Enclosure 1 to Region Memorandum CLMD-2023-197

IMPLEMENTATION PLAN
2023 REGIONAL STANDARDIZED ASSESSMENT

Assessment plays a vital role in achieving the goals of the Department of Education
as it helps to evaluate student learning, assess the effectiveness of teaching methods, and
guide educational decision making. It determines whether the goals of education are
achieved. The assessment provides baseline data and statistics that are relevant in coming
up with decisions that have a great impact on instructional advancement and curriculum
adjustments.
The Department of Education SOCSKSARGEN Region XII through the Curriculum
Learning Management Division in coordination with the School Governance Operations
Division (SGOD) and Curriculum and Instruction Division (CID) shall administer a Regional
Assessment to clearly define the performance of learners in selected learning areas.
Further, this is to monitor progress from the baseline data as presented in the
Regional Educational Development Plan (REDP) for 2023-2028, the Regional Assessment
Tool will help act and use findings to address the gaps and issues among learners’
performances.

ASSESSMENT TOOLS
Key Stage 1
Assessment Tool in Reading and Listening
This assessment tool evaluates the Reading and Listening skills of Grade 3 learners
in both English and Filipino.

Assessment Tool in MTB-MLE


This assessment tool will be used to measure learners’ proficiency in the different
competencies of MTB-MLE subjects for Grade 3. The assessment tool is translated into 5
languages which are Tagalog, Sinugbuanong Bisaya, Iloco, Hiligaynon and Maguindanaoan.

Assessment Tool in Literacy and Numeracy


This assessment measures the level of proficiency of Grade 3 learners in Literacy
and Numeracy. The tool is divided into English, Filipino, and Mathematics tests covering all
the competencies of Grade 3 in the said learning areas. The medium of instruction in
Mathematics depends on the mother tongue used by the learners in a particular school.

Key Stage 2
Assessment Tool in Literacy and Numeracy
This assessment tool measures the level of proficiency of Grade 6 learners in
Literacy and Numeracy. The tool is divided into English, Filipino, Science, and Mathematics

tests covering all the competencies of Grade 6 in the said learning areas.

Key Stage 3
Assessment Tool in Literacy and Numeracy
This assessment tool measures the level of proficiency of Grade 10 learners in
Literacy and Numeracy. The tool is divided into English, Filipino, Science, and Mathematics
tests covering all the competencies of Grade 10 in the said learning areas.

Key Stage 4
Assessment Tool in Literacy and Numeracy
This assessment tool measures the level of proficiency of Garde 10 learners in
Literacy and Numeracy. The Tool is divided into English, Filipino, Science, and Mathematics
test covering all the competencies in the following core subjects in Senior High School.

English Oral Communication


Reading and Writing
Filipino Pagbasa at Pagsusuri sa Iba’t ibang uri ng texto tungo sa Pananaliksik
Komunikasyon at Pananaliksik sa Wika at Kulturang Pilipino
Science Physical Science
Earth and Life Science
Mathematics General Mathematics
Statistics and Probability

The assessment tools in Literacy and Numeracy for Key Stages 1, 2,3, and 4 will integrate
Information Literacy, Critical Thinking, and Problems Solving as 21st Century Skills.

A. BEFORE THE TEST ADMINISTRATION

A.1 Collection and Verification of Sample Schools


All schools shall participate in the Regional Standardized Assessment. The number
of takers per school depends on the typology of the school according to its population.

1. Small Less than or equal to 440 learners 15
2. Medium 441-840 20
3. Large 841-1240 30
4. Very Large 1241-Above 35

The following are other typologies that will be considered in the submission of the
reports.

