This Project Health Safety and Environment Plan by ALTRAD SERVICES ALGERIA gives information and advice on
how our staff should act and assist to prevent accidents, damage to property and environment. This detail the
provisions necessary for ensuring that safe systems of work are employed and maintained on ALTRAD SERVICES
ALGERIA Project Management as well as all employees are advised to ensure that they are aware of the contents
of this manual. It is important to recognise that to be effective, a Policy on Health, Safety and Environment
requires the cooperation of all. Constant vigilance is necessary.
• Present our policy on Health, Safety, Environment and Security at work to our employees and others.
• Identify our responsibility for Health and Safety at work with respect to our employees and personnel not
employed by our company but affected by our operations.
• Establish the system for accident/incident investigation and reporting with the intention of reducing
Accident / Incident rate.
• Identify situations to the employee, which may involve a risk of accident or injury.
• Identify aspects of our operations that may have a significant impact on the environment.
• Educate the employee about self-help and help to others when confronted by an emergency or accident
Involving injury.
• Detail the responsibilities of every employee for Health Safety and Environment matters.
• Safety is a responsibility of all in addition to individual duties. Every one is responsible for the safety of
self and others.
• The term safety is used in this document in its wider context relating to the safety of the individual and of
the environment.

CHAPTER 2
SAFETY POLICY
2 SAFETY POLICY.
ALTRAD SERVICES ALGERIA skilled teams not only have the resources and equipment but also unique technology
needed to undertake projects of widely varying requirements like Hydroelectric power plants, all kinds of Tank
and Spheres, Cross Country Pipelines, Mechanical Projects, Turnkey Projects, Flow stations.
In the execution of such phases of works, our objective will be to operate in a safe and economic manner. Safety
awareness is of utmost importance to all our staff. We are aware of the nature of works involved in the oil/gas
industry and the necessary safety efforts / measures required to minimise injury to persons and damage to
equipment and the environment. We would re-emphasise that each employee at every level is responsible for
adopting a positive attitude towards safety. As a company, ALTRAD SERVICES ALGERIA accepts both its legal and
moral obligations towards its workforce and will continue to maintain to the best of its ability, a safe, healthy and
good working environment for all its employees. It is as a result of this that we have divided our policy under four
main headings namely, HEALTH, SAFETY, SECURITY and ENVIRONMENT. See Appendix I: Company Safety Charter
Work may affect any or every system of the human body. It is therefore essential that early recognition of health
hazards is established, monitored and controlled. ALTRAD SERVICES ALGERIA employs qualified nurses and retains
the services of local clinics in the country to cater for their employees and also to ensure that adequate medical
services are provided to cover the type of operations performed by our company. ALTRAD SERVICES ALGERIA
encourages employees to participate in voluntary First Aid training programs. The company places great emphasis
on the promotion of the total health concept and the protection of the worker.
It is the policy of the company to carry out its business activities in such a manner that no fatality or serious
injuries or damage to property arise there from. Every necessary step shall be taken to safeguard all who work for
us including third parties. Positive attitudes to safety shall be rewarded and negative ones frowned upon.
Detailed safe procedures must be put in place and site management held accountable for its site implementation.
In order to ensure a world class performance, the following strategies will be adopted:
While the overall policy responsibility for safety rests at the highest management level, all individuals at every
level will have responsibilities for carrying out that policy. With this in mind, employees should report potential
hazards and observe safety rules, procedures and codes of practice. This policy will be brought to the notice of all
employees. It will be reviewed from time to time and revised as necessary. We shall operate from the viewpoint
that all accidents are preventable and put this viewpoint to firm practice. All subcontractors shall receive a copy
of this safety manual prior to commencing work and ALTRAD SERVICES ALGERIA will ensure that the

ALTRAD SERVICES ALGERIA is committed to the effective management of an Environmental Management System
that is consistent with the contractors and clients project requirements. The policy statement is as follows:
• Develop, implement and maintain an effective and practical environmental management system.
• Set objectives and targets on all our operations that shall minimize any impact to the
environment which comply with the applicable environmental legislation and project
requirements
• Establish documented procedures to enable us to satisfy contractual and legal requirements.
• Implementation of the procedures by measuring and monitoring process activities, conducting
internal audits and gathering information for management reviews.
• Establish and maintain training, awareness and competency programs.
• Correct immediately any non-conformance and put into place preventive measures to avoid
reoccurrence.
• Establish communications with the workforce, local community, governing bodies and any other
interested parties.
• Strive to continually improve our processes in all phases of our construction activities.
• Take all practical measure to prevent pollution in all phases of our construction activities.
ALTRAD SERVICES ALGERIA is committed to provide a secure environment in order to safeguard employees,
facilities and equipment by using physical security measures, access control and enforcing any Project rules and
regulations.

Management’s Role
The ultimate responsibility for ensuring implementation of the policy for health, safety and environment rests
directly upon the management of ALTRAD SERVICES ALGERIA
Responsibilities will be assigned to Supervisors and the necessary support in terms of resources and authority will
be given by Management.

Safety officers will also be appointed and will be present at every work site. The Safety Officer’s role is to advise
supervision and ensure that all work activities are conducted in a safe manner. In addition to the above,
Management will carry out the following measures to ensure effective implementation of the company’s policy:
• Allocate sufficient resources to provide and maintain conditions and places of work that are so far as
reasonably practicable safe and healthy.
• Ensure that all machinery, plant and equipment are in good working order. Appropriate tools for the job
will be made available.
• Provide where necessary, approved personnel protective equipment and clothing and to ensure that
employees understand their proper usage.
• Ensure that adequate instructions are given to employees on all aspects of their work, especially those
hazardous to health.
• Review operations and work methods from time to time in order to incorporate where necessary,
changes in statutory obligations and new technologies.
• To identify all aspects of the organisations operations which have the potential to impact the
environment in a negative way.
Role of Subcontractor
The Subcontractor and its lower tier subcontractors comply with the requirements of this manual, all applicable
statutory requirements and apply the necessary resources to ensure the health, safety and welfare at work of
their employees / others exposed. Subcontractor shall provide the necessary PPE to workers in order to facilitate
compliance with safety rules.
The HSE Supervisor will advise Management on HSE matters as necessitated by the job to be executed. He will
carry out the following duties:
• Attend daily tool-Box talks or briefings for SUBCONTRACTOR and its Lower Tier Subcontractors
• Ensure that workers wear necessary personnel protective equipment.
• Ensure that appropriate work permits are obtained from the client and all precautions stipulated strictly
observed.
• Conduct unsafe act audit on site daily.
• Attend clients’ safety meetings and implement all related action points as they affect company
operations.
• Ensure that the right tools are being used for the job.
• All equipment in service must be in good working condition.
• Holds safety meetings with the work force on regular basis and the minutes shall be properly
documented and sent to the clients engineer in charge of the project being executed.
• Display appropriate safety notices and sign boards in the work site.

