PROJECT PROPOSAL

Define the context and focus

problem of the Project Idea
Iden'fy the (a)
expected outputs,
Formulate project goals outcomes, and results;
and objec'ves, and set (b) components, phases
the project boundaries and dura'on for each;
(or project scope) (c) intended
beneficiaries; and (d)

MECHANISMS of Project Proposal
vary from one
agency to another
1 – CONTEXT OF THE PROJECT 8

THE BIGGER PICTURE

Align the proposed project to societal level priori'es (local, regional,
na'onal or global); or the sector context
1
AGENCY OR COMMUNITY FOCUS
Alignment and responsiveness of the proposed project to community or
organiza'onal priority/ies
2
PROBLEM ANALYSIS/ STATEMENT
Problem/s and needs that the proposed project intents to address or an
3 opportunity the project will take advantage of. Analyze and state the
problem using appropriate tool/s causes and implica'ons of the problem.

THE PROPOSED INTERVENTION

2 – PROJECT GOAL AND OBJECTIVES 10

Before you plunge, clarify the objective…

Before you start thinking about the details

of your project, clarify your objectives…
2 – PROJECT GOAL AND OBJECTIVES 11

Goals and objecTves are results

that a project aspire to achieve
not only in the immediate future
(upon termina'on of the project)
but, more importantly, in the
future, say, 3 or 5 years aLer the
project had been completed.
2 – PROJECT GOAL AND OBJECTIVES 12

Goal is the ”why" of the whole process. In other

words, "why” is the project necessary?
ObjecTves are specific statements that support
the goal.

HINT:
• Some'mes the terms used for goal, objec'ves (specific
or otherwise) vary from project to project
• Regardless of the terms used, there are “conven'ons”
that project proposal writers or project developers do
agree on
2 – PROJECT GOAL AND OBJECTIVES 13

GOAL (IMPACT)

PURPOSE (OUTCOMES)

DELIVERABLES (OUTPUTS)

ACTIVITIES AND TASKS

Regardless on how you term the different

items, they should show a hierarchy of
“results.” They should be clustered properly.

TWO WAYS OF STATING AN OBJECTIVE 19

TRADITIONAL WAY RESULTS ORIENTED

Tradi'onal – objec've Results-statement –

statement is something that has
formulated as been a[ained.
something yet to be

COMPARISON: TRADITIONAL AND RESULTS ORIENTED 20

OBJECTIVE STATEMENTS
To increase revenue. Revenue increased.

To reduce poverty incidence. Poverty incidence reduced.

To increase enrolment of Enrolment of out-of-

out-of-school youths. school youths increased.

To conduct capacity Capacity building

building program. program conducted.

To publish advocacy Advocacy materials

materials. published.

Note: An objecTve statement has an acTon word and a subject.

3 - EXPECTED OUTPUTS OR DELIVERABLES

• Tangible goods and services

produced by the project by
the end of the project or
within the project
implementa'on period.

Note: Statements of expected outputs

or deliverables should have a subject
and an ac?on word in past tense.
3 - EXPECTED OUTPUTS OR DELIVERABLES
Note: Statements of expected outputs
or deliverables should have a subject
and an ac?on word in past tense.

Common mistake is the use of

descrip?ve words such as:
• Installa?on of …
• Development of …
• Formula?on of …
• Construc?on of …
• Procurement of …
• etc. (similar terms that are not
ac?on words).

These are NO-NO!