TYPOLOGY CHARACTERISTICS

Disaster Prone and Conflict-vulnerable areas refer to communities that are

IPED Program IPEd Program refers to the program that supports education
initiatives undertaken through formal, non-formal, and
informal modalities with emphasis on any of but not limited
to, the key areas of indigenous Knowledge Systems, and
practices, and community life cycle based curriculum and
assessment, educational goals, aspirations and
competencies specific to the Indigenous Cultural
Communities, engagement of elders, and other community
members in the teaching-learning process, assessment and
management of initiatives, recognition and continuing
practice of community ILS and the rights and responsibilities
of ICC. (Sec.8.4 IRR of RA10533)
Madrasah A comprehensive program in public and private schools that
Education Program aims to provide appropriate and relevant educational
opportunities within the context of Muslim culture, customs,
traditions, and interests through the integration of the Arabic
Language and Islamic Values Education (ALIVE) in the
basic education curriculum.
Multigrade A multigrade class consists of two or more different grade
levels in a single grade classroom manned by one teacher
for an entire school year.

A.2 Special Programs


For Elementary and JHS, there will be an additional 20 participants for each special
program offered by the school which shall be encoded separately.

7. SPFL

The Division testing coordinators and CID Supervisors shall ensure that the appropriate
number of test takers is reached in every school. The school head shall ensure that all
sections in a particular grade level shall have equal number of test takers. The school shall
randomly select the learners who will take the test,

A.3 Preparation of the Testing Venue

The school head of the selected school is responsible for the preparation of the Test
Venue and for ensuring that the examinees and their parents are informed of the details
regarding the Regional Standardized Assessment. Moreover, the school head shall ensure
that the examinees are present during the conduct of the assessment. On the other hand,
the Curriculum and Instruction Division shall conduct monitoring activities to ensure that all
testing venues are ready during the conduct of the assessment.

A.4 Printing of Test Materials for Key Stage 1


The Division offices shall print the required number of copies for every assessment tool.
The expenses for the printing of Assessment Tools shall be charged against School
MOOE subject to the usual accounting rules and regulations.

B. DURING THE TEST ADMINISTRATION

B.1 Testing Rooms


There is a maximum of 20 chairs in a classroom with 4 rows and 5 columns and a
proctor's table and chair in front.

B.2 Schedule of Assessment


For the assessment tools for Key Stage 1, the assessment will be administered in the
morning. The assessment tools for Key stages 2 to 4, Mathematics and English will be
administered in the morning while Science and Filipino will be administered in the afternoon.
Please refer to the following tables for the schedule of assessment per Key Stage.

B.3.Test Administrator
The test administrator/proctor shall ensure the integrity of the test administration and
report misbehaviors and any act of cheating. The test administration shall ensure that the
schedule of the following activities is completed on time.

b. Preliminary activities
c. Students Profile
d. Test administration

B.4 Division Assessment Team


The School Head shall be held accountable for administering the Assessment Tools
for the different Key Stages in their respective divisions. The CID and DTC shall monitor all
activities relative to the Regional Standardized Assessment and shall ensure that all
activities are strictly followed.

B.5 Regional Monitoring Team


The Regional Assessment Team shall monitor the administration of the assessment
tools in the eight divisions to ensure that processes are strictly followed including the
observation of standard health protocols. Below is the list of the assigned monitoring team
per division.

C.1 Test Papers and Answer Sheet


All Test papers and Answer sheets shall be well accounted for. Scratch Paper shall
be stapled with the test papers. The School Head shall gather all the test materials to
ensure their confidentiality.

C.2 Checking of Answer sheets


The Test administrators/proctors shall facilitate the checking of the answer sheets
through the answer key provided to the school heads. The proctor shall ensure the
authenticity of the results. The school heads shall ensure that the proctors shall encode the
results within the day or the next day but shall not intervene in the checking of the answer
sheets.

C.3 Accomplishing the Report


After checking, the proctor shall accomplish the template (Please see Enclosure) for
the “Proficiency Level and Least Mastered Competencies Report”.

C.4 Encoding of Answers for Key Stage 1


The Proctor will now encode the results into the Region-made online form which
shall be communicated by the DTCs to the school heads. The encoders will be given 24
hours after the exam to check and encode the results.