• Ensure that functional first aid box is on site and all employees made to obtain treatment no matter how
minor the injury can be.
• Regular inspection of work place and advising Management on hazardous conditions noted.
• Investigate any accident or near miss that may occur at work site.
• Compile monthly safety statistics.
• Provide advice to supervisors as to compliance with project requirements.
Project Manager
a. Provides leadership and active support for the HSE program.
b. General responsibilities for all matters affecting safety, environment, health and welfare, in particular,
where several line departments are involved and co-ordination is required.
c. In connection with health, environment, safety and welfare has general responsibility for maintenance,
order and discipline. In the discharge of this responsibility, he can exercise authority over all persons
concerned on our work sites.
Supervisors.
a. Is familiar with and enforces safety regulations applicable to company operations within his area of
responsibility.
b. Coordinates safety activities within his area of responsibility to include motivation of employees for
safety work practices.
c. Ensures that safety devices and proper individual protective equipment are used by persons under his
supervision.
d. Instructs all persons within area of responsibility in job safety, health and environment requirements and
insists on compliance.
e. Ensures that injuries are treated promptly and reported properly.
f. Assists with investigations of accidents and initiates corrective actions when required.
g. Assures that no unsafe conditions exist in area of responsibility and reports to their supervisor or the
safety officer on any corrective actions needed, which are beyond their control.
h. Ensures that a formal start briefing is undertaken at the start of each shift and each new job task.
i. Shall conduct weekly tool box talks.
j. Assess competency of all workers and identify training requirements for those in need
k. Ensure an up to date JSA is available before commencing any high risk, unusual or deviations to normal
work activities.
All Employees.

a. Be familiar with and comply with company safety, health and environment practices.
b. Use the required safety devices and proper personal protective safety equipment.
c. Notify supervisor / or safety officer immediately of unsafe condition and acts.
d. Report all accidents / near misses to your supervisor / or safety officer immediately.
e. Attend safety training sessions and safety meetings.
f. Supervisors shall be held responsible for the safety of new employees and visitors. Those employees
familiar with work operations should assist with safety awareness and safe practices by informing
personnel of any hazards or unsafe acts performed and explain how to avoid them.
g. Supervisors shall be responsible for employees assigned to new work locations and to familiarize those
employees with emergency plans, muster points, exit/escape routes, fire fighting equipment, life saving
and first aid equipment. Employees should also make a conscious effort to acquaint themselves.
h. No job shall be considered efficiently completed unless the worker himself has followed every precaution
and safety rule to protect himself and fellow employees from injury.
i. To keep their assigned equipment in good order and in clean condition. Any defective equipment shall
not be used. Defective equipment shall be immediately reported to the supervisor. The Plant Manager
will take the necessary steps for repair and any required maintenance in accordance with the
manufacturers’ recommendations.
Workers obligations.
For ALTRAD SERVICES ALGERIA to achieve our set safety policy, all the employees are expected to obey the rules
and observe all precautions required for the job being executed. When in doubt, check with the Supervisor or
Safety Officer on site before continuing. Do not take short cuts. Employees should report without delay any
unsafe condition of equipment or work environment. Strict adherence to all safety rules and work instructions is
an obligation, which every employee owes to ALTRAD SERVICES ALGERIA Non-compliance will be seriously dealt
by the Management.
This department has the overall control for the HSE in the company and audits projects on compliance with the
company policy, client’s requirements, and governmental regulations. It serves as an advisor on safety matters to
the bases, yards and is the liaison with the registration / certification societies and the corporate commissioning
department.
The Site HSE department provides specialist advice and assistance to the line departments and management on
HSE matters. This includes information about the hazard prevention aspects of facility design, industrial standards
and may take the following forms:

a. Provide guidance on hazard prevention on health and personnel safety matters to project team.
b. Give advice and assistance to management on such matters as job planning and implementation, incident
review, follow-up work, hazard prevention, safety at work environment, equipment safety aspects of
technical training.
c. Be responsible for planning and co-ordinating periodic audits of equipment design, function, hook-up and
operating procedure; and the interaction with operator practices.
a. It is the Subcontractor’s policy to require that all lower tier subcontractors working in connection with the
subcontractor works adhere to the same standards in such areas where these are relevant.
b. This manual is distributed to such subcontractors. The contract with the subcontractor’s mentions their
obligation to adhere to the rules and standards set forth in the safety manual and the relevant
government agencies.
c. In addition, for specific situations not covered by this manual, subcontractors shall issue their own safety
manual in compliance with the rules and standards applicable in the work area and forward this to the
Contractor.
This policy statement will be available to all employees of the Contractor. A copy will also be posted on the
information board in the office and in all locations / worksites. The policy will be reviewed from time to time to
accommodate changes in statutory requirements and the new technologies. Any new edition will be brought to
the attention of all employees.
All jobs executed by this company shall comply with accepted codes of standard practices. All specifications
stipulated in the drawings and contract papers must be strictly complied with. Necessary precautions must be
taken and safe work practices and methods employed throughout the execution of job.
ALTRAD SERVICES ALGERIA HSES procedures will be adopted unless CLIENT HSE Procedures are more stringent in
which case, the most stringent shall apply.

