History
Assignment: Give the complete meaning for the following acronyms.

1. HUKBALAHAP (Hukbong Bayan Laban sa Hapon) - was formally established on March 29,
1942 with Luis M. Taruc as the Supremo. They were a fighting guerrilla army of peasants who
harassed the enemy in Pampanga and other provinces in Central Luzon. They terrorized the Japanese
occupied areas, propagated the communist ideology among the rural folks and fought also anti-
communist guerilla units.

2. LASEDECO (Land Settlement and Development Company) - was created by Executive Order
No. 355, series of 1950, to facilitate the acquisition, settlement and cultivation of agricultural lands, to
afford opportunity to landless tenants and small farmers to own farms and to encourage migration to
sparsely populated regions.

3. NARRA (National Resettlement and Rehabilitation Administration) - Ramon Magsaysay


(1953-1957) enacted the following laws: Republic Act No. 1160 of 1954, abolished the LASEDECO
and established the NARRA to give land to rebels, among others. It helped greatly to boost
agricultural production in Palawan and Mindanao. Agriculture flourished in Mindanao, turning it into
a major food producer.

4. KALAHI ARZones (Kapit-Bisig Laban Sa Kahirapan Agrarian Reform Zones) - is defined as


a sub-provincial area comprising of one or more municipalities with critical mass of agrarian reform
beneficiaries and farming households. It shall be composed of DAR's ARCs and adjacent agrarian
reformed barangays within DA's strategic agriculture and fisheries development areas and those
covered by DSWD-CIDSS: KKB, which would redound to improved farm productivity and increased
household incomes for a greater number of farmers.

5. PCUP (Presidential Commission for the Urban Poor) - serves as a direct link of the urban poor
to the government in policy formulation and program implementation addressing their needs. It
coordinates and monitors the implementation of government policies and programs for the urban
poor. It also accredits legitimate Urban Poor Organizations (UPO) for UPO representation in the
formulation of recommendations relative to the sector.

6. LTA (Land Tenure Administration) - Republic Act No. 1400 (Land Reform Act of 1955) which
was responsible for the acquisition and distribution of large tenanted rice and corn lands over 200
hectares for individuals and 600 hectares for corporations.
7. CARL (Comprehensive Agrarian Reform Law) – or the Republic Act No. 6657 was signed by
President Corazon Aquino on June 10, 1988. It is an act which aims to promote social justice and
industrialization, providing the mechanism for its implementation and for other purposes. It was laid
down in the year 1988 to protect agricultural workers in the Philippines. CARL aims to help small and
marginal farmers of Philippines by providing them easy access to their land.
8. CARPER (Comprehensive Agrarian Reform Program Extension with Reforms) - or the
Republic Act No. 9700 is the amendatory law that extends again the deadline of distributing
agricultural lands to farmers for five years.
9. NCIP (National Commission on Indigenous Peoples) - is the agency of the national government
of the Philippines that is responsible for protecting the rights of the indigenous peoples of the
Philippines. The NCIP shall protect and promote the interest and well-being of the ICCs/IPs with due
regard to their beliefs, customs and institutions.
10. DLR (Department of Land Reform) - on September 27, 2004, President Gloria Macapagal
Arroyo, signed Executive Order No. 364, and the Department of Agrarian Reform was renamed to
Department of Land Reform. This EO also broadened the scope of the department, making it
responsible for all land reform in the country. It also placed the PCUP under its supervision and
control. Recognition of the ownership of ancestral domain by indigenous peoples also became the
responsibility of this new department, under the NCIP.
11. CARP (Comprehensive Agrarian Reform Program) - is an agrarian reform law of the
Philippines whose legal basis is the Republic Act No. 6657, otherwise known as the Comprehensive
Agrarian Reform Law (CARL). It is the redistribution of private and public agricultural lands to help
the beneficiaries survive as small independent farmers, regardless of the “tenurial” arrangement. Its
goals are to provide landowners equality in terms of income and opportunities, empower land owner
beneficiaries to have equitable land ownership, enhance agricultural production and productivity,
provide employment to more agricultural workers, and put an end to conflicts regarding land
ownership.
12. DAR (Department of Agrarian Reform) - is in charge of the direction and coordination of the
national agrarian reform program. The DAR also formulates and enacts policies, plans, and programs
for the distribution and cultivation of all agricultural lands.
13. AFMA (Agriculture and Fisheries Modernization Act) – or the Republic Act No. 8435 is an
act prescribing urgent related measures to modernize the agriculture and fisheries sectors of the
Country in order to enhance their profitability, and prepare said sectors for the challenges of
globalization through an adequate, focused and rational delivery of necessary support services,
appropriating funds therefore and for other purposes.
14. MAGKASAKA (Magkabalikat Para sa Kaunlarang Agraryo) – During his
administration, President Estrada launched the MAGKASAKA. The concept was for investors to
bring in capital, technology and management support while the farmers will contribute, at the most,
the use of their land itself.
15. ARF (Agrarian Reform Fund) - hereinafter referred to as the "Fund" is hereby established to
finance and/or guaranty the payment of farm lots acquired under Proclamation No. 27, dated October
21, 1972, and to extend agricultural credit support and the corresponding guarantee coverage to
achieve a high level of production in land reform areas of the country.
