SITE ORGANISATION DESCRIPTION

MAINTENANCE OF SAGANA - KAGIO - KIANJIRU (B25)
ROAD

CONTRACTOR

This document, as site Organization shall entail among other things, Construction site layout that
involves identifying, sizing, and placing temporary facilities (TFs) within the boundaries of the
proposed project site. These temporary facilities shall range from simple laydown areas to
warehouses, fabrication shops, maintenance shops, batch plant, and residence facilities for the
Contractors staff and the Engineer’s representative at site if need be.
Upon awarding of the contract, the contractor shall enter into a contract with approved local land
owner for the provision/ lease of land for temporary works and construction purposes. The
Contractor will make all necessary arrangements with the property owners concerned and pay all
charges arising therefrom. On or before completion of the Contract, the Contractor shall remove all
temporary works and shall restore all such land to the condition in which it was immediately prior to
the occupation thereof as far as is reasonable and practicable.
We shall appoint competent surveyors who will liaise with the Engineer on matters related to the
demarcation of the existing road reserve, site measurements, removal and reinstatement of existing
services (where applicable).
The Contractor shall appoint a site Manager (site agent) who shall be tasked with the responsibility
of role of control and maintain work performance and then taking actions to rectify situations where
performance is unsatisfactory at site.
The management team shall include the Managing Director who shall be tasked with the responsibility
of controlling and planning the day to day running of the organization towards achieving the objectives
and deadlines of the project
The Approved Technical stuff specifically the Site Agent shall be tasked with the responsibility of
ensuring the day to day running of site and the Technical targets are met. He shall be the
communication link between the MD and the Engineers Office. He shall receive and interpret the
instructions issued by the Resident Engineer. The Foreman shall be his implementer of works
The Surveyor shall be tasked with the responsibility of controlling the levels at site and the setting
out of works. The Chainman shall be his assistant at site

Site Layout Planning Elements
A well planned site including all temporary facilities and utilities lead to:
1) increasing productivity and safety,
2) reducing area(s) needed for temporary construction, and
3) maximizing utilization.
The following points have been considered in the site layout.
1. Safety
- Fire prevention: Fire is a major cause of damage on construction sites. So that, fire
extinguishers are basic requirements on a construction project.
Measures: The contractor shall install fire assembly point at site, and establish well shown
Entry and Fire exit points at sit.
- Medical services: The Contractor shall place a first aid kit at site to enable quick
response to fire emergencies. The Contractor shall adopt a medical room with a doctor and
nurse.
- Construction safety clothing: Basic safety supplies like safety shoes, hard hats, gloves,
and goggles shall be used by workers.
2. Site Accessibility
- Easy accessibility will keep the morale of the equipment and vehicle drivers high, minimize
the chance of accidents, and save time in maneuvering to arrive at and leave the project.
Also, Parking Lots shall be provided for the KeRRA staff, office, and craft personnel, but this
facility shall be planned where space does exist.
3. Information Signs
- Site map shall locate details of the project, and shall be displayed in the office of the project
manager and posted at the entrance gate.
- Traffic regulatory signs: We shall establish traffic regulatory signs help in guiding the traffic
on the site and avoid accidents to a considerable extent.
- Display of labor relations’ policy and safety rules: This will help in eliminating disputes
between labor and management.
- Emergency routes: We shall display the emergency escape routes at site.

4. Security
- Entrance shall have a proper guard entrance to the site provided by a booth and a registry
of all visitors at site to ensure we keep track of our visitors at site.
- Lighting: We shall have a standby generator to maintain site lighting.
- Fencing: The boundary shall be fenced off from a security point of view.
5. Offices
The offices shall be close together, close to the site, and in a safe area. Also, we shall provide
the offices with proper office equipment. The offices at the site shall include job office,
general contractor office, and sub-contractors’ office if need be.
6. Water Supply and Sanitation
The contractor shall have water and toilet facilities in convenient locations to accommodate
the work force.
7. Material Handling
The use of proper equipment for material handling and advance planning for minimizing
multiple handling will result in direct cost and time savings. The contractor shall conduct the
best practice in material handling as shall be below.
8. Storage and site cleaning
The Contractor shall plan and reserve storage areas for materials so that multiple movement
of material is avoided.
- Laydown areas: Areas reserved for storage of large materials and equipment and it can be
short term or long-term.
- Warehouses: They are sheltered storage facilities where materials are stored until they have
disbursed to the job.
- Material staging areas: They used when materials are stored near the work on a short-term
basis.
They are generally as close to work as possible.
- Site cleaning: Regular disposal of debris shall be necessary.
9. Craft Change-Houses
Craft change-houses provide sheltered space for craft personnel to change and store clothes,
wash, and rest during waiting periods.
10. Batch plant and Fabrication Shops
Batch plants are provided as it shall be more economical to produce concrete on site than to
buy a ready mix. Aggregate storage piles, cement silos and admixture tanks will accompany
an on-site batch plant.
Shops shall be used as we intend to fabricate materials and equipment on site. This includes
electrical, mechanical, carpentry, and paint shops. Also, testing shops used to house the
necessary testing equipment and personnel for the project shall be at site.