SAFETY RULES AND REGULATIONS

This section deals with fundamental safety rules and regulations applicable to each employee and are as follows:
1. The minimum site P.P.E. shall be worn at all times. Hard Hat and Safety shoes, Safety glasses.
2. Promptly report to the supervisor when your physical condition is unsatisfactory.
3. On the job, know your job, follow instructions and when you are not sure, ask your foreman.
4. Use the right tools and equipment for the job, do not improvise.
5. Wear all prescribed personal protective equipment necessary for the job (e.g. Coverall, Safety Shoes, Hard
Hats, Ear Protectors, Safety Glasses, Gloves, Respirator, etc.)
6. Do not run within the construction area or indulge in horseplay or practical jokes while you are working.
7. Do not read while walking.
8. Do not operate, use, repair or alter any plant or equipment unless you are authorised to do so.
9. Report without delay to your foreman any condition, act, or practice that you think may cause an accident
(Injury or damage to any employee or equipment).
10. Obey all specific rules, warning signs and other safety notices (See Appendix II for appropriate warning
signs to be displayed).
11. Maintain good housekeeping; keep your work area clean and tidy.
12. Do not work without wearing a safety harness with 100% tie-off when working at any level where there is
a danger of falling from height unless fully protected by an approved work platform e.g. scaffold,
handrails and toe boards.
13. Do not remove safety devices from machines or attempt to operate a machine without such devices.
14. Do not drive any vehicle or watercraft at speeds exceeding the designated speed limit.
15. Always use ladders, stairways or other access ways when going up or descending scaffold towers, pipe
racks etc.
16. Do not throw or drop tools or materials from a height or to your colleague.
17. Do not stand or sit under a suspended load.
18. Forklift operators must not carry loads that are capable of blocking their views.
19. Do not work directly under other persons working above without adequate protection.
20. Do not smoke or use open fire except in designated areas.
21. Advise fellow workers if any imminent safety hazard is discovered.
22. Observe all safety directives pointed out or made by supervisor, safety officers and/or committee
Members.
23. Do not touch or move cocks, valves, gauges or step on small pipes or meters, especially while working
within an oil /gas field or plant.
24. Do not enter restricted areas without authorisation by supervisors.
25. Obtain permit to work before any hot work or excavation works, especially in oil fields and/or developed
areas.
26. When lifting manually, use the correct lifting techniques and for heavy loads request for mechanical aids

1. A safety manual is in place to cover all aspects of the work done by ALTRAD SERVICES ALGERIA
2. All staff engaged in work over water shall wear floating aid (work vest) outdoor.

3. All staff at all times whilst on work site wears hardhat, safety shoes and safety glasses. In addition
requirements for particular work operations to be evaluated from case to case.
4. All work operations are to be analysed for hazards and this will be documented in the work procedures
and method manual.
5. All equipment engaged on site shall be jointly inspected prior to mobilisation.
6. Adequate sign posting shall be displayed on site to increase safety awareness at all times (see Appendix
II).
7. Our HSE officers shall continuously monitor all worksites and report on a daily basis to the respective
heads of project.
8. Any nominated Contractor Site Engineer has the undisputed authority to close down any part of the work
at any time if he considers the work being executed to be a threat to anybody’s life.
9. Regular safety drills shall be conducted on all our work sites.
4.2 OBJECTIVES
Our overall objectives are accident prevention, which could otherwise result in pain, disabilities, damage to
property (plant & equipment), death as well as damage of animal and plant life within the environment in which
we operate. Thus, our health, safety and environment protection programs are designed to.
4.3 TARGETS

The company HSE Supervisor shall hold an orientation safety meeting with the entire work force, highlighting the
scope of work, the foreseeable hazards and measures taken by the company to avert unfavourable occurrence. In
addition an induction course will be organised for every new employee as they are engaged.

• Review of scope of work and the attendant hazards shall be part and parcel of periodic instructional
safety meeting to be held on site, audio visual aids are part of our safety-training programme.
• A copy of the company’s safety rules and regulations shall be provided to every employee for their
personal reference and understanding.
• Safety warning signs and stickers will be placed at appropriate locations to caution all employees on a
daily basis on safety (see Appendix II).
• The Company Safety Officer shall undertake periodic site inspections and report his findings and / or
recommendations. This is a form of checks and balances on the site safety administration and the client
shall be kept informed of such reports.
• All accident cases shall be promptly reported and investigated. This shall be a fact-finding exercise.
• The site shall be provided with a centralised standard first aid box to be manned by the nominated first
aider / nurse.
• The site shall be provided with adequate portable fire extinguishers, and every employee is expected to
know their operational module.
• The site where applicable shall be provided with adequate life saving devices to prevent drowning.
• All subcontractors’ facilities are inspected to ensure that the minimum safety requirements are met
adequate lighting shall be provided during the night and non sparking tools be engaged where necessary.
• Spark arrestors shall be fitted to vehicles working on the project site, where necessary.
• Necessary records and logbooks shall be kept by the site management (see report from annex II).
• All transport media shall be checked to ensure their safe condition before embarking on any journey.
• Open Back Pick Up Trucks shall not be used for personnel carriage.
• All open tank vessels shall be provided with guardrails.
• All transport media shall be provided with appropriate safety gears including fire extinguisher, life jackets
(if necessary), warning signs, etc.
• All transport media shall be manned by qualified competent operators.
4.5 TRAINING
ALTRAD SERVICES ALGERIA believes in training and retraining of both new and old staff. The company will
continue to invest in this area. A trained and skilled worker is an invaluable asset. in house training programs are
schedules before each project.
Training is a vital aspect of personnel development and it is an ongoing exercise to get all levels of employees
trained. The level of training will depend on the type of work and its potential hazards and the level of supervision
required.
All project employees shall attend a pre-employment safety induction. The HSE induction shall be conducted by
the Contractor.
All project employees will be issued with a safety booklet, which shall contain all safety rules and regulations
pertaining to the project.
The regulations stipulated in this booklet are in addition to any relevant statutory responsibilities applicable
under government laws and are in no way intended to override any such legal obligations.
Following GS AND DAELIM safety induction ALTRAD SERVICES ALGERIA shall induct its employees in its own
specific orientation.
ALTRAD SERVICES ALGERIA shall submit for approval its safety induction request to GS AND DAELIM.
ALTRAD SERVICES ALGERIA Supervision will conduct a START briefing with each crew on a daily basis before the
commencement of work and before any new task is started. Records of such briefings will be retained.
Start meetings will take between 5 to 15 minutes depending on the complexity of the task to be discussed. Tool
Box Meetings shall include different topics and shall be conducted by the Project Manager, HSES Manager, other
supervisor or the HSES Officer.
4.6.1. Meetings
ALTRAD SERVICES ALGERIA / Safety Department shall conduct regular safety meetings with all levels of
subcontractors organisation to ensure top down and bottom up commitment and communication in respect to
safety.
ALTRAD SERVICES ALGERIA Safety Organisation shall consist of a HSES Manager who will report to the most senior
person on site. He will be supported by a dedicated HSE Supervisor.
Dedicated HSE personnel will have the responsibility to implement and support Insulation ALTRAD SERVICES
ALGERIA HSE programme .The actual running and maintenance of the programme will be the sole responsibility
of Management and line supervision.
4.7. VISITORS

Visitors are those persons not normally working on the site and whose stay will be less than three days.
4.8.2.
Safety Training is not required for visitors. Visitors must always be accompanied by personnel familiar with site
during visits.
4.8.3.
On site visitors are supplied with information showing a description of emergency signals and some basic safety
guidelines.

