of NUESA-SESET shall be invited to attend the Congress, and it shall be presided
over by the President.

iii. Decisions made during Congress meetings shall be recorded in minutes by the Secretary
General.

13.2 COMMITTEES AND THE EXECUTIVE COUNCIL MEETINGS

i. Committees shall be established as deemed necessary by the Executive Council to address


specific tasks or projects.

ii. The Executive Council shall provide oversight and guidance to committees, ensuring
alignment with NUESA-SESET objectives.

iii. Committee meetings shall be organized as needed, with minutes recorded and reported to
the Executive Council.

ARTICLE 14: ELECTIONS


The electoral process for NUESA-SESET shall be conducted in accordance with the following
provisions:

The election shall be conducted by the Congress.

14.1
Members of NUESA-SESET shall have the right to vote and be eligible for candidacy in relevant
offices.

14.2

There shall be a specific election for the SESET SUG ISEC representative.

14.3 SESET INDEPENDENT STUDENTS ELECTORAL COMMISSION (SISEC)

i. A Student Independent Electoral Commission (SISEC) shall be established, comprising one


representative from every department in the school, of proven integrity from the 500 level.

ii. Each department shall nominate one member, and there shall be Chairman and Secretary.

iii. The SISEC members representing each department shall be nominated by the department
through their staff adviser.

iv. The Dean or the Staff Adviser shall designate the Chairman and Secretary of the commission.

v. Members of the commission are automatically disqualified from contesting or voting in the
election or acting in any manner to favor or disfavor a particular candidate.

vi. Any member of the electoral commission wishing to contest in the election must resign their
appointment at least two weeks before the election.

vii. The electoral commission holds the power to organize, screen all applications under the
supervision of the staff adviser, and publish the list of qualified candidates.

viii. They are responsible for fixing and conducting the election in accordance with the
Constitution.

ix. The commission shall count and announce the election results on the same day as soon as
the election is concluded.

x. In the case of a tie in a particular election, a second ballot shall be conducted. If the situation
persists, the chairman shall cast a decisive vote.

xi. The electoral commission shall entertain all election protests (in writing) within twenty-four
(24) hours after the election, after which the election results become valid.
14.4 INAUGURATION OF THE EXECUTIVE

i. The inauguration of the Executive Council shall be conducted by the SESET Students’
Parliamentary Council or the Judiciary arm of the students union government as the case may
be.

14.5 SESET STUDENTS UNION GOVERNMENT (SUG) ISEC REPRESENTATIVE

i. Every department in SESET shall conduct an election to select a representative for their
department.

ii. The election shall be by secret ballot system supervised by the staff adviser of each
department.

iii. SESET SUG ISEC representative shall be selected by the DEAN SESET from the list of
successful candidates sent through the NUESA-SESET staff adviser by the various departments.

iv. In the event of any or all the departments failing to send in the result of their departmental
election within the stated period, the DEAN SESET reserves the right to fill such vacuum by
nominating any qualified student from SESET as SUG ISEC Representative for the school.

14.6 ELIGIBILITY FOR ELECTIONS

For a member to be eligible for election, he/she must be:

i. Active member of the Association with valid NUESA-SESET identification card.

ii. Have spent at least one academic session as a member of the Association.

iii. Be a full financial member of the Association.

iv. Be a person of reputation, free from guilt of official corruption.

v. The post of President, Secretary General and technical secretary is exclusively reserved for
the year three (3) students who must be registered student member of Nigerian Society of
Engineers (NSE).

vi. Any aspiring candidate for any office must have a minimum C.G.P.A. of 3.0 points, while that
of the president, Vice President and Secretary General must be a minimum of 3.5 points.
ARTICLE 15: DISCIPLINE
i. "Misconduct" as used in this constitution refers to any behavior, which in the opinion of the
congress constitutes a serious offence.

ii. All disciplinary cases shall be referred to a disciplinary committee to be set-up in accordance
with the provisions of this constitution and where a member or officer fails to comply with the
measures recommended, the president shall in writing inform the Dean of SESET through the
Staff Adviser for necessary action.

iii. In the case of gross misconduct, insubordination, financial mismanagement or membership


of any cult group, the Dean/staff adviser reserved the power to remove such executive(s) from
office and appoint more competent person(s)into the vacant position(s) prior to the next
general NUESA-SESET election.

ARTICLE 16: AFFILIATION WITH OTHER BODIES


All departmental association shall be affiliated to NUESA-SESET Internally, with the right to
collection of Students dues and fines from members of these departmental associations.

ARTICLE 17: BENEFITS


i. The president and any other executive will be sponsored to attend conventions and special
assignment as could be financially accommodated.

ii. The remuneration for active NUESA-SESET executives and the staff adviser will be as
determined by the Dean SESET.

iii. A certificate of office shall be presented to deserving executives at the end of each tenure.

ARTICLE 18: CONCLUSIONS


i. The provisions of this constitution shall be subject to review/amendment when deemed
necessary by two-third majority of members in a congress.

ii. Having consulted the necessary provisions NUESA-SESET as professional students' body, we
hereby present a reviewed constitution to guide and direct our activities forthwith.
