“One language policy in the Philippines is the 1987 Policy on Bilingual Education, which was

disseminated through Department Order No. 52, s. 1987. The policy aims to achieve
competence in both Filipino and English at the national level through the teaching of both
languages and their use as media of instruction at all levels.”

We conducted a Bill recognizing the importance of inclusive education and the need to provide
equal opportunities for all students, regardless of their language background, this policy aims
to ensure the inclusion of all students in classroom settings.

Policy: Inclusive Language Education Policy for all levels in public and private schools

Objectives:
1.1. To promote an inclusive learning environment that values linguistic diversity.
1.2. To provide necessary support to students with limited proficiency in the language of
instruction.
1.3. To foster cross-cultural understanding and respect among students.
1.4. To strengthen teachers with essential instruction and resources to integrate inclusive
language instruction effectively.
1.5. To engage parents and guardians in encouraging and assisting their children's language
learning at home.

Implementation Guidelines:
2.1. Schools shall develop language support programs adapted to the needs of students with
limited language proficiency.
2.2. Teachers shall adopt inclusive teaching strategies and materials that cater to diverse
language backgrounds.
2.3. Schools shall encourage peer cooperation and interaction to promote language learning
among students.
2.4. Funding and resources shall be allocated to support the implementation of this policy.
2.5. Collaborative programs with language experts and the community to ensure that the
language materials and programs are suitable and will enhance the learners' language learning.
2.6. Regular assessment and monitoring of language proficiency to enable feedback,
evaluation, and assessing the effectiveness of the language policy and aids in enhancing the
language policy.
2.7. Encouraging students to participate in extracurricular activities that will help them learn
and value different languages and cultures.