CHAPTER 5
ARRANGEMENTS FOR HEALTH & HYGIENE
5.5. KITCHEN
1. Prior to employment, an applicant must undergo a full medical test and a certificate of fitness issued by a
Physician. The result and data obtained by medical examination should be suitably recorded and kept for
reference. On no account must personnel suffering from any nervous, respiratory, ear trouble or any
other clinical disease be employed on this job.
2. The course of treatment as the company’s Physician may prescribe, taking due account of the risk
inherent from the work.
3. Self-medication is discouraged. All illness arising from work will be reported and appropriate medical
treatment given.
4. We maintain a retainer clinic where physical examinations or referrals are done to take care of ailing
workers.
5. First line treatment for minor injuries at work will be the duty of the first aider who will be expected to be
on site. A first aid box fully stocked with medicines relevant to the injuries / ailments anticipated will be

6. To ensure that there is continuity between the First Aider and the Retainer Doctors, the first aid
treatment register should be regularly reviewed by the Doctor for the following reasons:
a. Provide advice on the effects of a particular job on health.
b. Periodic or special examinations to protect workers against hazardous substances.
c. Undertaking epidemic studies of exposed groups of workers to determine long term effects of the
substances used on their health.
Workers are advised to eat from restaurants with a high standard of hygiene.
Hands must be washed after visiting the toilet; no smoking allowed. Smoking is injurious to health and workers
who smoke are advised in their own interest
There are three routes of entry of toxic substances into the body and these are by:
1. Inhalation of dust, vapour or gas, these cause damage to the respiratory tract or lung tissue or enters the
blood stream.
2. Ingestion of solids or liquids via the digestive system.
3. Through the skin.
To this end, each worker must be adequately protected against health hazards arising from the nature of his
occupation.
Well equipped first aid box must be provided on site and manned by a competent first aider. Signs will be
displayed in appropriates areas for safety awareness (see Appendix II).

Housekeeping means the orderly arrangements and placement of equipment, tools, materials (both raw and
finished goods) and waste. Good housekeeping implies that there is a place for everything and that everything is
in its place. It leads to reduced accident rates, fire hazards, operating costs and wastage on one hand and it
increases production, employees morale, judicious use of space and time on the other hand.
Measures aimed at ensuring good house keeping include:
• Keep work place clean and tidy.
• Designate a place for waste/scraps. This will ensure that such scraps or waste are not thrown around.
• Raw materials should be received and stored in a particular place. Finished goods should equally be
stored in a designated place.
• Floors should be kept clean and free from substances that can cause slips and falls.
• Broken floors should be repaired immediately.
• Obstructions should not be allowed on gangways, passages, steps or doorways.
• All routes to various parts of the workplace especially emergency routes should be kept free always.
• Flammable materials should be stored in safe places and separate from non-flammable ones. Similarly
toxic / corrosive liquids or substances are to be kept in separate places.
• Rags used in cleaning oils, greases, etc. must be carefully stored in closed containers to prevent fire
outbreaks
• Tools must be removed from the floor and kept in the toolbox or proper storage places.
• Extension cables and flexible power supply leads to hand tools and equipment should be coiled up and
kept away from the work floor and passages.
• Materials should not be stacked to block emergency or fire fighting equipment.

6.1 GENERAL
6.1.1 General Statement
This plan describes the process that ALTRAD SERVICES ALGERIA will implement to preserve and protect
the environment throughout the course of execution of Subcontract awarded in connection with the
Algeria Kais Combined Cycle Power Plant Project.
The responsibilities of the line management with regard to environment management are as follows:
OBJECTIVES
a. To maintain an appropriate organization, facilities, plans and procedures to respond to incidents
effectively.
b. The response will be directed towards, in order of priority:
i. protection of the environment
ii. limitation of damage to assets
defence of the company’s corporate image
c. To investigate all incidents and environmental non-compliances, and to identify and implement
improvements to avoid re-occurrence.
All employees shall be subjected to initial training covering general site requirements with further training
specific to their work requirements.
Specific environmental training is given to those having responsibilities which requires particular
environmental protection knowledge with regard to the methods/equipment/materials they use or those
whose work has the potential to cause a negative environmental impact as identified in the Aspects and
Impacts Register.
Supervisors meetings
These meetings, held on a weekly basis, are chaired by the Project Manager and attended by all supervisors.
Discussions focus on the current environment risks and explanation or reminding of procedures/instructions.
When applicable past non-conformance situations and root causes are discussed.
Toolbox meeting
Held on a weekly basis, these meetings, led by the supervisor or the foreman, focuses on reminding the

PERSONAL PROTECTIVE EQUIPMENT

Personal protective equipment are pieces of equipment and apparels used or worn by a worker to protect against
risks / hazards existing in the work situation. It is the policy of ALTRAD SERVICES ALGERIA to provide necessary
personal protective equipment for all their employees and ensure its usage. However, it must be pointed out that
personal protective equipment does not indemnify a worker from accidents. They can only minimise the workers
exposure to the hazard or reduce the gravity of the injury sustained. A worker therefore, would be making a
serious mistake if he deliberately exposes himself to risks just because he is putting on personal protective
equipment.
For effectiveness, the right type of personal protective equipment should be provided. This requires knowledge of
the hazards existing in the work place. Such protective equipment must conform to existing standards in the area.
Employees and visitors to any work site of ALTRAD SERVICES ALGERIA shall wear necessary personal protective
equipment. The following are examples of personal protective equipment wear required in specified job
situations.
• Safety helmet must be worn at all times in working areas where the head must be protected against
flying particles, falling load or hitting it against objects.
• Metallic helmets should not be worn where there is fear of contact with live electrical parts.
• Approved safety harness must be worn when climbing or working at high elevations.
• Work outside guarded platforms. Double lanyard safety harness shall be used with 100% tie off.
• Safety goggles or face shields must be worn when using a grinding wheel, blasting, hammering, chiselling
and when working with chemicals. Goggles must also be worn when the eyes are exposed to injurious
light such as during welding operations.
• Entry into oxygen deficient atmospheres is only to be undertaken by competent person wearing suitable
and approved self-contained breathing apparatus.
• The appropriate respiratory mask/ covering the nose and mouth must be used during spraying operations
THIS EQUIPMENT IS MANDATORY.
• Hand gloves protect the hands, fingers from burns (both from heat and chemicals). They must be worn
before handling Caustic Soda, Acids, Sharp and Hot Objects.
• The appropriate blasting helmet with filtered air must be worn during blasting operations
THIS EQUIPMENT IS MANDATORY.
• Ear protection (ear muffs or plugs) must be worn at all times in high noise areas.
• Safety Shoes/Boots protect feet and ankles from impact punctures. All workers must wear them. The
company provides Rain Boots for wet conditions.
• Other protective equipment such as Raincoats, Overalls, Knee Pads and Leggings will be provided as and
when necessary.
• Specialist overalls for blasting and spraying operations are mandatory. These will be provided and
changed on regular basis.
NOTES:
1. Damaged personal protective equipment shall be resubmitted to the materials controller for proper
disposal and new ones issued.

