The SPED Division of the Department of Education estimates that 10% of children in the Philippines have
disabilities, while 2% are gifted and 12% have special needs.

Inclusive education is a teaching model that integrates students

with different needs into the same classrooms and schools. The
goal is to provide all students with an equal chance to learn to
the best of their abilities, while also accepting and
understanding their differences.

term physical, mental, intellectual, or sensory
impairments that prevent them from fully
participating in society
Republic Act (RA) 11650, also known as the Inclusive Education Act of 2021,
mandates that all schools in the Philippines provide inclusive education for
students with disabilities. The law also requires the creation of an Inclusive
Learning Resource Center (ILRC), which will provide free support services
and implement inclusive education programs.

Communication Impainrments Physical Impainrments Gifted Children

have communication
impairments. Communication
impairments, or communication
disorders (CDs), are
developmental or acquired
difficulties that affect a person's
ability to receive, send, process,
and understand verbal, nonverbal,
and graphic symbol systems.
According to the Philippines
Statistics Authority, 3.1% of the
population over five years old has
a disability. This means that
around 1.44 million people, or
1.57% of the population, have a
disability.Physical impairments
are conditions that limit a
person's ability to perform basic
life functions, coordinate
movements, and complete
physical tasks.
According to the Philippine
Center for Gifted Education
(PCGE), up to 10% of the
Philippines' population of 50
million people aged 1–21 are gifted,
but not all of them have been
identified. In general, 2% of any
population are gifted or talented.
A gifted child is a child with
extraordinary ability in a specific
area of knowledge or activity, or a
high degree of general mental
ability.

According to a 2019 report, 648 schools in the

Philippines offer inclusive education, including
471 for elementary students and 177 for high
school students. Of the 13,408 schools in the
Philippines with special education programs, 648
are SPED centers

ADHD Dyslexia Autism

According to the National Council
on Disability Affairs, an estimated
four million Filipinos have ADHD.
However, recent data indicates that
7.7% of Filipino children have ADHD,
and the exact figure might be
higher due to under-diagnosis.
Attention-deficit/hyperactivity
disorder (ADHD) is marked by an
ongoing pattern of inattention
and/or hyperactivity-impulsivity
that interferes with functioning or
development.
In 2007, Pellano reported
that around 10–20% of
students in Asia have some
form of learning disability,
including dyslexia. Dyslexia is
a learning difficulty that
primarily affects the skills
involved in accurate and
fluent word reading and
spelling
According to Wisevoter, 363,296
people in the Philippines have
autism, which is 362.97 per 100,000
children. According to the Autism
Society Philippines, this means
that about 1.2 million Filipinos have
autism. The Center for Disease
Control and Prevention (CDC) says
that autism affects one in 68
people.Autism spectrum disorder
(ASD) is a developmental disability
caused by differences in the brain.

Inclusive education is important because it

provides equal opportunities for students to
learn and succeed, regardless of their abilities
or backgrounds.