Storage of Various Materials at site


Storing of Steel on Site

Steels shall be stored in such a way, so as to avoid distortion and to prevent deterioration and
corrosion. Steels of different classes shall be stored separately. Steel shall be store as guided below
below ;

Storing of Steel Reinforcement

• Contractor shall store bars of different classes, sizes and lengths separately to facilitate issues in
such sizes and lengths so as to minimize wastage in cutting from standard lengths.
• Contractor shall paint the ends of bars of each class in distinct separate colors.
• Contractor shall coat steel reinforcement with cement wash before stacking to prevent scaling and
rusting.
• If reinforcement bars have to be stored for a long period, then they shall be stacked above ground
level by at least 150 mm.

Storing of Structural Steel

• Contractor shall assign separate areas for storing structural steel of different classes, sizes and
lengths.
• The contractor shall store it above ground level by at least 150 mm upon platforms, skids or any
other suitable supports to avoid distortion of sections.
• The contractor shall, where there is need for long storage, apply protective coating of primer to
prevent scaling and rusting.

Storing of Cement on Site

Storing of Cement on Site – Guidelines

• The contractor shall store cement in a building which is dry, leak proof and as moisture proof as
possible.
• The Contractor shall ensure a minimum number of windows in the storage building.
• The Contractor shall stack the cement bags off the floor on wooden planks in such a way, so that it is
about 150 mm to 200 mm above the floor.
• The floor may comprise of lean cement concrete or two layers of dry bricks laid on well consolidated
earth.
• The contractor shall maintain a space of 600 mm all-round between the exterior walls and the stacks.

• The Contractor shall stack the cement bags close to each other to reduce circulation of air.
• The height of stack shall not be more than 10 bags to prevent the possibility of lumping under
pressure.
• The width of the stack shall not be more than four bags length or 3 meters.
• In stacks more than 8 bags high, the cement bags shall be arranged alternately length-wise
and cross-wise, so as to tie the stacks together and minimize the danger of toppling over.
• Stack the cement bags in such a manner so as to facilitate their removal and use in the order
in which they are received.
• The Contractor shall put label showing date of receipt of cement on each stack of cement
bags to know the age of cement.
• When it is required to store cement for a long period of time; the contractor shall completely
enclose the stack by a water proofing membrane such as polyethylene.
• Different types of cement shall be stacked and stored separately.

• We shall store aggregate at site on a hard dry and level patch of ground
• Or we shall prepare a platform of planks or old corrugated iron sheets, or a floor of bricks, or a thin
layer of lean concrete so as to prevent contamination with clay, dust, vegetable and other foreign
matter.
• We shall maintain sufficient distance between stacks of fine and coarse aggregates to prevent the
material at the edges of the stock piles from getting intermixed.
• If possible then the contractor shall construct dividing walls to give each type of aggregate its own
compartment.
• Contractor shall stack the fine aggregate in such a place where loss due to effect of wind is
minimum.
• Stacking of the aggregates shall be carried out in regular stacks. The suggested sizes for stacks are
as follows.

Machinery
The site shall be equipped with relevant machinery and offices for the site staff. The office shall have
emergency numbers where all safety incidents and or accidents can be reported.
The site will be equipped with the following:-
• Double cab pick-up with driver for inspections and patrol.
• Two tippers
• Survey equipment
• Hand tools eg slashes, pangas, mattocks, spades e.t.c
• Excavator (periodically)
• Pedestrian roller (periodically)
• Pavement cutter
• Hand sprayer
The Contractor shall fence the site area to ensure safety of passers-by and his workmen.
The contract shall provide office facilities for the Engineers representative at site.