CHAPTER 8
WORK PROCEDURES & METHOD MANUAL
• Pressure vessels are used in coating operations, such as spray pumps and sand pots, which entails use of
high pressure air (up to 10 bars).
• Use of equipment is explicitly limited to those personnel trained and qualified for the items concerned.
• No maintenance or repair should be performed on this equipment until the pressure feed has been
relieved and the item disconnected. The only exception to this is “Reserve-a-clean” type spray tips which
are designed for cleaning under pressure and do not entail dismantling of spray gun.
• No maintenance or repair should be carried out be unauthorized persons. Any faults should be reported
to the plant supervisor who will take the necessary course of action.
Cranes, forklifts and other equipment used for materials handling by ALTRAD SERVICES ALGERIA will be well
maintained to prevent accidents and lost time due to breakdown. Scheduled preventive maintenance programs
will be strictly observed and in accordance with the manufacturer’s recommendation and instructions.
To handle materials in safe manner manually, the following safe procedure shall be observed:
• Size the weight of the load and ensure that you can lift it.
• If the load is too heavy, call for assistance.
• Lift the load with your backbone in the straight position.
• Allow the weight of the load to rest on your knees.
• Do not run with a lifted load.
To Manual handle materials in a safe manner, the following points shall be observed:
• To reduce manual material handling to a minimum, mechanical appliances shall be provided and used
where practicable for lifting and carrying loads.
• Test-lift if the material is easily within your lifting ability. If it is not, secure help. No person should lift,
carry or move any load, which by reason of its weight, size or shape, is likely to endanger his health or
safety.
• Inspect the material for lifting for grease / other slippery substances, pinching points, sharp edges, etc.
• Prepare material for handling by eliminating/guarding against, pinching and other hazards.
• Inspect the path to carry the material through.

• Set feet solidly on the ground well apart, with one foot slightly ahead of the other and pointing the
direction of travel.
• Keep the back as straight as possible not arched.
• Crouch as close to the load / material as close as possible with legs bent at about 90° at the knees.
• Get a firm grip of the material or load with the palm not just the fingers.
• Tuck in your chin.
• Lift smoothly. Do not jerk.
• Keep material as close to the body as possible.
• Do not obstruct your forward view (direction of travel) with the load / materials.
• If two or more persons lift, carry or set down the load, others shall co-operate to avoid injury to self and
others or damage of material.
• Set down the material gently, do not throw.
• A sledge or bar shall be used to move roller under load / material, never use hand or foot.
• Cranes that are used shall be in good condition and maintained properly by the crane operator or the
banks man (if any).
• Hoisting ropes shall be without kinks and well lubricated. Slings with kinks, twists or other damages shall
be condemned.
• Crane operators shall ensure that the weight of the load to be handled is below the safe working load of
the crane. Crane operators shall check and double check the brake system, lights, horn / alarm and the
slings and / or wipe ropes and ensure that they are functional and adequate.
• Boom length and angles shall be properly monitored while hoisting heavy loads.
• The Riggers shall be competent men.
• The Riggers Supervisor shall be the one and only man who directs the Crane Operator.
• No person shall be lifted together with a load.
• No person shall be under a load during hoisting or within the reach of the crane while operating
• A safety hook shall be used at all times.
• Only qualified and designated personnel shall operate the crane.
• Only trained and experienced signal man shall give signals to the Crane Operator; such signals shall be the
standard signals the operator understands.
• Operator shall also obey stop signals, regardless of who gives it.

8.2.3. Operators
These must posses approved licences/certificates. They must be competent and fit medically with particular
regards to eyesight, hearing and reflexes. They must carry out daily inspection of equipment and ensure that all
equipment is in good order before starting the day’s activities. They must abide by all regulations pertaining to
crane operation especially safe load limits and speeds. They should not allow any unauthorised riders on the

equipment.
All personnel not involved in the actual crane operation should avoid the area where these operations take place.
Those working with the operator should be on the alert always. Employees must avoid walking under suspended
load.
A Certificate of Competency must accompany valid Driving Licenses.
Whenever ALTRAD SERVICES ALGERIA is executing a job that involves scaffold; this will be properly erected using
materials of appropriate strength. Scaffold boards should not be painted except at the ends. This will facilitate
detection of splits or broken parts.
• Precautions shall be taken to prevent accidental displacement of scaffold and scaffold parts.
• Only competent personnel (by training and experience) shall erect and dismantle scaffold. Scaffold will be
erected and dismantled under the direct supervision of a competent person fully trained and qualified in
scaffolding works.
• All parts shall be secured or lashed to prevent their displacement by wind or wave action.
• Loads being hoisted on to scaffold shall be controlled by a hand rope, so that they cannot strike against
the scaffold.
• Constant care shall be taken to avoid overloading of scaffold.
• Loads on scaffold shall be evenly distributed to avoid any dangerous disturbance of the equilibrium.
Special care shall be taken to avoid accumulation of blasting residues.
• Scaffold shall not be used for the storage of materials, except those that are required for immediate use.
• Precautions shall be taken when passing underneath scaffolding.
• No person should ride a scaffold that is being moved.
• All materials and equipment which may fall should be removed from scaffold platform before moving the
mobile scaffold.
• Scaffold shall not be used unless thoroughly inspected by a competent person and an up to date scaff-tag
is in place
• Scaffold shall always be positioned in a hard standing base or firm footing.
Inspection:
Inspection of short term (1 week) erected scaffold shall be carried out daily prior to use.
• Stability of footings
• Subsidence
Inspection of long term (2 weeks plus) erected scaffold shall be carried out weekly in addition to the daily
inspection. Weekly inspection shall consist of:
• The entire scaffold being checked.
• Loose members/Board/Toe Boards.

Employees of ALTRAD SERVICES ALGERIA may use road, water or air transportation while executing company
projects. These trips could be in company vehicle or that of the client. It is the desire of this company that all
employees conduct themselves in a safe manner while on board any means of transportation.
• All drivers shall undergo a practical assessment of their driving abilities by a nominated assessor.
• All drivers that pass the practical assessment shall go through the IHI Corporation Defensive Driving
Course.
• Drivers must have a current driving licence.
• Driver with poor eyesight or health should not drive.
• Do not drive under the influence of Drugs or Alcohol.
• Start the days driving by checking the vehicle tyres, brakes, clutch fluid, break fluid, engine oil battery and
radiator water levels, lights and traffic indicators, etc.
• The driver and all passengers must wear their seatbelts.

• Obey traffic regulations and keep within speed limits especially in work areas.

• Vehicles shall have metal roofed cabs.
• Personnel shall not be conveyed on the body of any motor vehicle, plant or equipment.
• All vehicles shall have regular service checks.
• Faults that could affect the safety of the vehicle shall be rectified as and when they occur.
8.6.1. General
• It is the duty of persons who may be concerned with the operation of power system and work on
electrical equipment to make themselves thoroughly conversant with the safety rules governing any
work, including operations they may have to undertake on such systems and equipment. Ignorance of the
rules should not be accepted as an excuse for neglect of duty.
• Every person should report immediately to Management or to electrical staff all electrically dangerous
situations or conditions, and any instance of electrical equipment suspected of being in an unsafe
condition.
• Management should immediately take the necessary action to eliminate such dangerous or unsafe
conditions.
• All temporary electrical systems and equipment to include portable tools and equipment will be
inspected by a competent person at least quarterly. The competent person will maintain an inspection
register for all mentioned electrical equipment. Serial numbers will match register numbers.
The responsibility for switching rests with the competent person for the associated equipment.
Notes:
• The starting and stopping of Motors, the synchronising of Generators etc. is consequently the
responsibility of the authorised person.
• In view of risks involved in switching in power system (except service lines), such power systems should
be under the control of authorisation for switching, especially where back feed is possible should be
limited to the authorised persons only.
• The responsibility for isolating and or earthing of electrical equipment rests with the electrical
department.

• Tools shall be returned to there section after use.

As tie-in operations are specific, the following are the basic rules to be observed prior to starting any work.
Particular attention shall be paid to each tie-in operation and a specific procedure shall be established between
all parties concerned.
Prior to commencement of work during the START Briefing Talk, all safety and operational aspects of the work will
be discussed and a clear definition of the areas of responsibilities established
This shall require close liaison between the Contractor and Company Safety Departments involved.
An on site safety briefing shall be given to all Contractor personnel involved in the operation, stressing the
hazardous nature of the work indicating safety procedures to be carried out and standing instructions to be
followed in case of emergency.
All activity shall be covered by a Valid Work Permit duly issued by the COMPANY Operations.
Before any attempt is made to carry out tie-in work, the following steps shall be achieved.

• Warning signs shall be placed around the working area indicating unauthorised entry is forbidden and the

• All electrical and instrumentation equipment shall be isolated and / the power source disconnected
• All valves in relation with the tie-in point shall be properly closed and isolated.
• All equipment shall be properly earthed.
• Anti spark tools shall be used.
• Cold cutting machine, ensure equipment is in good working order and maintenance checks have been
carried.
• Ensure that all equipment necessary to perform the work is in place.
• Ensure sufficient fire extinguishers are in situ.
• Fire department is clearly informed.
• Gas detector has been verified and properly set.
• Proper P.P.E. has been provided to concerned personnel

9.1. GENERAL
9.1.1.
Harmful atmospheric contaminants such as dust, fibres, fumes, gases and vapours should be prevented or
controlled at source.
9.1.2.
When harmful atmospheric contaminants cannot be reduced to acceptable standards, people exposed should be
provided with appropriate protective equipment and advised on first aid measures / symptoms / danger of
contamination.
9.1.3.
When necessary to prevent danger, the atmosphere of workplaces should be tested for harmful levels of
contaminants at suitable intervals by a competent person.
9.1.4.
Before a person is required to enter any potentially hazardous space, steps should be taken to ensure that the
atmosphere is safe and that it remains safe.
9.1.5.
No person should enter or remain in any space if there is any reason to consider:
1. That the oxygen level in that space is insufficient.
2. That there may be fumes, gas or vapour present to such an extent, which is likely to involve risk unless a
permit to work has been issued stating the following mandatory requirements.
a. Suitable respiratory protective equipment.
b. Safety harness or belt with ropes securely attached
c. A person /watchman holding free end of rope outside and who is capable of rendering / obtaining
assistance in removing the person from that space.
d. A second person that is trained in the use of respiratory protective equipment along with rope is
always available in the vicinity.
9.1.6.
Personnel must be trained in use of respiratory protective equipment.
9.1.7.

No internal combustion engine should be used in any enclosed space unless specific provision is made for
conducting the exhaust gases from the engine into the open air and the space is adequately ventilated.
9.2.1.
Dangerous goods should not be stored, used or disposed of:
b. Except under the control of a competent person.
c. Until all necessary precautions have been taken.
d. The quantities are kept to a minimum.
9.2.2.
The HSE Supervisor shall be informed by the Material controller about the delivery of dangerous goods (Acid,
Thinners, Explosives, etc.) and provided with a copy of the Material Safety Data Sheet (MSDS) This data is
supplied by the manufacturer which gives safety precautions, fire fighting and first aid treatment information
about the product. The doctor and the worker using the product shall also have a copy of the MSDS.
9.2.3.
Project Manager, HSE Manager / or HSE Supervisor defines the place where dangerous goods are to be stored
(locked, stowed)
9.2.4.
The handling and use of dangerous goods is authorised by the HSE Supervisor, who instructs the personnel with
the safety precautions to be observed.
9.2.5.
The spillage of dangerous liquids shall be mopped up, diluted/neutralised and disposed of under the control of
the HSE Supervisor or Qualified Personnel and applicable environmental procedures.
9.3.1.
Workers likely to be exposed to dangerous goods should be provided with personal protective equipment
(including clothing, respiratory protective equipment as necessary).

9.3.2.
Personal protective equipment and coveralls should be removed before partaking of food.
9.3.3.
Personnel exposed to dangerous goods should thoroughly wash before partaking of any food and before leaving
the work site.
9.3.4.
Workers exposed to dangerous goods should promptly report any physical complaints to a doctor, If after work,
during work the nearest responsible person who will ensure the complaint is taken to the site clinic doctor
immediately.
9.3.5.
Personnel with open wounds should not handle toxic or corrosive substances.
9.3.6.
Appropriately located emergency showers and eyewash stations should be provided.
9.4. STORAGE
9.4.1.
Highly flammable, corrosive, toxic or explosive substances which are likely to be injurious or any substance which
is stored or used at pressure greater than atmospheric pressure, should be kept in the following manner:
9.4.2.
a. In a safe and where necessary separate places.
b. In suitable receptacles clearly marked in accordance with International classifications and labelling codes
of dangerous goods to indicate the contents.
c. Store, as far away as possible from any area where there is a risk of ignition or explosion or chemical
reaction or from any living accommodation.
9.4.3.
Containers in which there are dangerous goods should carry or be accompanied by instructions for the safe
handling of the contents and first aid measures in case of contamination.

9.4.4.
Precautions should be taken in the case of empty containers, which have held highly flammable, corrosive, toxic
or explosive substances. Arrangements should be made to ensure that empty containers are kept separate from
full ones.
9.4.5.
Highly flammable liquids, including liquefied gas, should be stored in suitable closed vessels in a safe position in
the open air or, if quantities are small in fire resisting cupboards.
9.4.6.
Storage area / unit should be clearly marked highly flammable (see Appendix II).
9.4.7.
Storeroom should be constructed of fire resisting material and ventilated to a safe area. Suitable fire
extinguishers, regularly inspected shall be at hand.
9.4.8.
When not stored in bulk, flammable liquids should be kept in containers that are:
a. Tightly closed.
b. Fireproof and unbreakable.
c. Labelled to indicate their contents.
9.4.9.
When flammable liquids are transferred from one bulk container to another, the two containers should be
electrically bonded and earthed so as to prevent the risk of ignition from static electricity.
The need for adequate and suitable precautions to provide protection against asphyxiating atmospheres, toxic
hazardous substances, implies a need to monitor the atmosphere, for which appropriate monitoring equipment
should be used. A person competent both by training and experience should carry out that monitoring

Dangerous goods which are not required for further use should be returned to the store and removed from the
site as soon as possible (ref 9.3 and 9.4).

• Diesel Fuel shall be stored in sound drums or tanks and properly identified.
• Dirty oil, paint, solvent/thinners and contaminated rags shall be segregated and stored in tightly lidded drums
and specifically identified.
• Waste paints/thinners, dirty diesel fuel should be disposed of weekly in accordance with project
requirements.
• Explosion proof lighting shall be used in paint, storage areas and internal areas of tank and vessels.
• An adequate number of suitable fire extinguishers should be provided and conveniently and prominently
positioned in order to readily gain access.
• Buckets containing sand should be appropriately positioned and identified as being small fire fighting
equipment.
• Fire extinguisher access and emergency exit routes shall be kept clear and free of any obstacles at all
times.
• In the event of a fire, personnel should immediately cease working and raise the alarm.
Supervisor shall immediately contact the fire emergency services and inform the contractor safety
department.
Supervisor/s shall then take control of the situation.
• All air moving, air extraction equipment and machinery should be safely shut down.
• Flammable materials if possible should be removed from the vicinity of the fire.
• Personnel shall be evacuated from the area in an orderly manner and assemble at the muster point.
• Should the fire be small and containable an attempt should be made to extinguish the fire with hand held
fire extinguishers and sand buckets.

12.1. GENERAL
Accidents result in suffering, pain and death to victims and their families also results in a waste of time, money,
materials and damage to plant and equipment which is bourne by the company. Consequently, it is the desire of
ALTRAD SERVICES ALGERIA to prevent accidents in all operations. No effort will be overlooked in the crusade to
achieve this golden objective.
One of the weapons this company will use in preventing accidents is the investigation of any accident that may
occur. The purpose of this exercise is to determine the cause/s of the accident and use these facts to prevent
recurrence. Appropriate warning and precautionary measures will be prescribed for employees to observe in an
effort to prevent recurrence. However if the accident is not reported in the first place no effort would be made to
establish its cause. Therefore it is the policy of this company that every employee is expected to report any
accident/incident, which occurs to himself his fellow employee/s or damage to equipment immediately to his
supervisor.
The supervisor and safety officer are expected to investigate the accident to determine the circumstances
surrounding the accident. They should correct any unsafe acts and or conditions that were responsible for the
accident. Where such causes cannot immediately be rectified, they should make recommendations to
Management on the measures to be implemented in order to prevent recurrence of the accident/incident.
Employees must cooperate during the investigation.
The investigation is for the purpose of FACT FINDING and not FAULT FINDING. It is not a witch-hunt.
Management will not hesitate to deal seriously with any employee who obstructs or hides facts during an
investigation.
12.1.1.
A definition of an accident is simply an unintended happening. The accident may or may not cause injury to
personnel loss of productive work time and damage to equipment.
12.1.2.
The objectives of accident/incident reporting are as follows:
a. Obtain facts concerning causes of accidents in order to take corrective action to prevent recurrence of a
similar type of accident.
b. Provide an accurate report to insurance companies, government authorities, company management or
the client.
12.1.3.
Sample form for reporting accidents and investigation are included in appendix III
a. Death to personnel – Client Safety Manager (or Project Manager if no Client Representative) will
immediately notify the police having jurisdiction through established communication lines.
b. Serious Personnel Injury – Defined as life threatening or potentially causing long term disability as
determined by site Doctor or Nurse. These injuries include the following:
1. Fracture of Skull, Spine, Pelvis, Arm or Leg.
2. Dislocation of Shoulder, Elbow, Hip, Knee or Spine.
3. Amputation of limb or part of limb.
4. Damage to Eye or loss of Eye.
5. Asphyxia, Toxic Poisoning or bends.
6. Severe electrical shock.
7. Any case of accidental radiation exposure.
c. Lost time cases – Defined as those accidents in which personnel injured are unable to work their next
scheduled work shift.
d. Accidents involving near miss injuries – To personnel, but could have caused injury.

2. Lack of awareness.

4. Failure to check equipment prior to use.
5. Structural failure of equipment

e. Accidents which did not result in serious injury or property damage but which had the Potential to in

b. Accident Report – Required for all accidents described in 12.2. and should be completed by the Safety
Officer and or Superintendent.
Example form included in Appendix III and guidelines for completion are listed below.
1. Accidents should be investigated as soon as possible or within 12 hours maximum.
2. In case of death/s or serious injuries accident scenes should not be changed until government
authorities have visited the scene.
3. Investigation interviews should be conducted privately between the Safety Officer, Project
Manager and one witness at a time.
4. It must be emphasised that the purpose of the investigation is to find the cause/s of the
accident, not to place blame on anyone.
5. Photographs should be taken as soon as possible after the accident and attached to the report
also sketches or drawings with dimensions, weights etc.
c. Injury Report, Illness and Fatality – This report must be completed whenever a European is injured, ill or
dead. The Project manager signs this report and forwards 5 copies to the appropriate consulate through.
d. Statement of work incident – Has been replaced by Accident report form.
e. Other Reports – Local authorities may require specific reporting for accidents and should be completed in
full as required.

The basic objectives for keeping detailed accident statistics are as follows:
a. Allows comparison of the current accident rates against previous project rates or similar industry rates.
b. Indicates if trends are developing concerning the location of accidents, causes of injuries, nature of
injuries or occupations injured.
c. Clients routinely request statistics with there invitation to bid.
a. The safety officer issues a monthly project accident summary by the middle of the following month.
b. The information is based on data taken from the Accident reports and the site medical records.
c. The report allows a comparison of each months performance.
d. The site Medic and Safety Officer at the end of each month details a summary of all recorded cases, lost
work day cases, lost work days etc.
1. A recordable case is either an occupational injury or occupational illness (illness caused by
something in the working environment i.e. inhalation of fumes) which requires treatment other
than merely first aid (under the standing orders of a doctor or nurse. For example, a cut to the
finger, which is only cleaned, with bandages applied, would be first aid; however if sutures were
necessary including follow up observations then this would be a recordable case.
2. A lost work day case is defined as a person who is unable to work their scheduled work shift the
day following the injury.
3. Lost work days are simply the number of days the person would have normally worked if he had
not been injured or became ill.
The HSE Manager should issue an annual report and guidelines for the format are as follows

b. Highlights of accident prevention activities.
c. Accident prevention suggestions based on the past years experience.

CONTINGENCY PLAN OF ACTION IN EMERGENCY

We in ALTRAD SERVICES ALGERIA. believe that safety is everybody’s business. Thus all reasonable measures are
taken to prevent the occurrence of an unwanted accident. All such measures form part of the company’s Safety
Policy and Operations guidelines, which are already being propagated in our operations.
However, after all efforts to prevent occurrence of an unwanted event, accidents may still happen. Primarily, first
aid and medical evacuation procedures are in place in our company’s Safety Policy Manual. But accidents occur in
varying forms and are of varying magnitude. Some could even result in sudden change in the condition of either
the human or material resources of an organisation and apart from disrupting normal operation could result in
more damage to the human and material resources of the organisation. This could be identified as a crisis or an
emergency situation
In order to avoid more damage resulting from confusion and anti social disruptive behaviour and to prevent the
crisis situation from escalating, it is wise to identify specific emergencies or crisis situations for which specific plan
of action can be drawn. All such plans must be practical within the limits of human and material resources and
must aim at:
1. Saving Life.
2. Minimising Pain and Suffering.
3. Minimising Waste on Normal Operations.
4. Restoring Normal Operation.
The emergency plans are also directed towards realising maximum assistance in the shortest possible time and
ensure all services likely to be involved or affected are informed within the shortest possible time. An orderly and
effective response to the measures in place is of vital importance for achieving the desired results

Corporate Safety Audits are carried out at all company work sites and yards at a minimum of one per year.

The Corporate Safety Audits reports are distributed to all managers within the relevant divisions of the company.

Health statistics shall be obtained to determine work related illness from non-related work illness. MSDS sheets
shall be available to all employees.
14.4.
Environmental issues shall be regularly audited and inspected by the HSES Manager at site in order to ensure
strict compliance with management of hazardous material, waste products and disposal. The Audits shall be
conducted every six months and according with the Environmental Audit Plan.
14.5.
Security measures shall be regularly inspected by the HSES Manager on site.
14.6.
Work Site Managers and or superintendents are obligated to respond to any findings and recommendations listed
in the audit report.

H.S.E. POLICY
MAMAGEMENT COMMITMENT
As ALTRAD SERVICES ALGERIE operates in sectors, which are becoming more and more demanding in terms of Quality
Safety, Environmental and plant Security (chemicals, nuclear, etc) and has a duty to remain competitive in the marketplace,
the company Q.S.E. system is based on the principal of continues improvement.
A Health Safety and Environmental Management System was implemented several years ago to improve H.S.E.
performance and results and to help prevent the risks of injury (and its consequences) to personnel working not only
directly for us (including temporary personnel) but also third parties and others in our plant and on our sites. Prevention of
damage and protection of the environment is also a priority.
For the optimum efficiency of our prevention system. I undertake to have the following points observed within the
company:
• Applicable laws, regulations and standards covering health, safety, working conditions and the environment.
• General principles of prevention
• HSE requirements, conditions and codes of our clients.
• Requirement defined in the various frames of reference to which we adhere (VCA, MASE, GEHSE, CERFI et OHSAS
18001).
• All the measurers outlined in our H.S.E. Management Manual and associated producers.
• Fighting alcohol and drugs in the workplace.
• Giving training (and authorisations) to personnel according to the duties performed.
• And in particular, implementation of prevention measures following complete analysis and identification of our
risks.
In addition. I Personally undertake to give the supervisors both the necessary and the proficiency to come as close as
possible to the optimum objective. Whatever their duties all employees at Head Office or in branches from senior
executives to operators, have a major role to play in our HSE System.
I undertake to periodically make sure that it is operating properly and that everyone understands and complies with it. But
also that it can continuously evolve. I personally undertake to implement this safety commitment with the help of the
Quality, Safety and Environment Manager who will report back to me from time to time.
Continues improvement can only take place when information relating to health, safety and environment is efficiently fed
back in this way, analysis of dangerous situations and action, as well as of other incidents noted in the field, will lead to a
permanent “Spirit of Safety” within the company.
I count on everyone to take care not only of his or her own safety but also of that of every body else “Quality, Safety, and
Environment” are the basic components of our organisation and play a predominant role in the perenniality of the
company.
SAFETY POLICY
It is the policy of the company to carry out its business activities in such a manner that no fatality or
serious injuries or damage to property arise there from. Every necessary step shall be taken to
safeguard all who work for us including third parties. Positive attitudes to safety shall be rewarded and
negative ones frowned upon. Detailed safe procedures must be put in place and site management held
accountable for its site implementation.

While the overall policy responsibility for safety rests at the highest management level, all individuals at
every level will have responsibilities for carrying out that policy. With this in mind, employees should
report potential hazards and observe safety rules, procedures and codes of practice. This policy will be
brought to the notice of all employees. It will be reviewed from time to time and revised as necessary.
We shall operate from the viewpoint that all accidents are preventable and put this viewpoint to firm
practice. All subcontractors shall receive a copy of this safety manual prior to commencing work and
